HomeMy WebLinkAbout2015 08-05 CCM Joint Work Session with Financial Commission MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA JOINT WORK SESSION WITH FINANCIAL COMMISSION AUGUST 5, 2015 CITY HALL—COUNCIL CHAMBERS CALL TO ORDER The Brooklyn Center City Council met in Joint Work Session with the Financial Commission and the session was called to order by Mayor Tim Willson at 6:30 p.m. ROLL CALL Mayor Tim Willson and Councilmembers April Graves, Lin Myszkowski, and Dan Ryan. Councilmember Kris Lawrence-Anderson was absent and excused. Also present: City Manager Curt Boganey, Finance Director Nate Reinhardt, Community Activities, Recreation and Services Director (CARS) Jim Glasoe, Public Works Director/City Engineer Steve Lillehaug, Fire Chief Lee Gatlin,and Deputy City Clerk Maria Rosenbaum. Others present were Financial Commissioners Anna Burke (arrived at 6:34 p.m.), Teneshia Kragness,Rex Newman, Dan Schueller, and Dean Van Der Werf. Councilmember Ryan moved and Councilmember Myszkowski seconded to approve this evening's agenda. Motion passed unanimously. 2016 GENERAL FUND DEPARTMENT BUDGET REQUESTS City Manager Curt Boganey discussed this evening was to provide 2016 General Fund departmental initial budget requests and that he is recommending adding an additional Budget Work Session on August 31, 2015,to present a recommended Budget and Levy. Finance Director Nate Reinhardt outlined the Finance Department Mission, Staffing, Budget Requests, Key Initiatives, and Performance Objectives. There was discussion regarding the Assistant Finance Director position that will soon become vacant due to a resignation and it was noted that the position will be evaluated and filled in the future. Community Activities, Recreation and Services Director(CARS) Jim Glasoe outlined the CARS Mission, Department/Division Description, Staffing, Strategic Functions/Divisions, Key Initiatives, Annual Operating Goal Performance Measures, Capital Outlay, and Budget Highlights. There was discussion regarding the new Amphitheater schedule and staffing for the Mobile Recreation Initiative. 08/05/15 -1- Public Works Director/City Engineer Steve Lillehaug outlined the Public Works Department Mission, Department Description, Staffing, Strategic Function, Key Initiatives, Annual Goal Performance Measures, and Budget Highlights. There was discussion regarding the new Water Treatment Plant and the Brooklyn Boulevard Corridor Phase I (49th Avenue to Bass Lake Road) Project. It was noted that the water will not be softer with the addition of the new Water Treatment Plant and that the Brooklyn Boulevard Corridor Phase I Project will start in 2018 and be completed in 2019. Fire Chief Lee Gatlin outlined the Fire Department/Emergency Preparedness Mission, Strategic Functions/Divisions, Staffing, Key Initiatives, Budget Impact, Performance Objectives, Budget Requests, and Budget Highlights. There was discussion regarding the expansion of the Duty Crew hours, the need and use for the Full Time Fire Inspector positon budgeted for 2016, the difference between on-call and volunteer firefighters, and fire equipment replacements. It was noted that a grant has been applied for to cover a lot of the fire equipment replacements. PROPOSED ADDITIONAL WORK SESSION City Manager Boganey discussed that the August 17, 2015, Work Session will be to review the remaining 2016 General Fund departmental initial budget requests and that he would like to propose an additional Work Session on August 31, 2015, at which time a recommended 2016 Budget and Levy could be presented. Councilmember Ryan informed that he would not be able to be present at the August 31, 2015, Work Session as he will be on vacation; however, there was consensus to continue with adding the meeting. FUTURE BUDGET DISCUSSIONS Listed with the materials were future budget discussions which included August 17, and September 14, 2015. That attached hereto is a full, true, and complete transcript of the minutes of the City Council from the City of Brooklyn Center Joint Work Session with Financial Commission held on August 5, 2015. 2. That said meeting was held pursuant to due call and notice thereof and was duly held at Brooklyn Center City Hall. 3. That the City Council adopted said minutes at its August 24, 2015, Regular Session. City Clerk Mayor 08/05/15 -3-
