MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE
CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND STATE OF MINNESOTA
REGULAR SESSION
September 15, 2015
COUNCIL COMMISSION ROOM
CALL TO ORDER
The Brooklyn Center Housing Commission was called to order by Chairperson Johnson at 7:00
p.m.

Also present was Staff Liaison Jesse Anderson. Council Liaison Kris Lawrence-Anderson was
excused due to the neighbor meeting.
APPROVAL OF AGENDA
There was a motion by Commissioner Goodell and seconded by Commissioner Amdahl to
approve the agenda as submitted. The motion passed.
APPROVAL OF MINUTES –
There was a motion by Commissioner Goodell and seconded by Commissioner Amdahl to
approve the minutes of the Housing Commission meeting on June 16, 2015. The motion
passed.
CHAIRPERSONS REPORT
Chairperson Johnson reported the number of new neighbor bags delivered. See Attachment.
The 2015 new neighbor bag delivery started on June 10, 2015 and all 301 new homeowners were
delivered bags throughout the summer.
The new list has about 150 more new owners that have moved in since the report was last run.
The dates for next bag delivery will September 23rd, 2015 starting at 6pm.
Then October 3rd, 2015 with an arrival time at 9:45am.
Lastly, a tentative October 6, 2015 delivery if needed.
Chairperson Johnson stated he will send an email to invite volunteers.
Chairperson Johnson recommended Steve Johnson from cub foods for the cities random acts of
kindness award. It is likely to be presented the 1st council meeting in October.

Commissioner Amdahl stated that the delivery of the bags gives a good perspective of the overall
city needs in the neighborhoods.
Chairperson Johnson reported that there has been no other information on the company looking to
purchase houses on Brooklyn Blvd. for a Walgreens.
OTHER BUSINESS
Staff Liaison Jesse Anderson reported that the Housing Commission will be provided with porch
info to be discussed at the next meeting.
ADJOURNMENT
There was a motion by Commissioner Goodell and seconded by Commissioner Amdahl to
adjourn the meeting. The motion passed. The Brooklyn Center Housing Commission adjourned
at 7:30p.m.

Porch Zoning Code Changes Feedback

The following questions and comments were discussed at the March 17, 2015 Housing Commission
Meeting:
1. Should front porches be allowed to encroach on the front setback?
The Housing Commission agrees that front porches should be allowed to be constructed in
the front setback with effective restrictions. Porches would improve housing stock and
create curb appeal.
2. Currently the code has a 35 foot setback for the front yard. What should be the allowed
encroachment for front porches?
The Housing Commission agreed that up to 10 feet closer to the street would be an
acceptable distance. This would allow properties to have a functional porch that would stay
within the standards of the neighborhood.
3. Should there be a maximum width of the porch? If yes how much?
The Housing Commission discussed the width of the property and thought that Brooklyn
Center houses typically are not narrow homes. Therefore, it is their recommendation that
purchase be allowed to be no wider than 15 feet or 50% of the face of the house excluding
the garage, or whichever is greater. For example, if a house was 25 feet wide they could
build a 15 foot porch and if a house were 32 feet wide they could build a porch that was 16
feet wide.
4. Should there be a maximum size for the porch? If so, How many square feet?
The Housing Commission discussed size and thought that the regulation of setback and
width would cover the front porch requirement.
5. Should a fully enclosed porch be allowed?
The Housing Commission agreed that the porch should not be enclosed and could not be
used as living space.
6. Should a front porch be required to have a Roof?
The Housing Commission agreed that a roof should be allowed but not required for a porch.
7. Should a front porch be allowed to be enclosed with insect screens?
The Housing Commission agreed that insect screen should not be allowed to screen in the
porch. They felt that this would be similar to being enclosed and would take away the
benefit of the porches encouraging neighbors to be more connected.

Housing Commission meets on the 3rd Tuesday of each month, 7:00 p.m., City Hall. The Housing
Commission advises the City Council on housing matters in Brooklyn Center. Commissioners serve a three-
year term. Chairperson and six members.
[Minn. Stat. 13.601, Subd. 3(b) states that once an individual is appointed to a public body the following data are public: (1) the
residential address; (2) and either a telephone number or electronic mail address where the appointee can be reached, or both at the
request of the appointee.]
