HomeMy WebLinkAbout2015 10-12 CCM Regular Session MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION OCTOBER 12, 2015 CITY HALL—COUNCIL CHAMBERS L INFORMAL OPEN FORUM WITH CITY COUNCIL CALL TO ORDER INFORMAL OPEN FORUM The Brooklyn Center City Council met in Informal Open Forum called to order by Mayor Tim Willson at 6:45 p.m. ROLL CALL Mayor Tim Willson and Councilmembers April Graves, Kris Lawrence-Anderson, Lin Myszkowski, and Dan Ryan. Also present were City Manager Curt Boganey, Director of Business and Development Gary Eitel, City Attorney Troy Gilchrist, Deputy Director of Building and Community Standards/HRA Specialist Jesse Anderson, and Denise Bosch, TimeSaver Off Site Secretarial, Inc. Mayor Tim Willson opened the meeting for the purpose of Informal Open Forum. No one wished to address the City Council. Councilmember Myszkowski moved and Councilmember Graves seconded to close the Informal Open Forum at 6:47 p.m. Motion passed unanimously. 2. INVOCATION Mayor Willson stated today is Indigenous Americans Day and we have a number of Native Americans that live in the United States that were historically not treated the best. He requested a moment of silence to reflect on that time. 3. CALL TO ORDER REGULAR BUSINESS MEETING The Brooklyn Center City Council met in Regular Session called to order by Mayor Tim Willson at 7:00 p.m. 4. ROLL CALL 10/12/15 -1- Mayor Tim Willson and Councilmembers April Graves, Kris Lawrence-Anderson, Lin Myszkowski, and Dan Ryan. HENNEPIN COUNTY SHERIFF RICH STANEK REPORT This item was considered after agenda item l Ob. 7b. RESOLUTION NO. 2015-155 EXPRESSING RECOGNITION AND APPRECIATION OF BRUCE JOHNSON FOR 10 YEARS OF DEDICATED SERVICE TO THE CITY OF BROOKLYN CENTER 10/12/15 -3- Mayor Willson read in full a Resolution expressing recognition and appreciation for 10 years of dedicated service to the City of Brooklyn Center in the capacities of Engineering Technician Supervisor, Acting Deputy Director of Public Works and Engineering Technician 4. Councilmember Myszkowski moved and Councilmember Lawrence-Anderson seconded to adopt RESOLUTION NO. 2015-155 Expressing Recognition and Appreciation of Bruce Johnson for 10 Years of Dedicated Service to the City of Brooklyn Center. Mr. Boganey talked about the number of `hats' Mr. Johnson has worn in his time with the City and the admirable job he has done. Mayor Willson stated it is a pleasure to recognize those that give so much of themselves to the City now and in the past. Motion passed unanimously. 8. PUBLIC HEARINGS None 9. PLANNING COMMISSION ITEMS None 10. COUNCIL CONSIDERATION ITEMS 10a. CONSIDERATION OF TYPE IV 6-MONTH PROVISIONAL RENTAL LICENSES Mayor Willson explained the streamlined process that will now be used to consider Type IV 6- Month Provisional Rental Licenses. Mayor Willson polled the audience and asked whether anyone was in attendance to provide testimony on any of the rental licenses as listed on tonight's meeting agenda. Seeing no one coming forward, Mayor Willson called for a motion on Agenda Items 10a1 through 10a6. 10al. 5101-03 XERXES AVENUE NORTH 10a2. 6018 ALDRICH AVENUE NORTH 100. 5736 JAMES AVENUE NORTH 10a4. RESOLUTION NO. 2015-156 APPROVING A TYPE IV RENTAL LICENSE FOR 7240 WEST RIVER ROAD 10a5. RESOLUTION NO. 2015-157 APPROVING A TYPE IV RENTAL LICENSE FOR 6753 HUMBOLDT AVENUE NORTH 10a6. RESOLUTION NO. 2015-158 APPROVING A TYPE IV RENTAL LICENSE FOR 6765 HUMBOLDT AVENUE NORTH 10/12/15 4- Councilmember Myszkowski moved and Councilmember Ryan seconded to approve the issuance of a Type IV six-month provisional rental license and mitigation plan for the following: 5101-03 Xerxes Avenue North; 6018 Aldrich Avenue North; 5736 James Avenue North; and, adopt RESOLUTION NO. 2015-156 Approving a Type IV Rental License for 7240 West River Road; RESOLUTION NO. 2015-157 Approving a Type IV Rental License for 6753 Humboldt Avenue North; and, RESOLUTION NO. 2015-158 Approving a Type IV Rental License for 6765 Humboldt Avenue North, with the requirement that the mitigation plans and all applicable ordinances must be strictly adhered to before renewal licenses would be considered. Motion passed unanimously. 10b. RESOLUTION NO. 2015-159 ESTABLISHING A BROOKLYN CENTER SISTER CITIES COMMISSION AND DEFINING DUTIES AND RESPONSIBILITIES Mr. Boganey discussed the history, stated the purpose of the proposed resolution, and discussed the annual membership fee. He provided a recommendation to the City Council to consider adoption of the resolution. Mayor Willson asked if the commission would pay the fee. Mr. Boganey replied that the City will pay the fee on behalf of the commission. Councilmember Ryan stated that other cities provide a staff member and technical and clerical support to other commissions. He asked if that had been discussed. Mr. Boganey stated that no specific staff member has been identified, but there will be a staff liaison and he suspects he will be that person, at least initially. Councilmember Ryan confirmed that the annual membership fee would be $500. Mr. Boganey y p replied that it would be the approximate cost. Councilmember Ryan stated that there has been an interest expressed by various diverse communities in such an undertaking and he appreciates Mr. Boganey bringing this forward. Councilmember Graves asked if it was possible to have multiple Sister City relationships. Mr. Boganey replied affirmatively and that any group of citizens that can meet the criteria could present to the commission, the commission would review and determine if criteria has been met, and the commission would make a recommendation to the City Council for approval. Assuming approval, another relationship would be established with its own committee. He stated that one of the reasons for the establishment of the commission was that there have been other requests, but the City did not have a process to accommodate them. Councilmember Graves asked if the membership fee would change if there were multiple relationships. Mr. Boganey replied that the membership would not change. Councilmember Ryan stated that it is also important that we clearly express the purpose of the relationship. It is not to create commitments on the part of Brooklyn Center city government, but to encourage person-to-person relationships across continents. It promotes understanding and 10/12/15 -5- cultural information exchanges and supports efforts of people in many different countries to build up their societies. He supports it since Brooklyn Center has so many diverse residents. Councilmember Myszkowski stated that when she was in Liberia she had a concern that officials come and go and she wouldn't want the relationship to go away. She thanked Mr. Boganey for figuring out a way for this relationship to remain stable over time. Councilmember Graves moved and Councilmember Ryan seconded to adopt RESOLUTION NO. 2015-159 Establishing a Brooklyn Center Sister Cities Commission and Defining Duties and Responsibilities. Motion passed unanimously. 7. PRESENTATIONS/PROCLAMATIONS/RECOGNITIONS/DONATIONS 7a. HENNEPIN COUNTY SHERIFF RICH STANEK REPORT—continued Sheriff Stanek stated that he was meeting annually with local city councils and introducing himself to those he has not met before and let them know what the Hennepin County Sheriffs Office does in partnership with local police departments. He stated that his office really enjoys their working relationship with the City's police department. Mayor Willson stated that the feeling is mutual and that the City's officers have always said there is a very good working relationship with the Hennepin County Sheriff s Office. Sheriff Stanek stated he appreciated that he can talk to the Mayor and Mr. Boganey directly about public safety issues. He introduced Watch Commander Lieutenant Steve Tate and Sandra West, Inter-Governmental Relations. He talked about the history of the office. He also reported on the lines of business the Sheriff's Office conducts including the jail, 911 dispatch, patrol, crime lab investigations, warrants, court security, civil process, drug abuse prevention, and outlined how they support the City. He talked about the Criminal Information Sharing and Analysis Unit, the Northwest Metro Drug Task Force; prescription medicine drop-off boxes; the Volunteer Services Division; the Professional Standards Division that includes active shooter training; the Community Engagement Team; the 21St Century Policing Project; and violent crime statistics. Councilmember Ryan stated that early on in his service, he participated in a ride-along and witnessed the successful collaboration between the City's police department and the Hennepin County Sheriffs office. He expressed his appreciation for the Sheriffs office for their support of the City's patrol. Councilmember Graves asked for elaboration on what is being done differently with respect to people's mental illness concerns. Sheriff Stanek stated that the mental health aspect manifests itself by the large number of people affected by mental illness in jail and the 911 calls. He stated that we need services for the 10/12/15 -6- mentally ill and the Brooklyn Center City Council has been supportive of those efforts. He stated that officers take crisis intervention training and work with other cities to educate and train. He offered to arrange for Councilmember Graves to meet with him to talk about the issue. Councilmember Graves asked about the Diversion Program and some of the outcomes that they would like to see for the youth in the program. She stated that she would like to learn more about this issue. Sheriff Stanek stated he is not involved with the Diversion Program because the jail only takes adults but he could put Councilmember Graves in touch with someone. Sheriff Stanek stated he really enjoys his job and he thinks it is important that Councilmembers and residents have a better understanding of what the sheriff's office does. He stated he is a service provider. Mr. Boganey expressed his thanks for the cooperation that the police department and the sheriff's office have always had. He thanked Sheriff Stanek for allowing a deputy to be a part of the new police chief selection process and indicated he will also check into the medicine disposal device. Councilmember Lawrence-Anderson thanked Sheriff Stanek for the town meetings on heroin. She stated that she currently receives e-mail updates and encouraged other Councilmembers to sign up to receive the updates. 11.
