JOINT WORK SESSION WITH FINANCIAL COMMISSION
OCTOBER 5, 2015
CITY HALL - COUNCIL CHAMBERS
I. CALL TO ORDER
The Brooklyn Center City Council met in Joint Work Session with the Financial Commission
and the session was called to order by Mayor Tim Willson at 6:31 p.m.
Mayor Tim Willson and Councilmembers April Graves, Lin Myszkowski, and Dan Ryan.
Councilmember Lawrence-Anderson was absent and unexcused. Also present: City Manager
Curt Boganey, Finance Director Nate Reinhardt, Deputy City Clerk Rozlyn Tousignant, and
Denise Bosch, TimeSaver Off Site Secretarial, Inc.
Others present were Financial Commissioners Anna Burke, Teneshia Kragness, Rex Newman
(arrived at 6:35), and Dean Van Der Wer£
II. APPROVAL OF AGENDA
Councilmember Myszkowski moved and Councilmember Ryan seconded to approve the
agenda.
Motion passed unanimously.
III. UPDATES ON PREVIOUS DISCUSSION ITEMS
Finance Director Nate Reinhardt reviewed the City Fuel Budget.
City Manager Curt Boganey stated that keeping the City's purchase slightly less than 50% of the
City's fuel under the cooperative purchase fixed price is a conservative approach in that it limits
the variability. Mr. Boganey also mentioned that there will be greater risks of prices diving going
forward and that the City will have a better idea of the risks/rewards in December when the
contract is signed.
Mr. Boganey went on to explain the process that took place the previous year.
Councilmember Myszkowski indicated that she thought 50/50 is fairly standard.
IV. SPECIAL REVENUE FUNDS
Mr. Reinhardt overviewed the Special Revenue Funds which consisted of. HRA/EDA,
Community Development Block Grant(CDBG), Police Forfeitures, Tax Increments Financing
(TIF) Funds, and City Grants for Police, Recreation and NW Cable Communications.

A discussion regarding Police Forfeitures and the cost of upgrading officer's body microphone to
include video, as well as the expansion of data that would be needed to sustain recorded data
occurred after Mr. Reinhardt's presentation of the topic. Councilmember April Graves expressed
some concern over this topic. Mr. Boganey stated that the financial figures illustrated were likely
an estimate based on cloud-based storage and that many of the funds will come from forfeitures
that were a result of participation in a regional task force; the forfeiture laws being paired back in
terms of what can be subject to forfeiture; and task forces coming under scrutiny to make sure
the activities are not based on the assumption that there will be a forfeiture but on good police
work.
Following the explanation of the TIF Funds, each district was specifically addressed by Mr.
Reinhardt. TIF #2 Earle Brown; TIF #3 covering three designated areas - Brooklyn Blvd./69th
area, Brookdale area, and Willow/252 area; TIF #4 France Avenue business district; and TIF #5
Shingle Creek Crossing. Discussion took place on how the districts were set up and used in the
past and the amount of time that a TIF can be in existence; the funds being used for new and
existing eligible rental housing; and the variation of the TIF districts.
Discussion took place regarding the possibility of a new City Hall and the time it would take to
build it and the needed renovations to the Council Chambers after the presentation on the NW
Cable Communications Grant.
Following the Recreation Grants presentation, discussion took place regarding the CSI program
and possible expansion.
V. INTERNAL SERVICE FUNDS
Mr. Reinhardt presented the Internal Service Funds, specifically for the Central Garage.
Mayor Willson asked about sale and/or donation of a fire department truck because the repair
costs exceed the value. Mr. Boganey explained that in order to make a donation, it must go to a
non-profit group.
Mayor Willson suggested addressing the issue in a Work Study Session.
Discussion also took place regarding the need to continue a mulch chipping program for citizen
use; fire department equipment replacement due dates; and the sort of vehicles that will need to
be replaced.
Mr. Reinhardt will provide more information on fire department equipment.
VI. DEBT SERVICE FUNDS
Discussion took place regarding the proposed bonding issue not having to go on the ballot; the
requirement that projects are part of the City's capital improvement plan; and the annual cost of
on-going maintenance of the amphitheater and how it will be funded.

Councilmember Graves suggested looking into a Sidewalk Poetry Contest where people apply to
have the poems put into the sidewalks when they are replaced. Mr. Boganey stated he will share
the idea with staff to see if it would fit into a community engagement activity.

Councilmember Ryan requested an excused absence for the October 19, 2015, meeting. He does
plan to be at the October 26 City Council meeting.
Councilmember Graves requested information on the timeline for applying for block grants. Mr.
Boganey will provide that information.
VIII. ADJOURNMENT
Councilmember Ryan moved and Councilmember Graves seconded to adjourn the Work Session
at 7:47 p.m.
