Brooklyn Center Charter Commission
Meeting Minutes
July 23, 2015
Called to order by Chair Goodell at 6:32 p.m.
Chair Goodell introduced the new Charter Commission members, Beverly Rieschl and Donald
Bumgarner.
Roll Call: Chair Goodell called the roll. Present were Mark Goodell, Donald Bumgarner,
Myrna Kragness Kauth, Robert Marvin, Mary O’Connor, Beverly Rieschl, Judy Thorbus, and
Mark Yelich. Gary Brown arrived at 6:38. Excused was Stan Leino. Not present were Gail
Ebert and Harold Middleton.
The agenda was adopted.
Approval of Minutes: Beverly Rieschl made a motion to approve the January 15, 2015, draft
minutes as amended and Robert Marvin seconded. The motion passed unanimously. The
January 15 draft minutes sent to the members include the amendments.
Beverly Rieschl made a motion to approve the April 23, 2015, draft minutes as amended. Robert
Marvin seconded. The motion passed unanimously. The amendment was under Roll Call and is
as follows: Not present was Zachary Marko.
Chair Goodell presented an award to Robert Marvin which the City gave him for perfect
attendance.
Old Business:
a. Review status of Charter amendments: Chair Goodell said the City Council adopted the
proposed charter amendments at its meeting on June 8, 2015.
b. Proposed amendment regarding the tabulation of write in votes for city candidates: We
reviewed a draft charter amendment of Chapter 4, Nominations and Elections prepared
by the City Clerk. It would add a new Section 4.06. which would require a write in
candidate to file a written request to have their votes counted. We changed a few words
in the draft as follows: general municipal election regular, primary, or special election.
Mark Yelich thought we should spell out what happens if a write in candidate gets the
most votes. Mary O’Connor agreed. Others thought there are state or federal laws
governing this. Chair Goodell will ask the City Clerk more questions and we will discuss
it again at the next meeting.
c. Discussion on cemetery conveyances, Minnesota Statute Section 306.86: Myrna
Kragness Kauth relayed information from a Mound Cemetery employee who said Mound
Cemetery loaned some of its land to Brooklyn Center to use as a park. Now the cemetery
needs the land and is discussing this with the City. This issue was brought to our
attention by Stan Leino who is absent. Robert Marvin made a motion to table this issue
until our next meeting. Gary Brown seconded the motion. Motion passed unanimously.

New Business: There was no new business.
The next meeting is October 27, 2015.
The meeting adjourned about 7:16 p.m.
