MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION
FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE
STATE OF MINNESOTA
REGULAR SESSION
SEPTEMBER 15, 2015

CALL TO ORDER
Chair Sorenson called the meeting to order at 7:17 pm.
ROLL CALL
Chair Sorenson and Commissioners Bonovsky, Dalton, Ebert, Russell, Shinnick and Witalka
were present. Also present was Community Activities, Recreation & Services Director Jim
Glasoe.
APPROVAL OF AGENDA
Chair Sorenson asked if there were any additions or changes to the proposed agenda.
By consensus, the agenda was approved as presented.
APPROVAL OF MINUTES – April 21, 2015
There was a motion by Commissioner Russell, seconded by Commissioner Witalka to approve
the minutes of the April 21, 2015 meeting of the Park & Recreation Commission as presented.
The motion to approve the minutes was approved unanimously.
COUNCIL LIAISON REPORT
Councilmember Graves was not in attendance. Chair Sorenson asked CARS Director Glasoe if
he had any items to report. CARS Director Glasoe reported the City Council had discussed an
amphitheater paver inscription policy at their last work session. He noted the City, as the owner
of the facility, would make the determination on suitability of inscriptions, based upon the policy
and in consultation with the City Attorney. CARS Director Glasoe indicated City Council
discussion was regarding two policy options, a restrictive option and a less restrictive option. He
noted Council consensus was to develop a policy somewhere in the middle of the two options.
CARS Director Glasoe reported the City Hall/Community Center Capital Building Maintenance
work was continuing and that some unexpected complications and materials delays have altered
the completion schedule. Mr. Glasoe noted the current schedule had the pool and exercise room
reopening on Monday, October 5th.
2016-2030 CAPITAL IMPROVEMENTS PLAN-
CARS Director Glasoe reviewed the proposed 2016-2030 Capital Improvements Plan. Mr.
Glasoe described the proposed projects, their timing and the additions/changes that had been
made since last year’s plan.
CARS Director Glasoe noted the 2016 scheduled picnic shelter replacement for Northport Park
and added that he would be looking for a specific recommendation on the CIP parks plan at the
October meeting.
MEMORIAL AMPHITHEATER UPDATE
CARS Director Glasoe reported construction of the amphitheater was nearly complete and
handed out flyers regarding the planned October 6th dedication and ribbon cutting ceremony.
HENNEPIN YOUTH SPORTS- MOBILE RECREATION GRANT SUBMISSION
CARS Director Glasoe indicated the City, along with the City of Brooklyn Park and the Brooklyn
Bridge Alliance for Youth would again be submitting a grant application for a mobile recreation
initiative. Mr. Glasoe noted last year’s application was well received but was not approved
because a programming plan was not in place.
CARS Director Glasoe added the programming piece had been completed and is included in the
2016 and 2017 budget request. He reviewed the planned program for 2016 and asked for a
Commission recommendation supporting the grant request. Commissioner Shinnick made a
motion recommending the City Council support the mobile recreation grant submission. The
motion was seconded by Commissioner Bonovsky and passed unanimously.
SKATING RINK-RIVERDALE PARK
CARS Director Glasoe presented a tracking sheet for the 2014-2015 ice skating rink at Riverdale
Park, showing staff time, water usage and skating usage. He noted the Park & Recreation
Commission had recommended establishing a skating rink at the request of the Riverwood
Neighborhood Association.
Commissioners noted the amount of staff time and water used when compared to the usage.
Commissioners discussed the cold weather and the relative lack of outdoor skating.
After additional discussion, the Commission consensus was to approach the Riverwood
Neighborhood Association with the results of the tracking summary and asking about their
intentions for 2015-2016. The Commission noted that, absent a plan to significantly bolster
usage, they would not be inclined to support a rink for this year.
NEW MILLENNIUM CHARTER SCHOOL UPDATE
CARS Director Glasoe reported the City Council had approved the New Millennium Charter
School project but noted the approved project did not include any accommodations for a soccer
field.
OTHER
Commissioner Bonovsky commended Commissioner Dalton for her efforts regarding the
Brooklyn Center Facebook page. Commissioner Bonovsky noted she had done a great job of
managing the page and keeping the “conversation” positive.
Commissioner Dalton asked if the Commission had any input regarding the placement of
recycling containers in the parks. CARS Director Glasoe noted the Park & Recreation
Commission was an advisory body to the City Council, and accordingly, could make
recommendations. He asked Commissioners to forward any suggestions to him and he would
pass them along to Street & Parks Maintenance Supervisor Todd Berg.
CARS Director Glasoe noted the new recycling containers that were being purchased with the
Hennepin County grant proceeds had been ordered and their locations identified. He indicated he
would place this information on an upcoming agenda.
Chair Sorenson asked that results from this summer’s neighborhood meeting surveys be provided
at a future meeting.

The next meeting was set for Tuesday, October 15th, at 7:00 p.m.
MEETING ADJOURNED
A motion was made by Commissioner Russell, seconded by Commissioner Ebert, to adjourn the
meeting at 8:06 p.m. The motion passed unanimously.
