HomeMy WebLinkAbout2015 10-20 PRM MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION OCTOBER 20, 2015 COHEN ROOM, COMMUNITY CENTER CALL TO ORDER Chair Sorenson called the meeting to order at 7:00 pm. ROLL CALL Chair Sorenson and Commissioners Bonovsky, Dalton, Ebert, Shinnick and Witalka were present. Commissioner Russell was absent and excused. Also present was Community Activities, Recreation & Services Director Jim Glasoe. APPROVAL OF AGENDA Chair Sorenson asked if there were any additions or changes to the proposed agenda. By consensus, the agenda was approved as presented. APPROVAL OF MINUTES – September 15, 2015 There was a motion by Commissioner Shinnick, seconded by Commissioner Witalka to approve the minutes of the September, 2015 meeting of the Park & Recreation Commission as presented. The motion to approve the minutes was approved unanimously. COUNCIL LIAISON REPORT Councilmember Graves was not in attendance. Chair Sorenson asked CARS Director Glasoe if he had any items to report. CARS Director Glasoe reported the City Council and the city had hosted a successful ribbon cutting ceremony for the Civic & Veterans Memorial Amphitheater on October 6th, noting that almost 100 people had attended. CARS Director Glasoe reported the City Hall/Community Center Capital Building Maintenance work was continuing and that the current schedule had the pool and exercise room reopening on Monday, November 9th. 2015 NEIGHBORHOOD MEETING- SURVEY RESULTS CARS Director Glasoe presented and reviewed results from the 2015 neighborhood meeting surveys. Mr. Glasoe noted Police Chief Tim Gannon had identified some inconsistencies in the Bellvue Park results and was looking to verify and correct any mistakes. After some discussion CARS Director Glasoe asked if the Commission wanted any additional parks questions added for 2017. There was a suggestion for a question related to park amenities and one related to the attraction and retention of businesses to Brooklyn Center. AMPHITHEATER DRAFT USE GUIDELINES CARS Director Glasoe presented draft use guidelines for the amphitheater and asked for Commissioner input and/or questions. Chair Sorenson noted the guidelines were quite comprehensive and asked why there was no liquor allowed, when current park ordinance allows it under certain circumstances. Mr. Glasoe responded that language from the Ordinance could be inserted into the draft. Commissioner Dalton asked if the section regarding “trash” could be amended to include recycling. CARS Director Glasoe responded affirmatively. After additional discussion CARS Director Glasoe indicated that he would not be looking for a recommendation on the policy tonight, but that he would put it on the November agenda for consideration. PLANNED CENTENNIAL PARK TENNIS COURT REHAB PROJECT-UPDATE CARS Director Glasoe reported that planned tennis court rehabilitation in Centennial Park, planned for 2015, would not be happening as the quotes came in over $100,000. Mr. Glasoe noted that any public improvement over $100,000 was subject to public bidding laws that requires bid specification and sealed bids. CARS Director Glasoe added the intent would be to go back out for bids in early 2016, in hopes of a better bidding climate. Mr. Glasoe continued that he had revisited the site recently and found the road noise from Interstate #694 to be almost intolerable. In addition, Mr. Glasoe noted the lack of adjacent parking and portable restrooms to support the tennis and basketball amenities. CARS Director Glasoe indicated that from his personal perspective, he would find it hard to recommend spending over six figures to replace the tennis courts in this location. Mr. Glasoe noted disc golf or some other passive recreation activity might be a better fit. Commissioner Dalton asked about the potential for a dog park. After additional discussion a motion was made by Commissioner Shinnick, seconded by Commissioner Ebert to move the basketball court allocation to 2017, to allow the Commission to study the issue further. The motion passed unanimously. 2016-2030 CAPITAL IMPROVEMENTS PLAN CARS Director Glasoe reported he was looking for a recommendation regarding the parks portion of the 2016-2030 Capital Improvements Plan. After some discussion Commissioner Shinnick made a motion, seconded by Commissioner Ebert to recommend the City Council approve the 2016-2030 parks portion of the Capital Improvements Plan with changing the Centennial Tennis court project from 2015 to 2017. The motion passed unanimously. HENNEPIN YOUTH SPORTS- MOBILE RECREATION GRANT SUBMISSION CARS Director Glasoe indicated the City Council had approved the Resolution supporting the grant application for the mobile recreation program and indicated it would be submitted later this month. OTHER Commissioner Dalton asked if an item regarding the placement of recycling containers in the parks could be added to the November agenda. CARS Director Glasoe indicated he would make the addition. SET NEXT MEETING DATE The next meeting was set for Tuesday, November 17th, at 7:00 p.m. MEETING ADJOURNED A motion was made by Commissioner Shinnick, seconded by Commissioner Witalka, to adjourn the meeting at 8:04 p.m. The motion passed unanimously.
