MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE
CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND STATE OF MINNESOTA
REGULAR SESSION
April 21, 2015
COUNCIL COMMISSION ROOM
CALL TO ORDER
The Brooklyn Center Housing Commission was called to order by Chairperson Johnson at 7:00
p.m.

Also present: Staff Liaison Jesse Anderson. Council Liaison Kris Lawrence-Anderson was excused
due to another City function.
APPROVAL OF AGENDA
There was a motion by Commissioner Amdahl to approve the agenda as submitted. The motion was
seconded by Commissioner Thorbus. The motion passed.
APPROVAL OF MINUTES
There was a motion by Commissioner Goodell to approve the minutes of the Housing Commission
meeting on March 17, 2015. The motion was seconded by Commissioner Thorbus. The motion
passed.
NEW NEIGHBOR PROGRAM UPDATE
Chairperson Johnson stated he received 200 bags from Cub Foods and will table the discussion about
incorporating BCBA into the new neighbor program.
Commissioner Amdahl stated that it would be helpful if they would participate in delivering the bags
as well. She also stated the Housing Commission should get started on the program as soon as
possible.
Staff Liaison Anderson reported the change in tracking of sales due to the assessing functions being
converted to Hennepin County. The current list of new residents would go back to April of 2014.
Commissioner Amdahl stated that the Housing Commission goes back to April.
Chairperson Johnson asked how many [bags] did we get delivered per night.
Commissioner Amdahl stated that if we have two cars we could deliver 40-60 per night. We
delivered approximately one time per month in 2014.
Chairperson Johnson asked if the Housing Commission should prioritize working backwards or

newest.
Commissioner Amdahl stated that the Housing Commission should deliver by geography.
Chairperson Johnson stated that Steve Johnson from Cub Foods wants to put an item in the bag and I
need to give him notice.
Commissioner Amdahl stated we will have a scheduled time to stuff the bags and we can provide the
opportunity to Cub Foods to contribute.
Commissioner Thorbus stated that Brooklyn Park gets free items from the community for their new
resident bags. Items such as a free cup of coffee, free key chain, free oil change. Their rule is that it
needs to be a free item. Brooklyn Park is delivering to the new owners almost immediately.
Chairperson Johnson stated that the Cub Foods manager wanted to put a weekly add in the paper.
However, that likely wouldn’t work due to scheduling.
Commissioner Goodell asked if we get a different volunteer base, how we would identify them. He
also stated that we should come up with a plan to coordinate the volunteers.
Chairperson Johnson asked how the Minnesota School of Business got involved.
Commissioner Amdahl stated that Councilmember Lawrence-Anderson invited them to participate.
Commissioner Goodell asked how it worked.
Commissioner Amdahl stated that it was one Commissioner and a few students. We had multiple
cars going at the same time. We all met at City Hall and explained the program before they starting
delivering the bags.
Commissioner Goodell stated that it would be nice to create a fact sheet to pass out to potential
volunteers.
Chairperson Johnson asked if we could we send a flyer to the other City Commissions.
Commissioner Goodell asked what has been done for scheduling in the past.
Chairperson Johnson stated that during the summer months the Housing Commission should
schedule one or two nights a week.
Commissioner Amdahl stated that we try to find a good night of the week that works for everyone.
Chairperson Johnson stated that we should devote the next meeting to stuffing bags.
Commissioner Amdahl asked if Staff Liaison Anderson could print “sorry we missed you” labels and
a label for volunteers.
Staff Liaison Anderson stated he will print [the labels] and have them ready for the next meeting.
Commissioner Amdahl stated that we should plan to deliver on all Wednesdays in June as a tentative
plan. We would meet at 6:15 p.m. at City Hall and finish at 8:30 p.m..
Commissioner Amdahl stated that at the May meeting we will set the July schedule delivery
schedule.
Chairperson Jonson stated that we should add the information about volunteering to serve on a City
Commission to the bags.
Chairperson Johnson stated he will ask if the BCBA wants to start volunteering during our June
delivery dates and see if they are interested in discussing contributions to the bags in June.
Commissioner Amdahl stated that we should also write letter to cub foods to thank them for
donation in June.
CHAIRPERSONS REPORT
Chairperson Johnson reported that there may be a new member of the Housing Commission shortly
and we received 200 bags from Cub Foods.
Commissioner Thorbus asked how the Joint Commission presentation went.

Chairperson Johnson stated that they talked about Commissioners, the Channel 12 video, porch
setbacks, and the rental recognition program. Also, a chart was presented on the New Neighbor
Program.
Chairperson Johnson stated to the City Council that he would like to see the Housing Commission to
take a greater role in the community.
Chairperson Johnson requested that Gary Eitel be invited to do a presentation on the housing
developments at the July Housing Commissioner meeting.
OTHER BUSINESS
There was no other business addressed by the Housing Commission.
ADJOURNMENT
There was a motion by Commissioner Goodell to adjourn the meeting. The motion was seconded by
Commissioner Amdahl. The motion passed. The Brooklyn Center Housing Commission adjourned
at 8:10 p.m.
