Call to Order
—The EDA requests that attendees turn off cell phones and pagers during the meeting. A
copy of the full City Council packet, including EDA (Economic Development Authority),
is available to the public. The packet ring binder is located at the front of the Council
Chambers by the Secretary.

3.Approval of Agenda and Consent Agenda
—The following items are considered to be routine by the Economic Development
Authority (EDA) and will be enacted by one motion. There will be no separate
discussion of these items unless a Commissioner so requests, in which event the item will
be removed from the consent agenda and considered at the end of Commission
Consideration Items.

1.CALL TO ORDER
The Brooklyn Center Economic Development Authority (EDA) met in Regular Session called to
order by President Tim Willson at 8:55 p.m.
2.ROLL CALL
President Tim Willson and Commissioners April Graves, Kris Lawrence-Anderson, Lin
Myszkowski, and Dan Ryan. Also present were Executive Director Curt Boganey Director of
Business and Development Gary Eitel, Assistant City Manager/Director of Building and
Community Standards Vickie Schleuning, City Attorney Troy Gilchrist, and Denise Bosch,
TimeSaver Off Site Secretarial, Inc.
3. APPROVAL OF AGENDA AND CONSENT AGENDA
Commissioner Myszkowski moved and Commissioner Graves seconded to approve the Agenda
and Consent Agenda, and the following item was approved:

3b.RESOLUTION NO. 2015-23 AUTHORIZING THE DEDICATION OF
EASEMENTS ON ECONOMIC DEVELOPMENT AUTHORITY
PROPERTY AT 6301 BROOKLYN BOULEVARD AND 6245 BROOKLYN
BOULEVARD
Motion passed unanimously.
4. COMMISSION CONSIDERATION ITEMS
4a. RESOLUTION NO. 2015-24 APPROVING A MODIFICATION TO THE
REDEVELOPMENT PLAN FOR HOUSING DEVELOPMENT AND
REDEVELOPMENT PROJECT NO. 1 AND ESTABLISHING TAX
INCREMENT FINANCING DISTRICT NO. 6 THEREIN AND

APPROVING A TAX INCREMENT FINANCING PLAN THEREFOR (TIF
DISTRICT NO. 6 - AFFORDABLE SENIOR HOUSING)
Director of Business and Development Gary Eitel pointed out that Tom Denaway, Springsted,
and Jenny Bolton, Kennedy & Graven, were in attendance at the meeting. He explained that this
is a companion resolution, discussed the history and the purpose of the proposed resolution.
Commissioner Ryan moved and Commissioner Myszkowski seconded to adopt RESOLUTION
NO. 2015-24 Approving a Modification to the Redevelopment Plan for Housing Development
and Redevelopment Project No. 1 and Establishing Tax Increment Financing District No. 6
Therein and Approving a Tax Increment Financing Plan Therefor (TIF District No. 6 -
Affordable Senior Housing).
Motion passed unanimously.
5. ADJOURNMENT
Commissioner Ryan moved and Commissioner Myszkowski seconded adjournment of the
Economic Development Authority meeting at 9:01 p.m.

RESOLUTION APPROVING THE FINAL BUDGET FOR THE ECONOMIC
DEVELOPMENT AUTHORITY OF BROOKLYN CENTER, MINNESOTA,
FOR FISCAL YEAR 2016
WHEREAS, the Economic Development Authority of Brooklyn Center,
Minnesota, has considered the final budget for Fiscal Year 2016.
NOW, THEREFORE, BE IT RESOLVED by the Economic Development
Authority of Brooklyn Center, Minnesota, that revenues and appropriations for the Economic
Development Authority for the 2016 fiscal year are hereby adopted as follows:
