Meeting Minutes
October 22, 2015
Called to order by Chair Goodell at 6:32 p.m.
Roll Call: Chair Goodell called the roll. Present were Mark Goodell, Donald Bumgarner,
Myrna Kragness Kauth, Mary O’Connor, Beverly Rieschl, Gail Ebert, and Mark Yelich. Robert
Marvin arrived at 6:34, Judy Thorbus at 6:35, and Gary Brown at 6:36. Excused was Stan Leino.
The agenda was adopted.
Approval of Minutes:
Mary O'Connor informed the Commission that there was a mistake in the July 23, 2015, minutes.
In the second paragraph under Approval of Minutes it should read: Not present were was
Zachary Marko and Robert Marvin. A motion was made by Marvin and seconded by Kauth to
approve the corrected minutes. The motion passed.
Old Business:
a. We reviewed a draft amendment by the City Clerk about the tabulation of write-in votes
for City Council candidates. It would insert a new section 4.06 and change the
numbering of current 4.06 and 4.07. The new 4.06 would read as follows:
Section 4.06. WRITE-IN CANDIDATES. A candidate for city office who wants write-
in votes for the candidate to be counted must file a written request with the filing officer
for the office sought no later than the seventh (7th) day before the general municipal
election or special election. The filing officer shall provide copies of the form to make
the request.
A motion was made by Brown and seconded by Marvin to approve this amendment. The motion
passed unanimously. Chair Goodell will send this amendment to City Manager Curt Boganey.
We tabled the next item on the agenda about cemetery conveyances because Commissioner
Leino was not present. A motion was made by Marvin and seconded by Thorbus. The motion
passed.
New Business:
We discussed changing the word "regular" to "general" in the Charter when it comes before
"election". This was a previous suggestion by the City Clerk. Chair Goodell will email this
change to the Charter Commission members soon and if we find no mistakes he will email it to
the City Clerk for her review. At our next meeting we will consider an amendment to the
Charter.
The next meeting is January 21, 2016.
