Update on Curbside Clean up The HRG representative informed the City that after contacting potential vendors it has been determined that the window is too short to have a Spring Clean Up in Brooklyn Center. It was also determined that a fall cleanup is not possible because the potential vendors have other 2016 fall commitments. HRG will continue to explore options for a curbside cleanup in 2017. 10. Adjournment Page 1 MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND STATE OF MINNESOTA REGULAR SESSION January 19, 2016 COUNCIL COMMISSION ROOM CALL TO ORDER The Brooklyn Center Housing Commission was called to order by Chairperson Johnson at 7:00 p.m. ROLL CALL Chairperson – David Johnson - Present Judy Thorbus – Present Kathie Amdahl - Present David Johnson - Present Leroy Houston - Present Susan Pagnac- Present Mark Goodell- Present Also present was Staff Liaison Jesse Anderson. Council Liaison Kris Lawrence-Anderson was excused. APPROVAL OF AGENDA There was a motion by Commissioner Amdahl and seconded by Commissioner Houston to approve the agenda as submitted. The motion passed. APPROVAL OF MINUTES There was a motion by Commissioner Goodell and seconded by Commissioner Amdahl to approve the minutes of the Housing Commission meeting on November 17, 2015. The motion passed. ELECTIONS: Housing Commission Chair: There was a motion by Commissioner Johnson and seconded by Commission Houston nominating Commissioner Goodell for Housing Commission Chair Motion passed. Housing Commission Vice Chair: There was a motion by Commissioner Houston and seconded by Commission Amdahl nominating Commissioner Houston for Housing Commission Vice Chair Motion passed. Page 2 COUNCIL LIAISON REPORT In the absence of the Council Liaison no report was given. CHAIRPERSON’S REPORT Chairperson Johnson reported: He received a phone call from a representative from the Discovery Church who expressed interest in participating in the New Neighbor Program. They would like to add an item to the bag. Commissioner Goodell: Inquired if the church is located in Brooklyn Park? Chairperson Johnson: Yes they participate in Brooklyn Parks program. They would put an item in the bag such as a coffee mug. We will need to obtain permission from the City Council. Commissioner Goodell: We would have to consider allowing all businesses. Chairperson Johnson: We wouldn’t want to show a preference for a specific religion. We could consider opening it up to all businesses. Would there be a concern to advertising a specific religion for a church in Brooklyn Park? Commissioner Goodell: This would be entering into a deeper discussion. Commissioner Amdahl: We should find out exactly what Brooklyn Park is doing in their bags. Currently we are saying no to anything other than services that are provided. Chairperson Johnson: I am Interested in allowing same opportunity for all businesses. Commissioner Pagnac: Is there anything in the bag from other communities? Commissioner Amdahl: There is a magazine about the Northwest. Chairperson Johnson: We wouldn’t necessarily have to stay within the city border, to avoid getting too restrictive. Commissioner Amdahl: The original intent was to not solicit for items for the bags. Chairperson Johnson: Would we turn down a free oil change from a local dealership. If Discovery Church wanted items in there we wouldn’t turn them away. Commissioner Amdahl: We wouldn’t be giving literature, however if it was an item of value that had a name on it, that may be acceptable. Commissioner Thorbus: Would this be an issue with separation of church and state? Could we allow them to put a coupon for a free item? Commissioner Goodell: The coupons could be easier for assembling the bag. Could we put something on the website so that it is an equal opportunity for any business or church to participate? Page 3 Commissioner Amdahl: We could also welcome volunteers. Commissioner Thorbus: Would we possibly have volunteers participating and they would be promoting their church or business during deliveries? Commissioner Goodell: Do we agree as a Housing Commission to propose allowing business items in the bags to the City Council? Motion to table discussion to that it can wait for Council Liaison. Commissioner Amdahl seconded. Motion passed. Commissioner Amdahl: Brooklyn Park held a training for homeowner association board members. How many owner occupied associations are there in the city? Should the city sponsor experts to speak on legal and financial information for associations? I would like to find out if there is an interest. Brooklyn Park had sponsored the event. Commissioner Goodell: Is there a list of associations? Staff Liaison Anderson: No there is not a list of associations. Chairperson Johnson: Add to potential projects. Commissioner Thorbus: Have you spoken to Becky Boie; they may have a list of associations. Chairperson Johnson: Discussed letter to City Manager from Housing Commission requesting curbside clean up. Commissioner Goodell: Facilitated an easy way to have items removed to avoid them from sitting at the curb. Commissioner Thorbus: Is resigning after serving about 15 years on the Housing Commission. She is going to the Parks Commission. Chairperson Johnson: Congratulation and thank you for your service. Chairperson Johnson and Commissioner Houston were reappointed for another term. OTHER BUSINESS There was no other business addressed by the Commission. ADJOURNMENT There was a motion by Commissioner Amdahl and seconded by Commissioner Thorbus to adjourn the meeting. The motion passed. The Brooklyn Center Housing Commission adjourned at 8:00 p.m. __________________________________ Chairman
