MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE
CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND STATE OF MINNESOTA
REGULAR SESSION
February 16, 2016
COUNCIL COMMISSION ROOM
CALL TO ORDER
The Brooklyn Center Housing Commission was called to order by Chairperson Johnson at 7:00
p.m.
WELCOME COMMISSIONER TAMIKA BASKIN
Commissioner Baskin stated she looks forward to working with Housing Commission and has been a
property manager for Minneapolis Public Housing Authority for more than 20 years. Working with
low income housing and providing quality housing is her passion.

Also present was Staff Liaison Jesse Anderson. Council Liaison Kris Lawrence-Anderson was not
present.
APPROVAL OF AGENDA
There was a motion by Commissioner Johnson and seconded by Commissioner Amdahl to
approve the agenda as submitted. The motion passed.
APPROVAL OF MINUTES
There was a motion by Commissioner Amdahl and seconded by Commissioner Johnson to
approve the minutes of the Housing Commission meeting on January 19, 2016. The motion
passed.
COUNCIL LIAISON REPORT
In the absence of the Council Liaison no report was given.
CHAIRPERSON’S REPORT
Chairperson Goodell had no information to report.
NEW NEIGHBORH PROGRAM
Staff Liaison Anderson provided copies of the 2015 new neighbor program content list.
Chairperson Goodell asked if everything was printed in house.

Staff Liaison Anderson stated that most items are printed in house or are easily accessible.
Commissioner Amdahl asked if the City golf course and community center coupons will be available again.
Staff Liaison Anderson stated he would ask those City departments to determine if the coupons will be available
again.
Chairperson Goodell asked if there were any new City brochures that should be included.
Staff Liaison stated that there was a request to include the brochure regarding the New Americans Academy;
however the deliveries would not be until after the event.
Commissioner Amdahl suggested having a brochure from the New Americans Academy with general information.
Staff liaison Anderson will ask for a general brochure for the New Americans Academy.
Chairperson Goodell asked if there were other school district brochures available other than BC School District.
Commissioner Baskins asked if there was any information about public transportation in the packet.
Commissioner Amdahl stated there isn’t currently information on public transportation. Previously there was a map,
but it had too many routes to include in the packet.
Chairperson Goodell suggested the Housing Commission consider a general brochure about public transportation.
Commissioner Pagnac suggested we include the emergency resource card that was reviewed at a previous meeting.
Staff Liaison Anderson stated he will find more information and bring it back at the next Housing Commission
Meeting.
CONTINUE TABLED DISCUSSION RELATING TO BUSINESS ITEMS IN NEW NEIGHBOR BAGS
Chairperson Goodell stated we had tabled this topic at the previous meeting to discuss when the Council Liaison was
present.
Commissioner Johnson stated that if we allow the church to put items in the bags then they would help deliver the
bags. They did ask if they could hand out information when they deliver if they are not allowed to place items in the
bag.
Commissioner Amdahl stated she would prefer them to not hand deliver a church flyer while delivering the new
neighbor bags.
Chairperson Goodell suggested we would need to consider where the businesses are located.
Staff Liaison Anderson stated that he had recently had a conversation with the City Manager and he suggested that a
formal policy be proposed to the Council Liaison. Then the policy should be proposed to the City Council. He
suggested that the main issue to consider is that if you allow a business or church to add an item, you would need to
be consistent in allowing all others to add an item regardless of business type.
Commissioner Johnson suggested we start with only allowing items received through the Brooklyn Center B usiness
Association.
Chairperson Goodell suggested that if business items were allowed the Housing Commission should reach out
equally, possibly through the City website or newsletter. There could also be guidelines on size and value.
Commissioner Baskin stated we could have a directory with business information. Adding more paper may be too
much information.
Chairperson Goodell proposed that the business items would be value added items that could be appreciated by
residents.
Commissioner Johnson motioned to table the New Neighbor business items until next meeting to discuss with the
Council Liaison, seconded by Commissioner Amdahl. Motion passed.
CURBSIDE CLEAN UP UPDATE
Commission Liaison Anderson reported that The HRG representative informed the City that after
contacting potential vendors it has been determined that the window is too short to have a Spring
Clean Up in Brooklyn Center. It was also determined that a fall cleanup is not possible because
the potential vendors have other 2016 fall commitments. HRG will continue to explore options
for a curbside cleanup in 2017.
OTHER BUSINESS
Commissioner Amdahl stated she will not be able to attend the next Housing Commission
meeting.

ADJOURNMENT
There was a motion by Commissioner Amdahl and seconded by Commissioner Johnson to
adjourn the meeting. The motion passed. The Brooklyn Center Housing Commission adjourned
at 7:40 p.m.
