Adjourn 8:00 p.m. BROOKYLN CENTER CHARTER COMMISSION 2016 Joint Commission Meeting Mark Goodell, Commission Chair Overview •Brooklyn Center is established as a Home Rule Charter City •The charter is a document that defines the organization, functions and essential procedures of the city government – comparable to a city’s constitution •The Charter Commission is charged with reviewing ,considering updates and making recommendations of changes to the charter. •Commissioners are appointed by the Hennepin County Chief Judge and serve a term of four years Commissioners •Mawuli Blabuh •Gary Brown •Donald Bumgarner •Mark Goodell – Chair •Stanley Leino •Robert Marvin •Mary O’Connor – Secretary •Beverly Rieschl •Judy Thorbus – Audit Chair •Mark Yelich – Vice Chair Recent Actions •Established formal procedure for submitting charter change proposals •Charter updates recommended by council and staff – adopted 7/1/2015 •Special election procedure updates •Remove restrictions on how Fire Chief may be appointed •Additional recommended updates •Charter update recommended by city clerk – submitted 2/9/2016 •Align procedures for tallying write in votes with state statue •Charter update to update terminology – in review •Update election terminology from “Regular” to “General” to align with state terminology Brooklyn Center Financial Advisory Commission Rex Newman, Chair April 2016 Annual Budgets: Government •We work with Mayor, City Council, City Manager and Staff to set overall budgets and the resulting property tax levy. –Meet in joint sessions about six times in the second half of the year. –Begin with budget targets by area to meet overall city goals and objectives. –Balance those needs with available revenues, including property tax increases. •As with any other Advisory Commission, the Mayor and Council make all the final decisions. Annual Budget: Utilities •Your water bill funds several services, primarily: –Water –Sanitary sewer –Storm sewer •Each has an account to help pay for capital costs such as the new water treatment plant. •Utility rates are set accordingly - and smoothly year to year. •Our rates continue to be comparable to other cities. •Again, the Mayor and Council make all the final decisions. Annual Budgets: Enterprises •Brooklyn Center has three Enterprise funds: –Centerbrook Golf Course –Municipal Liquor Stores –Earle Brown Heritage Center •These operations are reviewed during the budget cycle. •The Financial Commission independently has evaluated their long term situation. Annual Budgets: Capital Projects •The City of Brooklyn Center owns and manages about a billion dollar infrastructure. •Millions of dollars in capital projects are needed to maintain it. •Effective use of bonded debt smooths the budget and tax effects. •This is also reviewed during the annual budget cycle. •Significant improvements in this process have been made, resulting in a comprehensive plan for at least the next 15 years. Annual Budget: Summary •Total Budget: $ 19.8 million –Police & Fire: $ 9.3 million –Public Works: $ 4.6 million •Property tax: $ 15.7 million •2016 Budget increase: 2% •2016 Property Tax increase: 4% –The difference primarily funds our continuing commitment to street reconstruction. Other Commission Duties •Evaluate special concerns as directed by the Council. –Water billing methods –Golf course •Assist with periodic selection of financial services providers and insurance brokers. •Evaluate Mayor and Council salaries. •Anticipate surprises. –What effect would Sunday liquor sales have? Northwest Cable Television Rex Newman April 2016 Brooklyn Center Representation •I am the appointed (annually) Brooklyn Center representative to the Northwest Suburban Cable Communications Commission (NWSCCC). •I was elected by the NWSCCC in 2006 to the Northwest Cable Television (NWCT) Board of Directors. –Dr. Duane Orn is also on this Board. –NWCT is a wholly owned subsidiary of the NWSCCC. •Formed in 1982, the NWSCCC serves Brooklyn Center and eight other cities as a joint powers entity. Cable Commission Duties •Channel 12 News •Local sports event coverage •Public Access Channels •Government Access Channels –Annual stipend made to cities for broadcast of Council Meetings •I serve on the two budget committees. Purpose The general purpose of this commission is to monitor and reflect the attitudes and concerns of the citizens of Brooklyn Center relative to the conservation of environmental resources in the City of Brooklyn Center and to the park system and recreation programs and to advise the City Council of citizen attitudes and policy matters relevant to the conservation, park and recreations function in Brooklyn Center.
