Update on items from previous meeting
i. Tennis Courts are being reviewed by the Park and Recreation
Commission.
ii. The schedule for the Amphitheater is in the City Newsletter.
iii. A new payment method flyer for utility bills has been added to
the New Neighbor Packet.
iv. The Hennepin County Library would not provide the city with
the flyers that Brooklyn Park uses in there new neighbor bags.
The Hennepin County Library did however provide a Library
Hours flyer.
6. Adjournment
The Housing Commission will hold a brief meeting. The remaining
time will be used to assemble packets for the New Neighbor Program.

COUNCIL COMMISSION ROOM
CALL TO ORDER
The Brooklyn Center Housing Commission was called to order by Chairperson Goodell at 7:03
p.m.

Also present was Xiong Thao. Council Liaison Kris Lawrence-Anderson was not present.
APPROVAL OF AGENDA
There was a motion by Commissioner Johnson and seconded by Commissioner Baskin to
approve the agenda as submitted. The motion passed.
APPROVAL OF MINUTES
There was a motion by Commissioner Pagnac and seconded by Commissioner Johnson to
approve the minutes as edited of the Housing Commission meeting on February 16, 2016. The
motion passed.
COUNCIL LIAISON REPORT
In the absence of the Council Liaison no report was given.
CHAIRPERSON’S REPORT
Chairperson Goodell reported that he had received a call from Cheryl regarding adding the church
information for the new neighbor bag. He stated that there has not been any action and will have to
get back to her.
Commissioner Johnson stated that in order to include information about the local churches, a
letter should be written to all churches and open it up to everyone to submit their information.
He also stated that it should not only be churches but open to all places of worship.
Commissioner Baskins agreed and stated that it should not be limited to just churches but to all
religions however we should be cautious and should be keep the items separate in the bag.

Commissioner Johnson stated that the Housing Commission shouldn’t keep the church hanging
and should respond back as soon as possible.
Chairperson Goodell asked if the church would help out with the distribution of the bags,
however, thought that the conversation should wait until Council Liaison Lawrence-Anderson
could be present to have a discussion.
NEW NEIGHBOR PROGRAM
Staff Liaison Xiong Thao passed around the Metro Transit Bus Brochure and new Parks and
Trails brochure. He explained that these will be the new additions to the bag and Parks and Trail
brochure will be replacing the parks and school handout in the bag.
Staff Liaison Xiong Thao passed around the Brooklyn Park new neighbor bag.
Chairperson Goodell asked if the City has anything they wanted to put in the bag regarding the
new utility bill pay system. Staff Liaison Thao stated he will check with utility billing and report
back.
Chairperson Goodell suggested that the letter in the new neighbor bag be from the Housing
Commission and not the Chairperson in efforts to decrease staff time in making changes when
there is a change in Chairperson.
Chairperson Goodell stated that the checklist for the new neighbor bag was cut off at the bottom
and a new copy should be made.
Commissioner Johnson suggested that the Housing Commission should attend a Brooklyn Center
Business Association meeting and talk to them about getting businesses to give things for the
bag.
Commissioner Johnson also suggested that if Cub Foods decides not to renew the relationship
with the City in donating the bags, the City should look at buying their own bags with their own
logos.
Chairperson Goodell asked if Staff Liaison Thao knew the cost of the bag and how it was funded.
Staff Liaison Thao stated that it was funded by the City.
Commissioner Johnson stated that on an annual basis the Housing Commission would purchase
about 300-400 per year.
Chairperson Goodell stated that according to the agenda, it reports that between 8/1/2015 –
02/01/2016, 163 new residents have moved in and 300-400 per year would be a good number to
start with.
Commissioner Pagnac suggested that the bag should include the Hennepin County handouts
similar to the ones in the Brooklyn Park bag.

Commissioner Johnson stated that he would like to have business coupons for the bag.
Chairperson Goodell, Commissioner Paganc, and Commissioner Baskins all agreed that they
wanted to see more business coupons.
Staff Liaison Thao passed around Brooklyn Park’s request for business coupons and explained
that if the Housing Commission was interested in having business coupons, they would need to
adopt a policy such as Brooklyn Park’s policy and Council Liaison Lawrence-Anderson can bring
it to the council for approval.
Commissioner Pagnac stated that the policy should specify the size of the coupon, the size of the
business logo and it should be in a JPEG file for quick approval.
Commissioner Baskins stated that she agrees that the coupon should be the same size, same font,
etc. with the exception of the business logo.
Chairperson Goodell stated that if the Housing Commission were to adopt something, it should
be similar to Brooklyn Park’s policy where it is absolutely free, not a buy one get one free, or half
off, etc deal.
Commissioner Baskins and Johnson agreed that it should be absolutely free and it should not
require a purchase.
Commissioner Johnson stated that input from the Council Liaison would be helpful to gauge if
city council will is interested in having business coupons.
Commissioner Baskins stated that she would like to have something similar to a mug like
Brooklyn Park and if not a mug it would be nice to include something that the city already has.
Chairperson Goodell asked if the city has something already and the cost.
Staff Liaison Thao stated that currently the city has pins and lanyards that are purchased and
could be used however did not know the cost of the items.
Chairperson Goodell stated that the conversation should be tabled for further discussion until the
council member liaison is present so we can get her input. He also stated that it would be nice to
get the approval this year for the June delivery however if it does not happen by June, having the
new business coupons for 2017 would be okay since the Housing Commission would have to
solicit for coupons, produce the coupons, and buy bags.
Chairperson Goodell suggested that the Housing Commission wait to draft a policy and wait to
get feedback from the Council Liaison.
Commissioner Johnson suggested that an email is sent to Council Liaison Lawrence-Anderson
regarding all of the items discussed but discuss specifically and more in depth about the church
involvement question.

Commissioner Johnson also suggested that if Council Liaison Lawrence-Anderson is not able to
attend the next meeting a separate meeting should be scheduled with the group or with the
Chairperson to discuss the above matters.
CURBSIDE CLEAN UP UPDATE
Staff Liaison Xiong Thao passed around the draft memo that CARS will be submitting to council
for approval of the fee increase and the 2017 cleanup.
Commissioner Pagnac stated that outreach to the trash haulers should be made for them to submit
something for the coupons in the new neighbor bag.
OTHER BUSINESS
Staff Liaison Xiong Thao suggested that the April 12, 2016 meeting be used to assemble the New
Neighbor Bags.
Commissioner Johnson reported he will not be present for the April meeting.
Staff Liaison Xiong Thao informed the commission of the May 16, 2016 Meeting Conflict with
Evergreen Park Neighborhood Meeting.
Chairperson Goodell asked what the Evergreen Park Neighborhood meeting was and if the
Housing Commission could still hold a meeting.
Staff Liaison Thao explained the Evergreen Park Neighborhood meeting and explained that due
to the conflict with both meetings on the same date and time, Jesse Anderson may not be present
at the Housing Commission meeting.
Commissioner Johnson wanted to know if there are any plans for the tennis courts by City Hall
because they are not used.
Staff Liaison Thao stated he will look into it and report back.
Chairperson Goodell wanted to know if there is a schedule for the events at the amphitheater and
if there is a fee associated with using it.
Staff Liaison Thao stated he will look into it and report back.
ADJOURNMENT
There was a motion to adjourn the meeting. The motion passed. The Brooklyn Center Housing
Commission adjourned at 8:00 p.m.
