Meeting Minutes
January 21, 2016
Called to order by Chair Goodell at 6:31 p.m.
Roll Call:
Chair Goodell called the roll. Present were Mark Goodell, Gary Brown, Donald Bumgarner,
Mary O’Connor, Beverly Rieschl, Gail Ebert, Mark Yelich, Robert Marvin. Excused were Stan
Leino and Judy Thorbus. Myrna Kragness Kauth has resigned.
The agenda was adopted with a motion by Robert Marvin and a second by Mark Yelich.
Approval of Minutes:
The October 22, 2015, minutes were approved as written with a motion by Robert Marvin and a
second by Beverly Rieschl.
Audit Report:
The Audit Report was given by Chair Goodell. In 2015 we spent $205.67 on postage and
printing. The Audit Report was approved with a motion by Gary Brown and a second by Robert
Marvin.
Election of Officers:
Mark Yelich nominated Mark Goodell for Chair. Robert Marvin moved a unanimous ballot.
Gary Brown seconded it. Motion passed. Mark Goodell was elected.
Robert Marvin nominated Mark Yelich for Vice-Chair. Mark Yelich was elected.
Robert Marvin nominated Judy Thorbus for Audit Chair. Judy Thorbus was elected.
Mark Yelich nominated Beverly Rieschl for Public Relations Chair. Beverly Rieschl was elected.
Mark Yelich nominated Mary O'Connor for Secretary. Mary O'Connor was elected.
Old Business:
a. Chair Goodell hasn't heard from the City Clerk about the amendment we approved at the
last meeting concerning Section 4.06 Write-in Candidates. He will check with the City
Clerk.
b. The discussion we had at the last meeting regarding changing the word "regular" to
"general" before "election" in 13 places in the Charter plus one position change of the
word "general" was relayed to the City Clerk and she approved. Gary Brown made a
motion and Robert Marvin seconded it to make these changes. Mark Yelich questioned
the change in Section 4.02 where it occurs within brackets. Gary Brown and Robert
Marvin accepted this as a friendly amendment not to make a change with the wording in
brackets. The motion passed unanimously.
c. Stan Leino is not here to discuss cemetery conveyances. Gail Ebert said the cemetery
loaned the land to the city to use as a park. Now the city wants to keep it. The question
was raised as to whether this is a Charter Commission issue.

New Business:
a. Robert Marvin made a motion and Mary O'Connor made a second to choose the
following dates for this year's meetings. The motion passed.
• April 21, 2016
• July 21, 2016
• Oct 20, 2016
• Jan 19, 2017
Mark Yelich said we don't need to have a meeting if there is no business. Chair Goodell agreed.
He will email us for our opinion and then let us know if he cancels the meeting.
b. The need to get more Charter commissioners was discussed. We are short 6
commissioners. Beverly Rieschl said we could get more commissioners by making an
announcement at Brooklyn Center University.
The meeting adjourned at 7:10 p.m. with a motion by Robert Marvin and a second by Gail Ebert.
The motion passed.
