and moved its adoption:
RESOLUTION NO. 2016-103
RESOLUTION AUTHORIZING THE EXECUTION OF A FOUR YEAR
CONTRACT WITH HENNEPIN COUNTY FOR ASSESSING SERVICES.
WHEREAS, the provisions of Minnesota Statutes, Section 273.072 and
Minnesota Statutes, Section 471.59 permit the County Assessor to provide for the assessment of
property; and
WHEREAS, in 2012, the City of Brooklyn Center contracted with the Hennepin
County Assessor to provide appraisal reports and expert testimonies for tax court petitions; and
WHEREAS, in 2013, the City entered into an interim contract with Hennepin
County to carry out the statutory responsibilities and duties of the City Assessor's position to
complete the 2014 property assessment; and
WHEREAS, on April 14, 2014, the City Council adopted Resolution No. 2014-
54, A Resolution Authorizing the Execution of a Two Year Contract with Hennepin county for
Assessing Services (2015 & 2016); and
WHEREAS, Hennepin Contract No. A140394, an agreement between the City
of Brooklyn Center and Hennepin County provided assessing services for the 2015 and 2016
property assessments; defined the roles and responsibilities of the City and Hennepin County;
and established an estimated budget of $200,000 for the annual cost of assessment services plus
costs of printing and mailing of value notices and all Tax Court Costs; and
WHEREAS, Hennepin County has provided a contract to continue the roles and
responsibilities of the City of Brooklyn Center and Hennepin County for assessing services for
the 2017, 2018, 2019, and 2020 property assessments with an estimated annual budget of
$205,000.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center, Minnesota that Hennepin Contract No. A165520, an agreement between the
City of Brooklyn Center and Hennepin County to provide assessing services for the 2017, 2018,
2019, and 2020 property assessments, is hereby approved and the Mayor and City Manager are
authorized to execute.

The motion for the adoption of the foregoing resolution was duly seconded by member
April Graves
and upon vote being taken thereon, the following voted in favor thereof:
Tim Willson, April Graves, Lin Myszkowski, Dan Ryan
and the following voted against the same:
whereupon said resolution was declared duly passed and adopted.
