There's an ongoing combined effort be-
tween Brooklyn Center Fire and Police to
obtain a Heart Safe Community Desig-
nation. This means we want as many
people as possible trained in "Hands
Only" CPR and use of AEDs. Over a
1,000 people have participated in this
training, including having the Brooklyn
Center High School receive the first in the
State HeartSafe Designation for a Junior and
Senior High. The City also has also catalogued
over 60 AEDs accessible for public access.
Hence, if your business has one please contact
us so we can add your location to our data-
base. For information on free training in CPR
and the use of AEDs or if you are interested in
purchasing an AED please contact us at heart-

To nominate someone who has performed an act
of kindness in the past year, you may send a card or

The Brooklyn Center Fire Department will hold
its annual Open House on September 17 from
10 am to 2 pm at the West Fire Station located
at 6250 Brooklyn Blvd. There will be kitchen
fire and vehicle extrication demonstrations,

CouncH Approves Example of anFront-Yard Decks UNENCLOSEDand Porches PORCH
In 2013, the City Council
adopted an Active Living Policy,
which promotes front facades,
extensions, and houses to be
placed closer to the street, whereby en-
couraging residents to utilize, share, and visit more with their
neighbors. Shortly thereafter, the Council supported an effort
of allowing Brooklyn Center residents an opportunity to build
front-yard porches and decks closer to the street.

The Council supported the notion that a well-built and at-
tractive front porch or deck could benefit neighborhoods and
the community by adding an architectural amenity to various
housing styles throughout Brooklyn Center. Research indicated
porches could increase property values, but more importantly
encourage community engagement and inclusiveness between
residents and neighborhoods. A well-designed and constructed
porch or deck provides a great gathering place for family,
friends, and neighbors, and adds charm and personality to a
home's exterior.
After extensive consideration by both the Planning Commission
and Housing Commission, a recommendation was formulated
to allow a 10-foot setback encroach-
ment in the front-yard setback for
any new "Enclosed Porch" or "Unen-
closed Porch" with a size limitation
of 200 sq. ft.; while front Decks are
limited to a 6-foot encroachment
and size limitation of 100 sq. ft. (see
diagrams).
On April 25, 2016, the City Council
adopted Ordinance No. 2016-04,
which provides new definitions for
decks and porches, along with new
architectural and reduced setback
standards for porches and decks in
front yards. These new standards may
be found by visiting the City website

Water Treatment
Plant Dedicated
June 23 \
In January 2013, the City
Council directed staff to develop
an action plan to address man-
ganese levels in the City's drinking
water. This initiative was in response
to a health advisory issued by the Minnesota
Department of Health (MDH) regarding potential 4
health risks associated with high levels of man-
ganese. The answer was a water treatment plant.\
In September 2014, the City, along with their consul-
tant, Bolton and Menk, and contractor, Knutson Con-
struction, broke ground for the new water treatment plant.
After 15 months of construction, the water treatment plant was substantially
completed, put into service and has been producing 100 percent of the City's
water since late January 2016. The effluent levels of manganese and iron in
the filtered drinking water being provided by the water treatment are literally
at non-detect levels.
Eight wells supply raw water to the plant for the filtration process. The fil-
tered water flows to a 1.2 million gallon reservoir/clearwell under the main
floor of the facility. From there it is pumped via four, 200 horsepower vertical
turbine pumps to the distribution system and water towers at a rate of 2,800
gallons per minute each. Before leaving the facility, the water is chlorinated
and fluoridated for public health. The water treatment plant is designed to
filter manganese from the drinking water and produce 5,800 gallons of water
per minute with a capacity of 7.0 million gallons in a 20-hr period and up to a
maximum of 10.0 million gallons per day for short periods if needed.
The operation of the wells, treatment plant, and high service pumps are au-
tomatically controlled and monitored directly from the control room. Water
Treatment Plant staff utilize smart phones and tablets to monitor the plant
operation and to receive notification of alarms when an operator is not on-
site. The City's sanitary sewer lift stations alarm system is also connected to
the automated system, paving the way for full integration of the City's public
works systems. Additionally, the system data and any alarm are automatically
recorded by the system.
The construction cost of the project is $18.2 million. The plant is located on
City property near the City's well field between Camden Avenue and Highway
252, east of the Evergreen school and park.

Meetings
The Neighborhood Area Meet-
ings were established in 2008
as another means for the City
officials to meet citizens face-to-
face and provide updates about
what's been happening and
future plans throughout the City.
In order to effectively commu-
nicate with the various areas of
the City, officials divided the City
into sixteen different areas, hold-
ing the meetings at a neighbor-
hood park near each area. The
meetings continue to be a great
success!
So far this year we have met
with our neighbors that live near
Evergreen Park, Northport Park,
and Willow Lane Park; we are
meeting with the Grandview
area on September 14. If you
haven't attended one of the
meetings in your area, we en-
courage you to do so because we
have a lot of great information to
share with you!

Shingle Creek Watershed
Cleanup 2016
Thank you to the volunteers who participated in
the Great Shingle Creek Watershed Cleanup in
I r^-A Brooklyn Center on Saturday, April 16, 2016,
as well as those who volunteered throughout
the entire cleanup weeld
This year, more than 75 volunteers collected
more than 100 bags of trash during the
cleanup week. In addition to removing garbage
and debris from open spaces along the creek and
some of our roads, many City parks and trails were
also cleaned. Keeping the land clean helps keep the rivers clean as well.
The City of Brooklyn Center proudly salutes you! Thanks for making this
community a better place to live, work and play.
Garden City Elementary Arbor Day Event
There were 66 first and third graders at Garden City Elementary School
in Brooklyn Center who took part in the City's Arbor Day Celebration on
May 25, 2016, by planting four elm trees (of the Cathedral and Princ-
eton varieties) at the park adjacent to the school grounds. The students
broke into four groups, assisted City staff in digging a hole for each tree,
and then applied mulching. Information was provided to the students
including a question and answer session. The event was also spotlight-
ed on the local Cable 12 evening newscast. This event is a collaborative
effort between the Minnesota Department of Natural Resources, which
provides seedlings for all the students to take home, the Brooklyn
Center American Legion Post 630, which graciously provided a donation
for cookies, and the City of Brooklyn Center, which purchased the four
trees and will monitor and maintain them.
Clean Up After Your
Dog
Dog feces are a major contrib-
utor to stormwater pollution.
Rain and melting snow flows
across yards, dog parks, down
trails, etc. on its way to creeks
via our streets and storm drains.
Dog feces contain bacteria and are
high in nitrogen and phosphorus. Leav-
ing dog waste on the ground allows harmful bacteria and
nutrients to wash into the storm drain and eventually into
local water bodies.
In Minnesota your best bet is to:
Trash it. Seal the pet waste in a plastic bag and
dispose of it in your trash can. Biodegradable bags
are fine, but they won't break down in a landfill
so our vote is to go reused, rather than new and
biodegradable.
Flush it. You can flush plain dog feces down the toilet
and it will be treated at a waste water facility or septic
system. If you do this, never include a bag or any other
extra material with the feces.
o Do NOT put feces in your backyard compost pile. The
temperatures in backyard compost piles do not get
high enough to kill bacteria that can make humans
sick.

Leave the Street Clean
As beautiful as the fall leaves are, they mean a lot
of yard work for homeowners. One option for
reducing your workload is to use a mulching
lawn mower to mulch leaves into your yard.
It is less time intensive than raking, and the
shredded leaves act as a natural fertilizer dur -
ing the fall.
While tending to your yard, please take a
moment to sweep or rake leaves, grass,
and branches out of the street in front
of your house. If left in the street,
leaves may clog storm drains, contribut-
ingto localized flooding. When washed
into nearby lakes, rivers, and streams
via storm drains or ditches, the leaves
become a major source of phosphorus,
the nutrient that allows algae to bloom in
the summer.
Please dispose of leaves by composting them into your yard,
bringing them to a compost facility, or bagging them for
curbside pick-up if you have that service. Keep leaves and yard
waste out of the regular garbage, and never dump them in the
wetlands or buffer areas - it's illegal.

School Bus Safety
Reminders
for Motorists, School
Children, and Parents
Motorists -
Stop for school buses with the STOP arms activated.
Both directions of travel MUST stop fora school bus
STOP. School buses with flashing amber or red lights should
be treated with caution. Flashing lights of the school bus indi-
cate that the bus is stopped or stopping. Children may be present
in the immediate area. Please follow the speed limits set for the
roadway. School patrols with STOP flags are to be treated the same
as a STOP sign. Be patient when approaching a group of children
crossing the roadway. It is a Gross Misdemeanor to violate the STOP
Arm law.
School Children
Always walk to the bus stop. Never run. Respect the "Danger Zone"
which surrounds the bus. Always cross the street in front of the
bus. NEVER go behind the bus. If you drop something near the bus,
tell the bus driver before attempting to pick it up, so that they know
where you are. Remain seated until the bus stops completely and
obey the bus driver. Always wait for the school patrol to stop traffic
before crossing the street. Always walk across the street. DO NOT
RUN. Remember to look both ways before crossing any street.
Parents
Know the times of arrival and departure of the school bus. Make
sure your child knows where to go after the bus drops them off,
daycare, home, grandma's etc. Review at home safety with your
child—no matter the age. Have your child memorize an emergency
phone number.

Presbyterian Homes and Services, owners
of the Maranatha Senior Living Community
center located at 5401 -69th Avenue North,
received approval from City Council to begin
construction of a new three-story, 34-unit senior indepen-
dent living apartment facility on the campus. This 34-unit
apartment completes the second phase of the previously
approved Maranatha Planned Unit Development of 2012,
which saw the removal of the old single-story nursing
home facility and replaced with the 3-story, 97-bed skilled
nursing care facility seen today, which opened in 2014. The
new building plan with 34 units includes 8 one-bedroom
units; 10 one-bedroom units with private dens; and 16
two-bedroom units. Indoor parking with 39 spaces will
be provided underneath the new apartment building for
the residents with additional outdoor surface parking for
visitors and employees. Added landscaping will also be
installed along the 69th Avenue corridor to provide ad-
ditional screening measures. Presbyterian Homes plans to
begin site work and construction later this summer, with
project completion expected by fall 2017. For questions on

Unlike many of our neighboring communities, Brooklyn Center
Recreation Department does not charge non-resident fees for
any of our programs, classes or community center memberships.
LANGUAGE INTERPRETATION SERVICES
If you or someone you know are in need of translation services
in order to register for recreation classes or community center
memberships, language translation services are available at the
Community Center. With the help of LanguageLine, we can
provide interpreting service in over 100 languages.
LanguageLine is a service that connects human interpreters via
telephone to individuals who wish to speak to each other but do

POLICIES & REFUND INFORMATION
LIABILITY
Auxiliary Aids - Auxiliary aids for persons with
disabilities available upon request at least 96 hours in
advance. Persons with hearing or speech impairment
served by the MN Relay Service, 711 (TTY/Voice).
Art/Cooking/Holiday Classes - Children in art and
cooking classes should dress in old clothes and/or
bring a paint shirt or apron.
Discipline - Children who do not follow the rules set
by the instructor will be given one warning. If they
choose not to follow the rules a second time, they will
not be allowed to return. No money will be refunded.
Financial Assistance - Available to Brooklyn Center
resident children who could not otherwise take a class
due to financial reasons. Request and registration must
be made in person at the Community Center. Not
available for one-day classes, private or adaptive swim
lessons, lifeguard training, water safety aide,
memberships or trip programs.
Inclement Weather - If classes or recreation activities
are canceled due to inclement weather, we will attempt
to make them up. For a recorded message about
activity cancellations, call 763-569-3442.
Fees - We cannot prorate activity fees.
Late Pickup Fee - If a child is not picked up
immediately after class, $5 fee is charged for every 10
minutes after class ending time.
Missed Lessons - Sometimes conflicts may occur in
your schedule. Missed lessons will not be made up.
Participant Substitutions - Substitutions are not
allowed. You cannot sign up one child and replace
him/her with a sibling or friend.
Photograph Notice - Staff takes pictures of program
participants to use for publicity purposes. Photos may
appear in the brochure, on the website or other
marketing publications.
Spectators - Class attendance is limited to
participants. Spectators, including parents, siblings
and friends, are not allowed except with permission.
The Community Activities, Recreation and Services
Department does not provide accident insurance for
participants in any of its programs. Participants assume all
inherent risk of injury from their involvement in programs
or activities.

Our swim lessons utilize the American Red Cross Learn to Swim Program. Lessons held at Community Center.

AQUATICS PROGRAM
CHILD—Ages 5 & older
Children may be tested the first day to assure correct swim level.
Average ratio 5 students/instructor. Parents do not accompany
child in water.
American Red Cross Swim Levels
Level 1: Introduces floating, kicking, gliding arm & leg action &
breath control. Focus on becoming safe & comfortable in water &
work on beginner skills.
Level 2: Introduces fundamentals of front crawl & elementary
backstroke. Must pass level 1 or able to float on their front & back.
Level 3: Builds on skills of level 2. Focus on stroke development as
participants learn to survival float, swim front crawl, diving skills, &
elementary backstroke. Scissors & dolphin kicks introduced. Learn
fundamentals of treading water.
Level 4: Breaststroke, butterfly, front crawl, back crawl, backstroke,
& safety skills. Learn scissors kick & develop endurance. Must be
able to swim 30 meters - front crawl & elementary backstroke.
Level 5: Must pass level 4 or swim 50 meters - front crawl,
elementary backstroke & demonstrate sidestroke. Refine key strokes
flip turns, & dives.
Level 6: Must swim 25 meters - breaststroke, sidestroke, back crawl,
butterfly; 75 meters-front & elementary backstroke. Focus on
completing 500 meters of continuous swimming using all strokes.
SPECIALTY AQUATICS
DIVING—Ages 6 & older
Diving 1-Learn to Dive! Attempt your first dives from the side
of pool and board. Develop elementary body control while
exploring basic take-offs, diving positions & entries. Focus is on
learning to dive safely. Prerequisite: Pass swim level 2.
Diving 2-Springboard Fundamentals! Diving safely from the
board remains a focus as you learn to perform higher takeoffs
using forward approach or back press. Expand on the basics with
more air time. Prerequisite: Pass Diving 1 or test out.
Diving 3-Technical Refinement! Develop better diving thru
improved technique. Alignment & control standards include
cleaner entries, tighter twists & rotations, overall consistency &
composure. Prerequisite: Pass Diving 2 or test out.
COMPETITIVE
Are you a Level 5 swimmer and interested in joining a swim
team? Stroke analysis and development, speed turns & starts and
basic fitness will be emphasized.
WATER SAFETY AIDE (WSA)
Ages 12-& older with level 6 swimming ability. Learn skills &
techniques to aid in the instruction of quality lessons. Work with
experienced instructors during our lesson program as apprentice.
AQUA TOTS—Ages 1-5
BABY & ME
Ages 1-2. A fun class that introduces toddlers to the water.
Parent must accompany child in water. Child must wear a swim
diaper.
BABY & ME/PARENT & TOT COMBO
Ages 1-3. Parent must accompany child in water. Child must
wear a swim diaper.
PARENT AND TOT
Ages 2-3. Water adjustment and beginning swim lessons for

rescue skills. Fee includes book. On successful completion,
participants receive American Red Cross certification for
Lifeguarding/First Aid/CPR/AED.
Prerequisites – candidate must demonstrate on first day
Swim 300 yards continuously demonstrating breath control
and rhythmic breathing. Candidates may swim using the
front crawl, breaststroke or a combination of both, but
swimming on the back or side is not allowed.
Tread water for 2 minutes without using the arms.
Complete a timed event within 1 min, 40 sec: Swim 20
yards, surface dive to a depth of 7 to 10 feet, retrieve a
10-pound object, return 20 yards. Goggles not allowed.
Proof of age: Candidate must be at least 15 on or before
the last day of class.

HOME ALONE SAFETY CLASS
Ages 9-12. There is no magic age at which children develop the
maturity and good sense needed to stay alone. This class will
help prepare them to be alone for short periods of time, before
or after school or while you run errands. They’ll make a first -aid
kit and learn basic first-aid techniques. Programs include
personal and home safety, internet safety, phone skills, hands
only CPR, fire safety, escape plans, what to do in severe
weather, snack ideas, appropriate activities and more! Pizza
lunch provided. Children will swim the last hour; bring swimsuit
& towel. Class is a partnership with the Brooklyn Center
Recreation, Police & Fire Departments, Meets at the

TAI JI QUAN: Moving for Better Balance
Tai Ji Quan is an evidence-based fall prevention and balance
training program for adults with and without balance disorders.
It incorporates movements which can improve your muscle
strength, balance, flexibility and mobility, and reduce your risk
of falling. Classes mix seated and standing movements, but can
be adapted for all ability levels. Participants are encouraged to
attend class twice a week for best benefit.

POTTERY — OPEN STUDIO
For persons who have completed a pottery
class at the community center. This option
is designed for individuals who want to
work independently with no instruction.
Two workshops will be offered per session
on a Thursday evening. Please see

POTTERY — BEGINNING
Beginner students start with the basics by learning to “throw” on
a wheel and hand build, creating small pots and bowls and basic

NAVIGATING SOCIAL SECURITY
This presentation is an objective look at when and
how to claim Social Security. It will answer
questions like: What are the steps to guide you
through the application process? Things you
should know about before you apply? What are
the tax impacts on Social Security benefits? The workshop will
guide those new to Social Security or those just turning 65 years
old with a brief overview of Social Security and the application
process. Presented by Gene Montanez, a Medicare Insurance
Specialist. In addition to basic Social Security, Gene will
discuss recent changes in Law starting April of this year, that
have removed file-and-suspend and retroactive unsuspended
benefits, as well as changes in filing a restricted application.

HARLEY TRACKS,
ACROSS VIETNAM TO THE WALL
In 2008, an unexpected phone call led Mike Rinowski to a job
in Hanoi, Vietnam. The dynamics of development and trade
allowed the import of a Harley Davidson. His plan was to make
a living and enjoy a ride on his day off. But eight months after
his 2008 Fat Boy arrived, his joy ride rolled into a journey he
could not have imagined, or planned. While he crossed a land of
beauty, his awareness grew to its time as a battlefield, and to the
men and women who died there. At the southern tip, he decided
to ride back across the country to honor American and allied
veterans lost in the Vietnam War; and
that was the beginning of his four
year journey. 41,000 miles alone
across Vietnam to honor our veterans
who fought and died there, then
across America, to end with a joy ride
across Canada in 2013. His book,

THE ART OF ROME
Greg Pulles has visited Rome some 13 times and written and
photographed an 800 page book, Sacred Places, Rediscovering
the Churches of Rome, a guidebook to Rome, Due Centi
Luoghi, and a book on the Tuscan sculptors Nicola and
Giovanni Pisano. In this presentation he will take us on a virtual
tour of all the art in Rome, using his photography, taking us
from the ancient classical, to the early Christian art, then the
dark ages, interrupted by the 9th century Carolingian, the revival
beginning with the Cosmati stonecutters in the eleventh century,
then the early Renaissance, the high Renaissance, and finally the
baroque. You will experience all that the eternal city has to offer
in art and architecture, and learn of the great artists, sculptors,
and architects. If you have been to Rome this talk will bring
back your pleasant memories. If you have not been to Rome it

HOLIDAY NIGHT LIGHTS TOUR
Driving Through A Winter Wonderland – A local guide will take
you through the streets of St. Paul bathed in lights. View
impressive displays throughout the city. Neighborhoods have
private homes aglow to celebrate the season. Owners have gone
above and beyond to spread holiday cheer! Take in the official
Christmas tree in Rice Park where the entire block is draped in
twinkling lights! Before the tour, enjoy an early dinner at
Casper’s Cherokee Sirloin Room in West St. Paul. Select your
dinner choice at registration: Sirloin or Chicken served with
tossed salad, baked potato with sour cream, rolls, beverage and

CHRISTMAS AT MAYOWOOD
Start the day at the Olmstead County Historical Center. View a
short video about this unique county, enjoy holiday refreshments
and view displays. Next, tour the recently restored historic
Mayowood Mansion, the former residence of Drs. Charles H.
and Charles W. Mayo. (Participants will need to manage steps,
walk and stand during the 1 hr. 15 min. mansion tour). The
mansion, a historic landmark is situated on a wooded hillside
overlooking the Zumbro River Valley. Many rooms are
personalized and uniquely decorated by volunteers and
merchants in Rochester who contribute to the holiday spirit. As
you are guided through the mansion, notice the Steinway
Conservatory Grand piano, a 1914 Acolian & Company player
pipe organ, a Kerman pattern Persian rug, crystal chandeliers
and leaded stained glass doors and windows. After the tour
travel to Mantorville MN, a tiny village that was once a booming
community that was bypassed by the railroad. Have lunch at the
historic Hubbell House. Select your lunch choice at registration:
Roast Beef or Hubble Baked Chicken both served with salad,
vegetable, fresh rolls, beverage and sherbet. End the day with a
visit to the Chocolate Shoppe and spend time shopping in
Mantorville Square featuring collectibles, candles, greeting

developmental disabilities. Services include adaptive recreation, independent living support, and counseling. For information and

The City of Brooklyn Center significantly restricts the use of radios, boom boxes, recorded music, loud speakers, live
music or amplified sound equipment. The Police Department actively enforces the city’s noise Ordinance.
Driving vehicles on trails and parking on grass is prohibited.
Parking available in designated parking lots. Underestimating number of guests may result in inadequate parking.
Each picnic shelter has a maximum occupancy limit. If occupancy is exceeded, deposit fee may be forfeited.
Clean up of shelter and surrounding area is responsibility of permit holder. Must leave shelter in good condition for next
group. If additional staff time, beyond normal cleaning, is required to clean shelter and surrounding area, additional
charges for personnel and cleaning supplies will be deducted from damage/policy compliance deposit.
Permit holder must be on site with a copy of their permit during event and is
responsible for group’s compliance of City policies & ordinances.
Use of tents, inflatable games (including bouncy houses), dunk tanks or similar items
require pre-approval by the Community Activities, Recreation & Services Department
Director. Prior to booking the picnic shelter, the permit holder must provide the city with a
Certificate of Insurance from the vendor that includes liability coverage of at least $1.5 million
naming the City of Brooklyn Center as an additional insured.

50 Meter Swimming Pool — Ages 6 & younger must be accompanied by an adult. Appropriate swimwear required.
Wading Pool — Ages 6 & younger when supervised by an adult. Appropriate swimwear required.
Water Slide — Children less than 52" tall who wish to use the water slide must pass swim test or be accompanied by an adult.
The recreation department reserves the right to open the water slide during non -scheduled times.
Exercise Room — Ages 15 & older. Shirts and tennis shoes required.
Sauna — Ages 18 & older. Children not allowed even if accompanied by an adult.
Locker Rooms — Coin operated lockers (25¢) available. No one over age 5 allowed in opposite gender locker rooms.
