INFORMAL OPEN FORUM WITH CITY COUNCIL CALL TO ORDER INFORMAL OPEN FORUM The Brooklyn Center City Council met in Informal Open Forum called to order by Mayor Tim Willson at 6:45 p.m. ROLL CALL Mayor Tim Willson and Councilmembers April Graves, Kris Lawrence -Anderson, Lin Myszkowski, and Dan Ryan. Also present were City Manager Curt Boganey, Interim Assistant to City Manager Reggie Edwards, Finance Director Nate Reinhardt, Public Works Director/City Engineer Steve Lillehaug, Director of Business and Development Gary Eitel, Deputy Director of Building and Community Standards Jesse Anderson, Fire Chief Lee Gatlin, City Attorney Troy Gilchrist, and Michaela Kujawa-Daniels, TimeSaver Off Site Secretarial, Inc. Mayor Tim Willson opened the meeting for the purpose of Informal Open Forum. No one wished to address the City Council. Councilmember Ryan moved and Councilmember Lawrence -Anderson seconded to close the Informal Open Forum at 6:48 p.m. Motion passed unanimously. 2. INVOCATION Councilmember Graves read two original poems she authored and requested a moment of silence and personal reflection as the Invocation. 3. CALL TO ORDER REGULAR BUSINESS MEETING The Brooklyn Center City Council met in Regular Session called to order by Mayor Tim Willson at 7:00 p.m. 08/08/16 -1- 4. ROLL CALL Mayor Tim Willson and Councilmembers April Graves, Kris Lawrence -Anderson, Lin Myszkowski, and Dan Ryan. PRESENTATIONS/PROCLAMATIONS/RECOGNITIONS/DONATIONS 7a. PROCLMATION DECLARING SEPTEMBER 26 — OCTOBER 2, 2016, AS DIAPER AWARENESS WEEK Mayor Willson read in full a Resolution Declaring September 26 — October 2, 2016, as Diaper Awareness Week. Councilmember Ryan moved and Councilmember Graves seconded to adopt Proclamation Declaring September 26 - October 2, 2016, as Diaper Awareness Week. Motion passed unanimously. 8. PUBLIC HEARINGS None at this time. 9. PLANNING COMMISSION ITEMS None at this time. 10. COUNCIL CONSIDERATION ITEMS 10a. CONSIDERATION OF TYPE IV 6 -MONTH PROVISIONAL RENTAL LICENSES Mayor Willson explained the streamlined process used to consider Type IV 6 -Month Provisional Rental Licenses. Mayor Willson polled the audience and asked whether anyone was in attendance to provide testimony on any of the rental licenses as listed on tonight's meeting agenda. Seeing no one 08/08/16 -4- coming forward, Mayor Willson called for a motion on Agenda Items 10al through 10a4. 10al. 2113 55TH AVENUE NORTH 10a2. 5420 EMERSON AVENUE NORTH 100. RESOLUTION NO. 2016-127 APPROVING A TYPE IV RENTAL LICENSE FOR 1425 55TH AVENUE NORTH 10a4. RESOLUTION NO. 2016-128 APPROVING A TYPE IV RENTAL LICENSE FOR 5101-03 XERXES AVENUE NORTH Councilmember Myszkowski moved and Councilmember Lawrence -Anderson seconded to approve the issuance of a Type IV six-month provisional rental license and mitigation plan for the following: 2113 55t" Avenue North; 5420 Emerson Avenue North; and adopt RESOLUTION NO. 2016-127 Approving a Type IV Rental License for 1425 55t' Avenue North; and, RESOLUTION NO. 2016-128 Approving a Type IV Rental License for 5101-03 Xerxes Avenue North with the requirement that the mitigation plans and all applicable ordinances must be strictly adhered to before renewal licenses would be considered. Motion passed unanimously. 10b. INCREASE IN FRANCHISE FEES FROM XCEL ENERGY AND CENTERPOINT ENERGY 1. AN ORDINANCE AMENDING ORDINANCE NO. 2003-22, EXHIBIT A; XCEL ENERGY ELECTRIC FRANCHISE FEE SCHEDULE Mr. Boganey introduced the item, discussed the history, and stated the purpose of the proposed ordinance. Councilmember Ryan moved and Councilmember Myszkowski seconded to approve first reading of An Ordinance Amending Ordinance No. 2003-22, Exhibit A; Xcel Energy Electric Franchise Fee Schedule and set second reading and Public Hearing for September 12, 2016. Motion passed unanimously. 2. AN ORDINANCE AMENDING ORDINANCE NO. 2003-23, EXHIBIT A; CENTERPOINT ENERGY OPERATIONS WITHIN THE CITY OF BROOKLYN CENTER FEE SCHEDULE Mr. Boganey introduced the item, discussed the history, and stated the purpose of the proposed ordinance. Councilmember Myszkowski moved and Councilmember Lawrence -Anderson seconded to approve first reading of An Ordinance Amending Ordinance No. 2003-22, Exhibit A; CenterPoint Energy Operations within the City of Brooklyn Center Fee Schedule and set second reading and Public Hearing for September 12, 2016. 08/08/16 _5- Motion passed unanimously. 11. COUNCIL REPORT Councilmember Ryan reported on his attendance at the following and provided information on the following upcoming events: • July 28, 2016: Attended the Brooklyn Center Business Association's Luncheon • July 29, 2016: Attended the Annual American Cancer Society Relay for Life • August 1, 2016: National Night Out kick-off party Centennial park • August 2, 2016: Rode with Brooklyn Center Police Department Sergeants and visited 6. National Night Out parties • August 8, 2016: Attended the Metro Cities Regional Council Meeting Councilmember Myszkowski reported on her attendance at the following and provided information on the following upcoming events: • Noted she spent time with family and was completing home renovations • Reminded everyone to vote tomorrow Councilmember Lawrence -Anderson reported on her attendance at the following and provided information on the following upcoming events: • August 1, 2016: National Night Out kick-off party Centennial park • August 2, 2016: National Night Out at Neighbors House • August 4, 2016: Delivered New Neighbors bags with the Housing Commission Councilmember Graves reported on her attendance at the following and provided information on the following upcoming events: • Noted she spent time with family camping • Noted she continues to attend Downtown Youth Outreach Events • Noted she continues to teach free yoga at Weber Park Thursdays at 6 p.m. Mayor Willson reported on his attendance at the following and provided information on the following upcoming events: • July 29, 2016: Attended the Annual American Cancer Society Relay for Life • August 1, 2016: National Night Out kick-off party Centennial park • August 2, 2016: Rode with Brooklyn Center Police Department Sergeants and visited 6 National Night Out parties • August 2, 2016: Cable 12 Minutes Taping of 2 shows • August 3-4, 2016: Chicago Trip with Rebecca Gilgen at the Conference for Youth Organizations. Mayor Willson stated he would like to recognize the passing of Chris A. Johnson, a great man and important figure within the community. He stated Chris was a long time employee of the Luther Automotive Group and an avid supporter of the Youth Alliance program. He stated he will be greatly missed. 08/08/16 -6- 12.
