HomeMy WebLinkAbout2016 08-08 CCM Study SessionMINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA STUDY SESSION AUGUST 8, 2016 CITY HALL — COUNCIL CHAMBERS CALL TO ORDER The Brooklyn Center City Council met in Study Session called to order by Mayor Tim Willson at 6:00 p.m. ROLL CALL Mayor Tim Willson and Councilmembers April Graves, Kris Lawrence -Anderson, Lin Myszkowski, and Dan Ryan. Also present were City Manager Curt Boganey, Interim Assistant to City Manager Reggie Edwards, Finance Director Nate Reinhardt, Public Works Director/City Engineer Steve Lillehaug, Director of Business and Development Gary Eitel, Deputy Director of Building and Community Standards Jesse Anderson, City Attorney Troy Gilchrist, and Michaela Kujawa-Daniels, TimeSaver Off Site Secretarial, Inc. CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS None at this time. MISCELLANEOUS None at this time. DISCUSSION OF WORK SESSION AGENDA ITEMS AS TIME PERMITS CITY OF BROOKLYN CENTER SOCIOECONMIC OPPORTUNITY PROFILE REPORT — WORK SESSION CONTINUATION (JULY 22ND) — CITY MANAGER City Manager Curt Boganey introduced this item and invited Kia Her, Research Analyst of Everybody In, to step forward and provide an update. Ms. Her provided a presentation which included updated educational data on the graduation rates of students in the surrounding areas of Brooklyn Center broken down by ethnic background. Mayor Willson stated he would like to see the data within the four Districts broken down to see exactly what the numbers are for Brooklyn Center schools. Mr. Boganey stated there was some concern within the State about releasing certain data especially if the numbers are very small. Ms. Her stated as long as the data won't be published they can release it for internal review. Mayor Willson stated he would like to see the racial 08/08/16 -1- background data differences within the districts if possible. Ms. Her stated pulling that data is possible and could be retrieved. Councilmember Ryan stated he agrees with Mayor Willson. He noted it is important to focus on all schools as a whole to help them continue to make progress. Councilmember Graves stated she would like to see more programs being provided to the students like the Step-up which is a program offered in Minneapolis. Step-up provides career fairs and speakers that give backgrounds on their journeys and offer encouragement to students to continue their education. She stated another thing they could look at would be graduation counselors. Mayor Willson agreed with Councilmember Graves and stated first they need to justify getting funding for those programs and that process starts with getting data to support those needs. It was the consensus of the City Council to gather more data and review further. ADJOURN STUDY SESSION TO INFORMAL OPEN FORUM WITH CITY COUNCIL Councilmember Ryan moved and Councilmember Graves seconded to close the Study Session at 6:45 p.m. Motion passed unanimously. RECONVENE STUDY SESSION Councilmember Ryan moved and Councilmember Lawrence -Anderson seconded to reconvene the Study Session at 6:48 p.m. Motion passed unanimously. CITY OF BROOKLYN CENTER SOCIOECONMIC OPPORTUNITY PROFILE REPORT — WORK SESSION CONTINUATION (JULY 22ND) — CITY MANAGER — continued Mr. Boganey provided a list of potential stakeholders that could assist with the Resident Economic Stability Plan. He stated the main idea is to gather input from many different backgrounds. He stated they would like to get feedback from the Councilmembers on what companies or people they feel would be most helpful for this plan. He noted the next steps would be narrowing down the list and extending a personal invitation to the people chosen to get this plan moving forward. Mayor Willson stated Boston Scientific and the sponsors of the Brooklyn Bridge Alliance for Youth would be great places to look for input. Councilmember Lawrence -Anderson suggested getting input from Clergy within the City. Councilmember Myszkowski stated she would add Community Emergency Assistance Programs (CEAP) to the list as well. 08/08/16 -2- Mr. Boganey stated he will add those people to the list of potential stakeholders and noted the Councilmembers will review this further at their next City Council meeting. MEETING WITH THE HONORABLE CONGRESS MEMBER KEITH ELLISON — CITY MANAGER City Manager Curt Boganey introduced this item and reviewed the proposed agenda for the Legislative meeting with Congressman Ellison. He stated all the items the City Council stated they wanted to discuss at the meeting are in the memorandum provided for their review. Discussion of this item continued and reached conclusion in the Work Session this evening. That attached hereto is a full, true, and complete transcript of the minutes of a Study/Work Session of the City Council of the City of Brooklyn Center held on August 8, 2016. 2. That said meeting was held pursuant to due call and notice thereof and was duly held at Brooklyn Center City Hall. 3.
