JOINT WORK SESSION WITH FINANCIAL COMMISSION
AUGUST 15, 2016

L CALL TO ORDER
The Brooklyn Center City Council met in Joint Work Session with the Financial Commission
and the session was called to order by Mayor Tim Willson at 6:32 p.m.
Mayor Tim Willson and Councilmembers April Graves, Kris Lawrence -Anderson, and Dan
Ryan. Also present: City Manager Curt Boganey, Interim Assistant to the City Manager Reggie
Edwards, Finance Director Nate Reinhardt, and Deputy City Clerk Rozlyn Tousignant.
Others present were Financial Commissioners Anna Burke, Jeffrey Dobbs, Rex Newman, and
Dan Schueller.
Councilmember Myszkowski was absent and excused. Commissioners Dean Van Der Werf and
Teneshia Kragness were absent.
II. APPROVAL OF AGENDA
Councilmember Graves moved and Councilmember Lawrence -Anderson seconded to approve
the agenda.
Motion passed unanimously.
III. 2017 BUDGET OVERVIEW
City Manager Curt Boganey introduced the Budget Overview and Levy Adjustment process.
Mr. Boganey explained that the City's Strategic Priorities fall into six categories.
Mr. Reinhardt utilized graphs and data to explain revenue trends. Mr. Reinhardt explained Local
Government Aid (LGA) funds. The potential for a Special Session relating to LGA was
discussed. The Mayor inquired if the building permit revenue is a sign of housing shortages. Mr.
Reinhardt stated that the building permit revenue was derived from larger projects. Mr. Boganey
stated that the data the City uses are conservative estimates and projects that have not yet been
approved are not included.
Mr. Reinhardt's last point discussed was how inflation affects the budget. Commissioner
Newman asked a question in regards to who publishes the data on the "price deflator". Mr.
Boganey responded that it's a State number. Commissioner Newman also asked in regards to the
scenario of two health providers coming out of the market. Mr. Reinhardt stated that the City's

provider is moving from B1ueCross to HealthPartners. Mr. Boganey gave an explanation of the
City's partnership with the LOGIS group and detailed the structure going forward.
Councilmember Lawrence -Anderson sparked a discussion about the "experience rating" in the
group health care. Commissioner Burke asked about the incentives for employees. Mr. Boganey
highlighted some of the City's programs such as the free access to the Community Center and
the Benefits and Wellness Team programs.
Councilmember Graves asked about the Debt Service Levy. Mr. Boganey explained that despite
the increase, relative to other cities, Brooklyn Center is still low. Mayor Willson added that as
Councilmember Graves stated, it is a good thing to be attentive to.
Commissioner Newman asked about the taxable market value of apartments compared to the
revenue of rental licenses. Mr. Boganey explained that the decrease in rental licensing could be
due to single family properties potentially moving to owner occupied properties.
Councilmember Ryan asked about the outstanding debt service for the Water Treatment Plant
and the upcoming Brooklyn Boulevard project and whether those costs were still pending. Mr.
Reinhardt stated that the numbers provided are strictly debt that is being repaid. A discussion
took place regarding Brooklyn Boulevard and managing the City's debt.
Councilmember Lawrence -Anderson initiated a discussion around the Fire Department funding.
Mr. Boganey clarified questions brought up among the group.
Councilmember Graves addressed her concern over a Community Engagement type of position.
Councilmember Graves mentioned an interest in seeing more law enforcement officers residing
in Brooklyn Center.
Mayor Willson had a question about special levies. Mr. Reinhardt stated that there is not a need
for one at this time.
Commissioner Burke addressed the group to keep a resident's perspective in mind; with
increasing utility funds and rising property values, residents may feel uncomfortable with
increasing costs.
Councilmember Ryan concurred with Commissioner Burke's sentiment and stated a hope to
work the increase down. Councilmember Lawrence -Anderson stated a desire to look at all of the
information proposed before working towards a certain position.
Mr. Boganey stated that if there is a group consensus for a certain percentage, the staff will
rework numbers to bring back a budget that meets the Council's desire.
IV. MISCELLANEOUS
Mr. Boganey and Mr. Reinhardt discussed a need for an additional Work Session to be decided
at the following Work Session on August 16, 2016.

Councilmember Graves moved and Councilmember Ryan seconded to adjourn the Work Session
at 8:11 p.m.
Motion passed unanimously.

The undersigned, being the duly qualified and appointed City Cleric of the City of Brooklyn
Center, Minnesota, certifies:
1. That attached hereto is a full, true, and complete transcript of the minutes of the City
Council from the City of Brooklyn Center Joint Work Session with Financial
Commission held on August 15, 2016.
2. That said meeting was held pursuant to due call and notice thereof and was duly held at
Brooklyn Center City Hall.
3. That the City Council adopted said minutes at its August 22, 2016, Regular Session.
