HomeMy WebLinkAbout2016 08-16 CCM Joint Work Session with Financial CommissionMINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA JOINT WORK SESSION WITH FINANCIAL COMMISSION AUGUST 16, 2016 CITY HALL - COUNCIL CHAMBERS I. CALL TO ORDER The Brooklyn Center City Council met in Joint Work Session with the Financial Commission and the session was called to order by Mayor Tim Willson at 6:32 p.m. Mayor Tim Willson and Councilmembers April Graves, Kris Lawrence -Anderson, and Dan Ryan. Also present: City Manager Curt Boganey, Interim Assistant to the City Manager Reggie Edwards, Finance Director Nate Reinhardt, Public Works Director Steve Lillehaug, Community Activities, Recreation & Services Director Jim Glasoe, Deputy Director of Building and Community Standards Jesse Anderson, and Deputy City Clerk Rozlyn Tousignant. Others present were Financial Commissioners Anna Burke, Jeffrey Dobbs, and Rex Newman. Councilmember Myszkowski and Commissioners James Schulz and Dan Schueller were absent and excused. Commissioners Teneshia Kragness, and Dean Van Der Werf were absent. II. APPROVAL OF AGENDA Councilmember Ryan moved and Councilmember Lawrence -Anderson seconded to approve the agenda. Motion passed unanimously. III. 2017 GENERAL FUND DEPARTMENT BUDGET REQUESTS a. ADMINISTRATION Mr. Boganey introduced and explained the Administration Department staffing and budget requests. Councilmember Ryan requested a comparison of the City of Brooklyn Center and surrounding cities' staffing. Commissioner Newman inquired what position is responsible for security. Mr. Boganey responded that, generally, security falls under the IT Director. He went on to say that some security policies are guided by LOGIS due to the fact that many of the City's servers are hosted by the group. A discussion was sparked regarding the IT Technician position. 08/16/16 -1- Mayor Willson stated that the pattern of focusing on different Strategic Priorities yearly was beneficial for the City and the City has seen success. Councilmember Graves added to the Mayor's sentiment that by focusing on Strategic Priorities, the community image will improve. Councilmember Ryan illustrated the increasing demand for single family homes in Brooklyn Center as a reflection of the success of the City's Strategic Priorities. b. BUILDING & COMMUNITY STANDARDS Councilmember Ryan inquired about looking -into the data regarding the amount of townhomes that are rentals/vacant compared to owner -occupied. Mr. Boganey responded that the City will check on that information. Councilmember Lawrence -Anderson inquired about the breakdown of rental licenses per category. Councilmember Ryan asked about groups, programs and funds available to assist the City in helping residents with home improvements in pursuit of the City's housing goals. Councilmember Graves stated a desire for the City to look into a "fix -it fund" to assist residents with making improvements; Councilmember Graves tied this back to the improvement of the City's Community Image. Councilmember Graves inquired the effect of losing the NSP funding. Mr. Boganey stated that there is no loss of money within the City, but the number of homes that utilized the funds available through the NSP could be information provided to the Council via City Staff. Commissioner Burke asked about a line item regarding Park and Landscape services. Mr. Reinhardt stated that it was moved this year to the General Fund as it fits better in that category. C. COMMUNITY ACTIVITIES, RECREATION & SERVICES Councilmember Graves asked about the process for vendors to provide/sell products and services for the Earle Brown Days. Mayor Willson replied that the Earle Brown Days Committee would be the group for vendors to contact. Mr. Glasoe stated that the Committee is hoping to be revitalized and be representative of the community. Councilmember Lawrence -Anderson added interest the Committee had in highlighting artists for the 2016 Earle Brown Days as well as their concern with having enough time to properly plan. Mayor Willson asked which Department the BrookLynk program would fall under. Mr. Boganey stated that the budget request was placed in the Non -Departmental Joint Powers Fund. Councilmember Ryan mentioned that the Lions Club remains committed to its support of the Earle Brown Days. Councilmember Lawrence -Anderson stated interest from residents in having a dog park in the City and inquired about piloting a program. Councilmember Lawrence -Anderson acknowledged the need for researching the idea, but added that there is a demand that is being filled by neighboring cities and it would be an additional amenity of the City. Mr. Boganey stated that if the Council is interested in a dog park, the Park and Recreation Commission would be able to look into the matter. 08/16/16 -2- d. PUBLIC WORKS A discussion was held about the lack of an Arborist positon and the duties shared between three Public Works employees relating to the care and inspection of trees within the City. Councilmember Graves queried as to why the Brooklyn Boulevard project was not included in the CIP map provided and whether it was categorized differently than the CIP projects included. Mr. Lillehaug responded that the map provided included projects on the City's infrastructure. Commissioner Newman shared a concern about having two large projects in the same year in regards to the CIP fund. Mr. Boganey replied that the CIP fiind for the improvements is in its 24`11 year and has been successful. Mr. Lillehaug added that the cycle of improvements will be complete in 2021. Mr. Boganey also added that TH 252 and Brooklyn Boulevard are within the City limits and are utilized by the City's residents, and by adding it to the City planning, the City is the best advocate for helping to ensure the investment in the maintenance and improvement of the roads. Councilmember Ryan asked about heightened security for the water SCADA due to recent targeting of other cities. Mr. Lillehaug stated that the City's IT Director is very thorough and that the City's system is secure. Mayor Willson inquired whether the Water Treatment Plant would need any additional capital outlay. Mr. Boganey responded that there should not be additional capital needed, save for an expensive solution to the chlorinated smell of the water, to which Mr. Lillehaug responded that there is a cushion of capital in the water utility fund to cover the two methods for resolving the smell. Councilmember Lawrence -Anderson reiterated concerns of residents regarding the smell of the water. A discussion was held on how to better inform the citizens of Brooklyn Center on the need for a Water Treatment Plant as well as the chlorinated smell of the water. Councilmember Graves requested information on the health benefits, for both humans consuming the water and the environmental impact, of treating the water with the new plant. IV.
