Approval of Agenda and Consent Agenda—The following items are considered to be routine by the Housing and Redevelopment Authority (HRA) and will be enacted by one motion. There will be no separate discussion of these items unless a Commissioner so requests, in which event the item will be removed from the consent agenda and considered at the end of Commission Consideration Items. a. Adjournment HRA Agenda Item No, 3a I MINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION DECEMBER 7, 2015 CITY HALL - COUNCIL CHAMBERS 1.CALL TO ORDER The Housing and Redevelopment Authority of Brooklyn Center (HRA) met in Special Session called to order by Chair Tim Willson at 8:25 p.m. 2.ROLL CALL Chair Tim Willson and Commissioners April Graves, Lin Myszkowski, and Dan Ryan. Commissioner Kris Lawrence-Anderson was absent and excused. Also present were Executive Director Curt Boganey, Business and Development Director Gary Eitel, Finance Director Nate Reinhardt, and Deputy City Clerk Rozlyn Tousignant. 3.APPROVAL OF AGENDA AND CONSENT AGENDA Commissioner Myszkowski moved and Commissioner Graves seconded approval of the Agenda and Consent Agenda. Motion passed unanimously. 4.COMMISSION CONSIDERATION ITEMS 4a. FINAL MARKET VALUE LEVY AND BUDGET RESOLUTIONS 1. RESOLUTION NO. 2015-01 ESTABLISHING A PROPERTY TAX LEVY FOR THE PURPOSE OF DEFRAYING THE COST OF OPERATION, PROVIDING INFORMATIONAL SERVICES AND RELOCATION ASSISTANCE PURSUANT TO THE PROVISIONS OF MINNESOTA STATUTES CHAPTER 469.033 FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN CENTER, MINNESOTA, FOR FISCAL YEAR 2016 Commissioner Ryan moved and Commissioner Graves seconded to adopt RESOLUTION NO. 2015-01 Establishing a Property Tax Levy for the Purpose of Defraying the Cost of Operation, Providing Informational Services and Relocation Assistance Pursuant to the Provisions of Minnesota Statutes Chapter 469.033 for the Housing and Redevelopment Authority of Brooklyn Center, Minnesota, for Fiscal Year 2016. 12/07/15 -1- DRAFT Motion passed unanimously. 2. RESOLUTION NO. 2015-02 APPROVING THE FINAL BUDGET FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN CENTER, MINNESOTA, PURSUANT TO MINNESOTA STATUTES CHAPTER 469 Commissioner Myszkowski moved and Commissioner Ryan seconded to adopt RESOLUTION NO. 2015-02 Approving the Final Budget for the Housing and Redevelopment Authority of Brooklyn Center, Minnesota, Pursuant to Minnesota Statutes Chapter 469. Motion passed unanimously. 5. ADJOURNMENT Commissioner Graves moved and Commissioner Ryan seconded to adjourn the Housing and Redevelopment Authority meeting at 8:28 p.m. Motion passed unanimously. 12/07/15 -2- DRAFT FI RA Agenda Item No. 4^i DATE: September 12, 2016 TO: Curt Boganey, City Manager FROM: Nathan Reinhardt, Finance Director SUBJECT: HRA Preliminary Property Tax Levy Recommendation: It is recommended that the Housing Redevelopment Authority consider approval of two resolutions setting the 2017 preliminary property tax levy and budget. Background: The HRA property tax is calculated by determining 0.0185% of the taxable market value of the City. This calculation is the maximum established under Minnesota Statutes 469.033. For 2017, the proposed levy of $329,079 is a $20,561 (6.7%) increase over the 2016 amount. The increase is a result of the increase in total taxable market value of the City. All proceeds from this property tax levy are transferred to the Economic Development Authority of the City of Brooklyn Center. Budget Issues: The proposed 2017 HRA levy will provide funding for housing and economic activities within the City of Brooklyn Center. Strategic Priorities: Targeted Redevelopment Mission: Ensuring an attractive, clean, safe, inclusive community that enhances the quality of life for all people andpreserves the public trust Commissioner introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION ESTABLISHING A PRELIMINARY PROPERTY TAX LEVY FOR THE PURPOSE OF DEFRAYING THE COST OF OPERATION, PROVIDING INFORMATIONAL SERVICES AND RELOCATION ASSISTANCE PURSUANT TO THE PROVISIONS OF MINNESOTA STATUTES CHAPTER 469.033 FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN CENTER, MINNESOTA, FOR FISCAL YEAR 2017 WHEREAS, Minnesota Statutes require that the preliminary property tax levy be provided to the Hennepin County Auditor no later than September 15, 2016 for taxes payable in calendar year 2017; and NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of Brooklyn Center, Minnesota that a special tax is hereby levied on all taxable real and personal property within the City of Brooklyn Center at the rate of 0.0185% of the total market value of real and personal property situated within the corporate limits of the City of Brooklyn Center that is not exempted by law. BE IT FURTHER RESOLVED that the property tax levied under this resolution be used for the operations and activities of the Housing and Redevelopment Authority of Brooklyn Center, Minnesota pursuant to Minnesota Statutes Chapter 469.001 to 469.047. September 12, 2016 Date Chair The motion for the adoption of the foregoing resolution was duly seconded by Commissioner and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted. Commissioner introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION APPROVING THE PRELIMINARY BUDGET FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN CENTER, MINNESOTA, PURSUANT TO MINNESOTA STATUTES CHAPTER 469 WHEREAS, the Housing and Redevelopment Authority of Brooklyn Center, Minnesota has considered the preliminary budget for Fiscal Year 2017. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of Brooklyn Center, Minnesota that revenues and appropriations for the Housing and Redevelopment Authority are hereby adopted as follows: Housing and Redevelopment Authority Revenues Property Taxes $ 329,079 Total Housing and Redevelopment Authority $ 329,079 Appropriations Transfer to EDA Fund $ 329,079 Total Housing and Redevelopment Authority $ 329079 September 12, 2016 Date Chair The motion for the adoption of the foregoing resolution was duly seconded by Commissioner and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted.
