MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION
FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE
STATE OF MINNESOTA
REGULAR SESSION
JUNE 16, 2016
NORTHPORT PARK
CALL TO ORDER
Chair Sorenson called the meeting to order at 7:23 pm.
ROLL CALL
Commissioners Bonovsky, Dalton, Thorbus, Shinnick and Witalka were present. Commissioner
Ebert, was absent and excused. Also present was Community Activities, Recreation & Services
Director Jim Glasoe.
APPROVAL OF AGENDA
CARS Director requested that two items be added to the agenda under “OTHER”. Mr. Glasoe
noted the first item would be an “Update on Northport Shelter Building” and the other would be
and “Update on MAC Property Boardwalk”. By consensus the agenda was approved as
amended.
APPROVAL OF MINUTES – April 19, 2016
CARS Director Glasoe noted Commissioner Witalka had found an error under OTHER in the
minutes. Mr. Glasoe noted a portion of the minutes read “noted that a considerable amount of
trash had been deposited in the trash receptacle” and should read “noted that a considerable
amount of recyclables had been deposited in the trash receptacle”
There was a motion by Commissioner Witalka, seconded by Commissioner Shinnick to approve
the minutes of the April 19, 2016 meeting of the Park & Recreation Commission as amended.
The motion passed unanimously.
COUNCIL LIAISON REPORT
Councilmember Graves had another commitment and was unable to stay for the Commission
meeting.
LITTLE LEAGUE MASTER PLAN- PARK AMENITY INCLUSIONS
CARS Director Glasoe reported the consultant for the Little League Master Plan (Loucks) had
requested the Commission provide input on the needed park amenities in the West Centennial
Park area. Mr. Glasoe noted, as part of the planning, the City was allowing Loucks to include a
large portion of West Centennial (in addition to the Little League property) as part of their
review, and that they wanted a prioritized list of City amenities that should be included in the
plan.
CARS Director Glasoe indicated he had identified a list of potential inclusions based upon what
is currently there and recent discussions. Mr. Glasoe noted the list included;
Trail connections to neighborhoods, trail system, other amenities
Shelter/Picnic Shelter
Playground
Skating/hockey Rink
Basketball Court
Tennis Court
Community Garden Space
Parking Lot
Disc golf course
Prairie grass restoration
CARS Director Glasoe reported he had received a request from resident Rose Spauling that a
tennis court be included on the final list.
The Commission discussed each of the amenities and determined that all items, with the possible
exception of a skating rink and prairie grass restoration should be forwarded to the consultant for
possible inclusion in the master plan.
34th ANNUAL DUDLEY BUDWEISER CLASSIC SOFTBALL TOURNAMENT
CARS Director Glasoe reported the Dudley softball tournament was beginning this evening with
an All-star Game and Home Run completion and that the actual tournament would begin on
Friday night at 5:00 p.m. and run through Sunday.
2016 EARLE BROWN DAYS
CARS Director Glasoe shared the calendar of events for the annual Earle Brown Days civic
celebration was scheduled for June 23-25th. Mr. Glasoe noted events would “kick off” with the
parade on Thursday night the 23rd, and noted the parade route had been changed back to Dupont
Avenue. Mr. Glasoe added there was a full slate of events scheduled for Saturday the 25th,
culminating with fireworks at 10:00 p.m.
OTHER
UPDATE ON NORTHPORT SHELTER BUILDING
CARS Director Glasoe reported that bids for the Northport picnic shelter had been opened earlier
in the day and noted that two companies had submitted the “low” bids for the same amount,
$143,800. Mr. Glasoe noted that reference checks would be conducted and added that the tie
might have to be broken with a coin flip or card draw.
UPDATE ON MAC PROPERTY- BOARDWALK
CARS Director Glasoe reported that a meeting had been held with Three Rivers Park District and
the City of Crystal to discuss the Metropolitan Airports Commission property, most notably, the
boardwalk. Mr. Glasoe noted the Park District was interested in assisting with the replacement
of the boardwalk and was looking for City input. CARS Director Glasoe added there would be
future meetings and that he would update the Commission accordingly.
SET NEXT MEETING DATE
By consensus, the next meeting was set for September 20th, 2016.
MEETING ADJOURNED
A motion was made by Commissioner Shinnick, seconded by Commissioner Bonovsky to
adjourn the meeting at 7:53 p.m. The motion passed unanimously.
