RESOLUTION NO. 2016-156
RESOLUTION AUTHORIZING THE EXECUTION OF A COOPERATIVE
AGREEMENT FOR COST PARTICIPATION FOR THE PRELIMINARY
PLANNING AND DESIGN OF THE BROOKLYN BOULEVARD
RECONSTRUCTION AND STREETSCAPE IMPROVEMENTS, 49TH AVENUE
TO BASS LAKE ROAD, PROJECT NO. 2018-05 BETWEEN HENNEPIN
COUNTY AND THE CITY OF BROOKLYN CENTER
WHEREAS, the City of Brooklyn Center ("City") and Hennepin County ("County")
have been working cooperatively to advance the project to provide streetscape, trail, lighting and
general roadway improvements to the Brooklyn Boulevard Corridor from 49th Avenue to Bass Lake
Road; and
WHEREAS, the project is multi-jurisdictional, involving the Minnesota Department
of Transportation, Hennepin County, Three Rivers Park District and the City; and
WHEREAS, the City received a federal aid grant in the amount of $7,420,000 to
participate in the Brooklyn Boulevard Corridor improvements, programmed for 2018 construction;
and
WHEREAS, the County has designated $3,831,000 as part of the County's Capital
Improvement Program to participate in the Brooklyn Boulevard Corridor improvements; and
WHEREAS, the City's Capital Improvement Program identifies the Brooklyn
Boulevard roadway and streetscape improvements from 491h Avenue to Bass Lake Road to be
constructed in 2018; and
WHEREAS, preliminary planning and design of the project have commenced with
the City taking the lead as the project manager; and
WHEREAS, the City and County desire to set forth their various responsibilities for
the preliminary planning and design in an agreement under the provisions of Minnesota Statute,
Section 471.59.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center, Minnesota, that:
The provisions of the Hennepin County Agreement No. PW 56-02-16, a
Cooperative Agreement for Cost Participation between the City of Brooklyn
Center and Hennepin County are hereby accepted and approved, and the
Mayor and City Manager are hereby authorized and directed to execute said
agreement.

The motion for the adoption of the foregoing resolution was duly seconded by member
Kris Lawrence-Anderson
and upon vote being taken thereon, the following voted in favor thereof:
Tim Willson, April Graves, Kris Lawrence-Anderson, Lin Myszkowski, Dan Ryan
and the following voted against the same:
whereupon said resolution was declared duly passed and adopted.
