Meeting Minutes
April 21, 2016
Called to order by Chair Goodell at 6:31 p.m.
Roll Call:
Chair Mark Goodell called the roll. Present were Mark Goodell, Donald Bumgarner, Mary
O’Connor, Beverly Rieschl, Mark Yelich, Robert Marvin, Mawuli Blabuh, and Gary Brown.
Excused were Stan Leino and Gail Ebert. Judy Thorbus was absent.
The agenda was adopted with a motion by Robert Marvin and a second by Gary Brown.
Approval of Minutes:
The January 1, 2016, minutes were approved as written with a motion by Robert Marvin and a
second by Donald Bumgarner.
Old Business:
a. Chair Mark Goodell said he forgot to send the Charter Commission amendment
concerning Section 4.06, Write-in Candidates, to the City Clerk so that is why he didn't
hear from her. Therefore, he sent the Charter Commission amendment to the City Clerk.
b. We discussed moving the word "municipal" to before the word "general" in Sections
2.07, 3.01, 4.01, 4.02, 4.06, 5.04, 5.05, 5.06, and 5.10 of the Charter. A motion was
made by Robert Marvin and seconded by Beverly Rieschl to make these changes. The
motion passed unanimously. Chair Mark Goodell will send this amendment and the
amendment passed at our January meeting to City Manager Curt Boganey for the City
Council's attention.
c. Stan Leino is not here to discuss cemetery conveyances. A motion was made by Mary
O'Connor and seconded by Robert Marvin to drop this item from the agenda. Motion
passed. It was mentioned that we can add this item or other items to the agenda in the
future. Gary Brown told us to be careful when we add items to the agenda so that the
public has fore-knowledge of what we are discussing at our meetings.
New Business:
a. Gary Brown is retiring from the Charter Commission. Chair Mark Goodell thanked him
for his service.
b. Mark Yelich suggested we introduce ourselves to our new member, Mawuli Blabuh. We
went around the table with our introductions.

c. Our next meeting is July 21, 2016. Chair Mark Goodell will email us three weeks ahead
for our opinion on having a meeting and then let us know if he cancels the meeting
because there are no agenda items.
The meeting adjourned at 7:22 p.m. with a motion by Robert Marvin and a second by Donald
Bumgarner.
