HomeMy WebLinkAbout2016 10-24 CCM Study SessionMINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA STUDY SESSION OCTOBER 24, 2016 CITY HALL - COUNCIL CHAMBERS CALL TO ORDER The Brooklyn Center City Council met in Study Session called to order by Mayor Tim Willson at 6:00 p.m. ROLL CALL Mayor Tim Willson and Councilmembers April Graves, Kris Lawrence-Anderson, Lin Myszkowski, and Dan Ryan. Also present were Interim Assistant to City Manager Reggie Edwards, Finance Director Nate Reinhardt, Public Works Director/City Engineer Steve Lillehaug, Director of Business and Development Gary Eitel, Director of Community Activities, Recreation and Services Jim Glasoe, Police Chief Tim Gannon, Deputy Director of Building and Community Standards Jesse Anderson, City Attorney Troy Gilchrist, and Michaela Kujawa- Daniels, TimeSaver Off Site Secretarial, Inc. CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS Mayor Willson requested the following correction to the Regular Session minutes of October 10, 2016: Pages 1 and 2, remove Fire Chief Lee Gatlin from Roll Call. It was the majority consensus of the City Council to accept the correction to the October 10, 2016, Regular Session minutes. Councilmember Lawrence-Anderson requested discussion on Item 1 Ob, in particular she wanted to note she attended the Housing Commission's recent meeting and stated they had a great presentation and it was very informative. MISCELLANEOUS Councilmember Ryan stated the STOP sign outside the Culver's Restaurant on Brooklyn Boulevard has been spray painted and needs to be repaired. Councilmember Myszkowski stated there have been questions from citizens who are concerned about threats and poll watchers as they come to vote. She stated she informed them this is a State level issue that they will be watching this closely. 10/24/16 -1- Councilmember Ryan stated he too got an email about this issue. He stated he got some good information from City Clerk Sharon Knutson on how this is being handled as well as the laws pertaining to it. He stated he will forward it to the Council. Councilmember Lawrence-Anderson asked if she should pass the list of restaurants to the Director of Business and Development Gary Eitel. She noted the list of restaurants is the one that was composed by citizens of what they would like to see developed in the Shingle Creek Crossing area that Gatlin is developing. Mr. Eitel stated he received a copy of the list as well. Councilmember Ryan asked if Mr. Gatlin has chosen a new marketing company. Mr. Bitel stated that is correct. Councilmember Lawrence-Anderson asked if Mr. Eitel is aware of this new development company having a desire to work with Synergy to create a cohesive area. Mr. Bitel stated he is hopeful this is still going to happen. Councilmember Graves asked about the signage use for businesses and Mayor Willson stated that there are ordinances that regulate the signs. He stated they can use different signs as long as they follow the protocol for them. She also asked who makes the signs that say what is off what exit, Mayor Willson stated the State does those. DISCUSSION OF WORK SESSION AGENDA ITEMS AS TIME PERMITS None at this time. Certification of Minutes CITY OF BROOKLYN CENTER) The undersigned, being the duly qualified and appointed City Clerk of the City of Brooklyn Center, Minnesota, certifies: 1.That attached hereto is a full, true, and complete transcript of the minutes of a Study/Work Session of the City Council of the City of Brooklyn Center held on October 24, 2016. 2.That said meeting was held pursuant to due call and notice thereof and was duly held at Brooklyn Center City Hall. 3.
