JOINT WORK SESSION WITH FINANCIAL COMMISSION
OCTOBER 17, 2016
CITY HALL - COUNCIL CHAMBERS
I.CALL TO ORDER
The Brooklyn Center City Council met in Joint Work Session with the Financial Commission
and the session was called to order by Mayor Tim Willson at 6:28 p.m.
Mayor Tim Willson and Councilmembers April Graves, Kris Lawrence-Anderson, Lin
Myszkowski, and Dan Ryan. Also present were City Manager Curt Boganey, Interim Assistant
to the City Manager Reggie Edwards, Finance Director Nate Reinhardt, Public Works
Director/City Engineer Steve Lillehaug, Community Activities & Recreation Services Director
Jim Glasoe, Centerbrook Golf Course Superintendent Steve Makowske, Earle Brown Heritage
Center Manager Bruce Ballanger, Liquor Operations Manager Tom Agnes, and Deputy City
Clerk Rozlyn Tousignant.
Others present were Financial Commissioners Jeffrey Dobbs, Rex Newman, Dan Schueller, and
Dean Van Der Werf. Financial Commissioners Teneshia Kragness and James Schulz were
absent.
II.APPROVAL OF AGENDA
Councilmember Ryan moved and Councilmember Myszkowski seconded to approve the
agenda.
Motion passed unanimously.
III. ENTERPRISE FUNDS
a. Earle Brown Heritage Center
Councilmember Lawrence-Anderson asked whether the Maintenance position for EBHC would
be full time or part time. Mr. Ballenger stated it was a part-time position.
Mayor Willson queried about the branding process in regards to EBHC. Mr. Boganey replied
that there would be synergy and no conflict in the branding process and EBHC.
Commissioner Newman asked how many hours the new part-time Maintenance position would
be. Mr. Ballanger stated that there are no adjustments for current staff, just the addition of a new
part-time staff member.

Mayor Willson asked about the potential for programs utilizing the compost from Earle Brown
Heritage Center.
Councilmember Lawrence-Anderson asked about a trend of weekday weddings. Mr. Ballanger
stated that the City hasn't seen much of an increase in the number of Thursday weddings.
Commissioner Newman asked whether guests needed to use a password to gain access to WiFi.
Mr. Ballanger confirmed that due to adjacent hotels and businesses, a password was required for
the WiFi.
b.Centerbrook Golf Course
Mayor Willson asked if there was fiber running out to the Golf Course and Mr. Boganey
responded that currently there is not but it is something the City is aspiring to get done.
A highlight Mr. Makowske brought up was the rate of positive reviews that the Course has
receieved. Mr. Glasoe stated that Golf Course revenues are up $17,000 from the previous year.
Councilmember Lawrence-Anderson asked about Groupons or coupons for special occasions; for
instance, Father's Day. Mr. Makowske shared some of the incentive/coupon offers he has
recently looked into and stated that Groupon is a newer outreach for the Golf Course.
Commissioner Dobbs asked how Groupon affects the profit margin and if it has brought in more
revenue. Mr. Makowske stated that it has been helpful to reach out to new golfers.
c.BC Liquor
Mr. Boganey asked for a more detailed breakdown of the Darkness Day sales.
A discussion was held regarding the anti-theft bottle magnet that could be potentially used to cut
back on thefts.
Councilmember Ryan asked about panhandling outside of Liquor Store 1. Mr. Agnes stated that
it's been a consistent issue regardless of Police intervention.
III. UTILITY FUNDS
a.Water Utility
A discussion was held regarding Water Meters.
Councilmember Ryan asked about neighboring communities purchasing their water from
Minneapolis and if that had an effect on their rates. Mr. Lillehaug confirmed.
b.Sanitary Drainage Utility
Councilmember Graves asked why Brooklyn Center's Sanitary Sewer rate was higher compared
to other cities. Mr. Reinhardt stated that the rates are partially based on usage. Mr. Lillehaug
added that the City has been very proactive in the replacement of Sanitary Sewer lines.

Councilmember Graves asked about the spike in the Recycling Utility rate, Mr. Boganey stated
that it was a one-time spike.
A discussion took place regarding wells.

Councilmember Lawrence-Anderson moved and Councilmember Graves seconded to adjourn
the Work Session at 8:34 p.m.
Motion passed unanimously.

The undersigned, being the duly qualified and appointed City Clerk of the City of Brooklyn
Center, Minnesota, certifies:
1.That attached hereto is a full, true, and complete transcript of the minutes of the City
Council from the City of Brooklyn Center Joint Work Session with Financial
Commission held on October 17, 2016.
2.That said meeting was held pursuant to due call and notice thereof and was duly held at
Brooklyn Center City Hall.
3. That the City Council adopted said minutes at its November 14, 2016, Regular Session.
