New Neighbor Program 1. Have created a process to remove homestead applicants that receive a bag from delivery list. 2. Choose between new neighbor bag options and take recommendation on design or wording. 8. Other Business 1. The property previously mentioned at a Housing Commission Meeting, 5549 Brooklyn Blvd has received a reoccupancy certificate. 9. Adjournment *After the meeting the Housing Commission will assemble bags to be handed out to Homestead applicants. Page 1 MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND STATE OF MINNESOTA REGULAR SESSION December 20, 2016 COUNCIL COMMISSION ROOM CALL TO ORDER The Brooklyn Center Housing Commission was called to order by Chairperson Goodell at 7:00 p.m. ROLL CALL Chairperson – Mark Goodell - Present David Johnson - Excused Tamika Baskin – Present Kathie Amdahl - Present Leroy Houston – Not Present Susan Pagnac - Present Kathy Nelson - Present Also present was Staff Liaison Jesse Anderson. APPROVAL OF AGENDA There was a motion by Commissioner Baskin and seconded by Commissioner Pagnac to approve the agenda as submitted. The motion passed. APPROVAL OF MINUTES – There was a motion by Commissioner Amdahl and seconded by Commissioner Baskin to approve the minutes of the Housing Commission meeting on October 18, 2016. The motion passed. COUNCIL LIAISON REPORT In the absence of the Council Liaison no report was given. CHAIRPERSONS REPORT Chairperson Goodell reported: Goodell Apologized for not being able to attend last meeting. New Neighbor Program The new neighbor program was discussed and a 2016 Recap was given. The discussion went as followed: Chairperson Goodell: We were able to complete it. It was a great effort and we were able to get fully caught up on deliveries. Commissioner Amdahl: There was less in person contact on Saturdays then weeknights. Page 2 2017 Program Commissioner Baskin: Should we update the packet? Commissioner Goodell: We had previously considered adding businesses. How do we deliver and how do we order? Commissioner Amdahl: It is a lot of work. Any changes made should be sustainable. Commissioner Baskin: What changes have been made? Commissioner Amdahl: There are not any big changes, at this moment, we need to consider if the program is sustainable. Chairperson Goodell: I enjoy getting out to the neighborhoods; however, there is pressure to make all the deliveries. Commissioner Pagnac: Council-Member Laurence-Anderson started this and the commission has made changes to keep it sustainable. Chairperson Goodell: Did you expect to be helping with the deliveries when you applied to be on the Housing Commission? Commissioner Baskin: Yes, I had participated before joining the commission, Commissioner Amdahl: It is difficult to get though entire list in summer months. Commissioner Pagnac: There is an added time commitment. Chairperson Goodell: Does the council support it? Commissioner Amdahl: We haven’t been successful at recruiting volunteers. Commissioner Nelson: Could we get the list more frequently and deliver throughout the year. Commissioner Baskin: When do we begin? Could we consider starting sooner? We could try some different approaches of trying to get volunteers. Commissioner Amdahl: What liability is there for having volunteers under the age of 18 participating? Commissioner Amdahl: Are we still interested in adding business items to the packet? Commissioner Goodell: We use to have more in the packet. Do we want to solicit businesses? This would be a time commitment. Commissioner Baskin: It wouldn’t have to be a full bag of items. It could start smaller with smaller businesses. It could be a single sheet coupon. Chairperson Goodell: Do we have a list of businesses? Chairperson Goodell: We could advertise on the website. Commissioner Amdahl: Council would have to submit criteria. Commissioner Baskins: We could ask if people are interested in submitting items. Chairperson Goodell: we could ask the City Council to see if it is ok to continue. Commissioner Baskin: Do we want to continue? Chairperson Goodell: Yes, we are interested in continuing and would like to try and find volunteers. Commissioner Baskin: The commission could focus on that. Commissioner Amdahl: We could consider delivery with homestead applications. Chairperson Goodell: Our three considerations are give them out with homestead applications, get more volunteers, or add business. Commissioner Baskin: We could try it one way then see what feedback we receive. Commissioner Amdahl: Should move forward but consider making it more sustainable. Commissioner Pagnac: Could do homestead over the winter. Chairperson Goodell: Could try a hybrid and give to homesteaders over winter, then the list may be Page 3 smaller in the summer. Then we could also try and recruit volunteers. Staff Liaison Anderson: I can find a way for new homeowners list to remove new homesteads also prepare to assemble some packets to give to homesteaders. Also, bring options for bag purchase. Chairperson Goodell: Consider working on proposal for business promotion policy over summer for the 2018 year. Commissioner Nelson: More freebies, there is only information. Commissioner Baskins: Should we survey if businesses are interested? OTHER BUSINESS Chairperson Goodell: Thank you for volunteering and all the commissions’ hard work. This provides and important function for the city. ADJOURNMENT There was a motion by Commissioner Amdahl and seconded by Commissioner Baskins to adjourn the meeting The motion was passed. The Brooklyn Center Housing Commission adjourned at 8:15p.m. __________________________________ Chairman
