HomeMy WebLinkAbout2016 11-15 PRM MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION NOVEMBER 15, 2016 COMMUNITY ROOM #221, COMMUNITY CENTER CALL TO ORDER Chair Sorenson called the meeting to order at 7:00 pm. ROLL CALL Chair Sorenson and Commissioners Bonovsky, Dalton, Ebert, Shinnick, Thorbus and Witalka were present. Also present was City Council Liaison April Graves and Community Activities, Recreation & Services Director Jim Glasoe. APPROVAL OF AGENDA Chair Sorenson asked if there were any additions or changes to the proposed agenda. By consensus, the agenda was approved as presented. APPROVAL OF MINUTES – October 18, 2016 There was a motion by Commissioner Witalka, seconded by Commissioner Shinnick to approve the minutes of the October 18, 2016 meeting of the Park & Recreation Commission as presented. The motion passed unanimously. COUNCIL LIAISON REPORT Councilmember Graves reported that demolition on the Sanctuary of Brooklyn Center site had started, with earth movers beginning their work. Councilmember Graves also reported the City Council/EDA had approved a lot revision to the proposed Marriott Fairfield site that split off the ownership of the storm water pond to the EDA/EBHC, noting that this provided for the City to be able to make enhancements to the pond and surrounding area. Commissioner Witalka asked if the storage facility proposal for the former Kohls site had been withdrawn. Councilmember graves responded that the City Council had approved the withdrawal at their last meeting. Councilmember Graves noted that developers and businesses are continuing to show interest in Brooklyn Center, noting there had been interest in an indoor type farmers market at the former Kmart site and that a barbershop was looking for a Brooklyn Center location. 2016 SKATING RINK ATTENDANCE CARS Director Glasoe provided the Commission with skating rink usage numbers for the Centennial West location for the 2016 season, noting the relative lack of use. The Commission discussed the skating at Centennial and possibly using the pond adjacent to the Community Center as a pleasure rink. It was also discussed that if hockey demand dictated, the Centennial West rink could be moved to West Palmer Park. After some additional discussion, there was a motion by Commissioner Ebert, seconded by Commissioner Shinnick to move the hockey rink from Centennial West to West Palmer Park if demand dictated. CARS Director Glasoe reminded the Commission the West Centennial rink would be flooded again this year, and that attendance figured would again be taken. HENNEPIN YOUTH SPORTS/TWINS COMMUNITY FUND GRANT APPLICATIONS- LITTLE LEAGUE MASTER PLAN COMPLEX CARS Director Glasoe reported that applications for financial assistance for the Little League Master Plan Complex had been submitted to the Hennepin Youth Sports Fund and the Minnesota Twins Community Fund. Mr. Glasoe noted the requests were for $577,000 and $300, 000 respectively. CARS Director Glasoe added that notifications regarding each request would occur in December. THREE RIVERS PARK DISTRICT- DESIGNATED TRAIL PARKING, PLAY POD EASEMENT CARS Director Glasoe reported that the proposed trailhead designation and play n ode construction initiatives had been approved by the City Council at their last meeting and that the agreements would be forwarded for execution. NORTHPORT PARK PICNIC SHELTER CARS Director Glasoe reported that construction of the new picnic shelter at Northport Park was progressing slowly, with some materials on back order. Mr. Glasoe noted the shelter should still be completed this year, with the possible exception of some landscape items. CENTENNIAL PARK PLAYGROUND REPLACEMENT CARS Director Glasoe reported that the proposed playground replacement in Centennial Park had been brought to the City Council at their last work session and that the City Council was very supportive of moving forward with the improvement. Mr. Glasoe noted the plan was for equipment to be ordered and received this year, for a May 2017 installation. WILLOW LANE PARK- URBAN ORCHARD CARS Director Glasoe reported that CEAP, along with the Osseo School District has planted multiple fruit trees next to the CEAP parking ramp. Mr. Glasoe noted this was an “urban orchard” type of initiative, and that the fruit would be made available to the public. SET NEXT MEETING DATE By consensus, the next meeting of the Park and Recreation Commission was set for January 17, 2016 at 7:00 p.m. MEETING ADJOURNED A motion was made by Commissioner Shinnick, seconded by Commissioner Ebert to adjourn the meeting at 7:41 p.m. The motion passed unanimously.
