HomeMy WebLinkAbout2016 10-20 CHCMBrooklyn Center Charter Commission Meeting Minutes October 20, 2016 Called to order by Chair Mark Goodell at 6:32 pm Roll Call: Chair Mark Goodell called the roll. Present were Mark Goodell, Donald Bumgarner, Mary O’Connor, Beverly Rieschl, Mark Yelich, Robert Marvin, Mawuli Blabuh, Stan Leino, and Gail Ebert. Judy Thorbus was absent. The agenda was adopted. Approval of Minutes: Mary O'Connor said "4.07" should be deleted under Old Business, Section b. The minutes were approved as corrected with a motion by Robert Marvin and a second by Mary O'Connor. Gail Ebert said there should be a gift for Gary Brown who retired. Chair Mark Goodell will look into this matter. Chair Goodell handed out Certificates of Perfect Attendance in 2015 to Beverly Rieschl, Mark Yelich, and Mary O'Connor. Old Business: a. Chair Mark Goodell said our “municipal election” amendment was approved and in force as of October 5, 2016. b. Stan Leino discussed cemetery conveyances, Minnesota Statute Sections 306.02 and 306.025. He handed out a paper he wrote concerning this issue. Gail Ebert wants to read the paper and discuss it next time. Beverly Rieschl thinks this issue doesn't concern our Charter Commission. Mary O'Connor agrees with Beverly Rieschl. A motion was made by Stan Leino and seconded by Gail Ebert to add this issue to our next meeting's agenda. Motion passed. Robert Marvin asked for an example of a charter that has a cemetery section to be brought to our next meeting. Stan Leino will research this matter. New Business: a. Robert Marvin discussed lawsuits against the Secretary of State concerning the Election Handbook possibly being unconstitutional. Robert Marvin discussed election judges having too much power at voting places. He couldn't get a copy of a letter from our city attorney to our city clerk concerning election judges. Chair Goodell will ask our city clerk for the following information: 1. a copy of the Election Judge Handbook for Brooklyn Center. 2. a copy of a ruling that the city attorney made regarding assisting voters in the voting booth that a commissioner said was referred to by city staff. 3. is the Election Judge Handbook used in Brooklyn Center different from the state version? 4. if different, how was the Brooklyn Center version developed? 5. did the city attorney assist in drafting the city handbook? We should read the handbook and the constitution ahead of the next meeting. Gail Ebert left at 7:35. The meeting adjourned at 7:48 pm with a motion by Robert Marvin and a second by Stan Leino.
