Adjournment Page 1 MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND STATE OF MINNESOTA REGULAR SESSION January 17, 2017 COUNCIL COMMISSION ROOM CALL TO ORDER The Brooklyn Center Housing Commission was called to order by Chairperson Goodell at 7:00 p.m. ROLL CALL Chairperson – Mark Goodell - Present David Johnson - Present Tamika Baskin – Absent Kathie Amdahl - Present Leroy Houston - Absent Susan Pagnac - Present Kathy Nelson - Present Also present was Staff Liaison Xiong Thao and Council Liaison Kris Lawrence-Anderson. APPROVAL OF AGENDA There was a motion by Commissioner Amdahl and seconded by Commissioner Johnson to approve the agenda as submitted. The motion passed. ELECTIONS: Housing Commission Chair: There was a motion by Commissioner Amdahl and seconded by Commission Johnson nominating Commissioner Goodell for Housing Commission Chair Motion passed. Housing Commission Vice Chair: There was a motion by Commissioner Johnson and seconded by Commissioner Nelson nominating Commissioner Pagnac for Housing Commission Vice Chair Motion passed. APPROVAL OF MINUTES – There was a motion by Commissioner Amdahl and seconded by Nelson Commissioner to approve the minutes of the Housing Commission meeting on December 20, 2016. The motion passed. COUNCIL LIAISON REPORT Page 2 Council Member Lawrence-Anderson reported that she was appointed again by the Mayor to the Housing Commission. There was only one council meeting in December. Council Member Lawrence-Anderson stated that the Sanctuary is under construction. The Sanctuary will be housing for seniors with the option for assisted living and there will be some memory care units. Earle Brown Days is looking for committee members. The next meeting will be the second Tuesday in February (2/7/17) at 7pm. The meetings are held once per month except the last couple months when meetings will be held twice per month. There were questions to Council Member Lawrence-Anderson regarding the city allowing chickens. She stated that there are a few communities in the metro area that do not allow hens and the issue may come to housing commissions. Council Member Lawrence-Anderson informed members about the opportunity site and stated that the Council gave 60 days to the developer to come up with a concept plan and go to the planning commission. Chairperson Goodell asked about a housing study for the site? Council Member Lawrence-Anderson stated that there is a housing study and requested that a copy be sent to the Housing Commission members. Council Member Lawrence-Anderson stated that the Mayor received a request to allow liquor/alcohol sales to a store such as Trader Joes and the person had stated that the City only makes $70,000 per year from liquor/alcohol sales. Council Member Lawrence-Anderson stated that the person had wrong facts when in fact liquor/alcohol sales contribute quite a bit to the City budget. Commissioner Johnson asked if Target is building a Super Target? Council Member Lawrence- Anderson stated she is not sure. Commissioner Amdahl stated that the store model has changed and super stores are not what people want. Commissioner Pagnac stated that millennials do not want large super stores and want to be in and out. Commissioner Nelson stated that her son is employed with Target and had surveyed her about a Target Superstore. She stated that she like the super store model. CHAIRPERSONS REPORT Chairperson Goodell reported: Nothing to report. NEW NEIGHBOR PROGRAM Chairperson Goodell stated that Staff Liaison Jesse Anderson can cross off the names of those who receive new neighbor bags when they are given out when new residents come to the City to Homestead. Those who receive their bags at the City will be removed and a bag will not be delivered to them. Chairperson Goodell gave a recap of the new neighbor bag stating that it was decided that those who come to the City to homestead their property will get a bag. Commissioner Amdahl stated that a decision has not been made on determining when the bags will be handed out or when delivery will Page 3 start and stated that it changes depending on the season. Chairperson Goodell stated that this year will be a pilot year for the bags to be given out at the time of homesteading and stated that there are new ideas on how to get additional volunteers to help deliver bags. Commissioner Johnson stated that the highlight of the door knocking and new neighbor bag is the personal connection with the new owner and the downside is not having that opportunity. Commissioner Johnson also stated that when they are handing bags out and being informed by the new resident that they have lived there for a 1.5 years does not make sense. Chairperson Goodell stated that since homestead application can be done online the City may not be handing out very many bags. Commissioner Amdahl will send the recap. Chairperson Goodell passed around samples of the bags with three different designs. He stated that the Commission and will have to decide on the design and wording. Commissioner Johnson stated that he talked with the manager at cub and informed him that the City will be using their own bags. The manager seemed a little disappointed. Commissioner Johnson asked if they could offer coupons from businesses in the city. Council Member Lawrence-Anderson stated that historically that the City cannot ask for something of value and suggested that someone attend the city council meeting and address the council at the open forum and council will direct staff for input. Chairperson Goodell stated that the Commission proposes something to council and asked that Staff Liaison Anderson prepare something to bring to council. Commissioner Amdahl stated that the idea has been discussed for a long time and but not sure what the commission can and cannot do. Commissioner Johnson asked if Honda could do a $12.99 oil change or does it require that something has to be purchased? Commissioner Pagnac stated that the Brooklyn Park coupons required the items to be free and not a buy one get one free coupon. Commissioner Amdahl started that Commission is not asking for themselves but asking for the community. Commissioner Pagnac stated that the Commission wanted to present something to council but have not gotten to it. Chairperson Goodell asked that the Brooklyn Park bag be brought back to the next Commission meeting. Council Member Lawrence-Anderson stated it will be a great visual and show what the sister city is doing for new residents. Commissioner Amdahl suggested that the City buys all the bags and have it printed somewhere else. Council Member Lawrence-Anderson stated that the City does their business card printing at Allegra and staff should get a quote on cost for printing. Chairperson Goodell asked staff to get quote from Allegra to see how much it will cost to keep it local. Council Member Lawrence-Anderson stated that staff should get a couple quotes. Chairperson Goodell stated that there is consensus to have the city logo, the trapezoid bag design is out since it may not fit all the things going in the bag. Council Member Lawrence-Anderson suggested that the City get the bags that can fold up and snap up. Commissioner Johnson asked when the branding campaign will be completed and asked if there was community input. Council Member Lawrence-Anderson stated that there have been several meetings with community and businesses. OTHER BUSINESS Page 4 The property previously mentioned at a Housing Commission Meeting, 5549 Brooklyn Blvd has received a reoccupancy certificate. Staff Liasion Xiong Thao informed what the reoccupancy certificate is and explained that repairs have been completed to meet current code. Council Member Lawrence-Anderson stated that the MN Realtors Association reported that houses are selling for more than asking and the housing market is very competitive. ADJOURNMENT There was a motion by Commissioner Amdahl and seconded by Commissioner Pagnac to adjourn the meeting. The motion passed.
