2017 JOINT COMMISSION MEETING
Overview
Brooklyn Center is established as a Home Rule Charter City
The charter is a document that defines the organization,
functions and essential procedures of the city government –
comparable to a city’s constitution
The Charter Commission is charged with reviewing,
considering updates and making recommendations of
changes to the charter
Commissioners are appointed by the Hennepin County Chief
Judge and serve a term of four years

Annual Budgets: Government
•We work with Mayor, City Council, City Manager and Staff to set overall budgets and the resulting property tax levy.
–Meet in joint sessions about six times in the second half of the year.
–Begin with budget targets by area to meet overall city goals and objectives.
–Balance those needs with available revenues, including property tax increases.
•As with any other Advisory Commission, the Mayor and Council make all the final decisions.
Annual Budget: Utilities
•Your water bill funds several services, primarily:
–Water
–Sanitary sewer
–Storm sewer
•Each has an account to help pay for capital costs such as
the new water treatment plant.
•Utility rates are set accordingly - and smoothly year to
year.
•Our rates continue to be comparable to other cities.
•Again, the Mayor and Council make all the final decisions.
Annual Budgets: Enterprises
•Brooklyn Center has three Enterprise funds:
–Centerbrook Golf Course
–Municipal Liquor Stores
–Earle Brown Heritage Center
•These operations are reviewed during the
budget cycle.
•The Financial Commission independently has
evaluated their long term situation.
Annual Budgets: Capital Projects
•The City of Brooklyn Center owns and manages about a billion dollar infrastructure.
•Millions of dollars in capital projects are needed to maintain it.
•Effective use of bonded debt smooths the budget and tax effects.
•This is also reviewed during the annual budget cycle.
•Significant improvements in this process have been made, resulting in a comprehensive plan for at least the next 15 years.
Annual Budget: Summary
•Total Operating Budget: $ 20.5 million
–Police & Fire: $ 9.6 million
–Public Works: $ 3.8 million
•Property tax: $ 16.2 million
•2017 Budget increase: 3.4%
•2017 Property Tax increase: 5.4%
–The difference primarily funds our continuing
commitment to street reconstruction.

Council.

•Assist with periodic selection of financial
services providers and insurance brokers.
•Evaluate Mayor and Council salaries.

Brooklyn Center Representation
•I was the appointed (annually) Brooklyn Center
representative to the Northwest Suburban Cable
Communications Commission (NWSCCC).
•I was elected by the NWSCCC in 2006 to the Northwest
Cable Television (NWCT) Board of Directors.
–Dr. Duane Orn is also on this Board.
–Darryl Sannes newly appointed
–NWCT is a wholly owned subsidiary of the NWSCCC.
•Formed in 1982, the NWSCCC serves Brooklyn Center
and eight other cities as a joint powers entity.

–Annual stipend made to cities for broadcast of
Council Meetings
•I served on the two budget committees.
Recent Events
•2016: Signed new 10 year for Century Link
service (PRISM).

–Does not control rates.
–Does set the franchise fees, similar to Comcast.
•2017: Rebranded as CCX: our Community
Connected Experience.
•Continuing improvements in Internet and
“app” access, including City Hall.

BROOKLYN CENTER PARK AND
RECREATION COMMISSION
Scope
The scope of activity of this Commission shall consist of
advising the City Council and other Brooklyn Center advisory
commissions regarding matters relevant to the conservation,
park and recreation functions.
Purpose
The general purpose of this Commission is to monitor and
reflect the attitudes and concerns of the citizens of Brooklyn
Center relative to the conservation of environmental
resources in the City of Brooklyn Center and to the park
system and recreation programs and to advise the City
Council of citizen attitudes and policy matters relevant to the
conservation, park and recreations function in Brooklyn
Center.

Total of Eleven official land use applications reviewed:
•3 – Site and Building Plans

•2 – PUD (Planned Unit Development) Amendments

TIF District #7 - Consideration of Resolution concerning certain redevelopment
project areas and TIF proposals and the economic development authority in and
for the city of Brooklyn Center .
Reviewed/Approved Two Ordinances:
1)Ordinance related to amending Chapter 35 of the City Code of Ordinances
regarding Decks and Porches as an allowable encroachment into certain
residential yard setback areas and adding new definitions of decks and
porches.
2)Ordinance related to amending Chapter 35 of the City Ordinances regarding
Floodplain Management.
Planning Commission Activities for 2016
Additional Discussion Topics:
• TH 252 Corridor Improvement Project (Hwy 252 and 66th Avenue
intersection).
•Opportunity Site – New multi-family housing project by Sand Company.
Discussion of new housing concept plan from CGG Holdings regarding the
Opportunity Site.
•Review of the city’s liquor license ordinance, license issuance and fees
associated. Discussion on potential development issues that may be
influencing decisions in locating new restaurants within Brooklyn Center.

Additional Discussion Topics con’t:
• Update on the new law provided under amendment to Minnesota Statutes
Section 2014, Section 144d.01 that prescribes the allowance of small, temporary
health care dwellings for residents to provide on-site care. This is for a
qualified individual within single-family residential areas. Discussion on the
impacts it could have, if Brooklyn Center does not opt-out of this new law.
•Information on “small home housing clusters”, “pocket neighborhoods”, and
“tiny houses” for use in residential housing development options.
•Upcoming 2040 Comp Plan updates and strategies and 2015 System
Statement.
