Attached for your reference is a copy of the Certification Form that is required by the State to be completed at the initial meeting of the Local Board of Appeal and Equalization and any subsequent reconvening of this meeting. Mayor Willson and Council Member Ryan have previously completed the training required under Minnesota Statute 274.014 and have the necessary certification for this year's meeting. The County Assessor's Office will have this form available for the signatures of all Board Members present. The following members of the Hennepin County Assessor's Office will be present to answer questions and assist in this year's Local Board Reconvene Meetings: Josh Hoogland, Residential Appraiser Manager Joshua Whitney Appraiser, Kelly Jacobsson, Appraiser Brett Hall, Commercial Appraiser Agenda Item #4 - Assessor's Report on Appeals Presented at the April 18th Board Meeting Following the April 17th Local Board of Appeal and Equalization Meeting, the Assessor met with the following appellants for a physical review of the property and reviewed market comparable. Attached for the Board's consideration is the Assessor's report and recommendation. a) Susan Brown Whistler, 6527 Drew Ave. N. North 5th Street (PID # 34-119-21-13- 0037) Assessor's Comments: Attached for your reference is the Assessor's property data sheet for this property and the following comments from the April 26th inspection: No basement design required functional depreciation along with some deferred maintenance for old windows. Recommended Motion: Motion to accept the Assessor's recommendation to reduce the assessed valuation from $172,000 to $124,000. Agenda Item 95 - Assessor's Report on Written Appeals The Assessors have met with each of the following appellants after a physical review of the property and market comparable, the following recommendations have been accepted by the appellants and are being provided for the Board's consideration: a)Charles Steinhaus, 7224 Aldrich Court (PID #25-119-21-31-0038) Assessor's Comments: Attached for your reference is the Assessor's property data sheet for this property which references a completed field review and an internal sales comparison. Recommendation: Motion to accept the Assessor's recommendation to reduce the assessed valuation form $245,000 to $230,000. b)Amy Juntunen, 4907 Wingard Place (PID # 28-119-21-42-0032) Assessor's Comments: An internal inspection referenced some characteristic changed to the basement area along with reflecting some functional depreciation for the market's reaction to the basement level kitchen and supported sales. Recommendation: Motion to accept the Assessor's recommendation to reduce the assessed valuation from $141,000 to $123,000. c)Diana O'Connor, 71169 1h Ave. N. (PID # 36-119-21-21-0119) Assessor's Comments: An interior inspection on April 201h and reference to the absence of sales to support the value increase to $264K with an internal sales analysis comparison. Recommendation: Motion to accept the Assessor's recommendation to reduce the assessed valuation from $264,000 to $254,000. d)Tony Yang, 5650 Lilac Drive N. (PID # 02-118-21-42-0032) Assessor's Comments: The property was originally adjusted upwards by the overall average commercial appreciation of 5%. Upon inspection, the improvement was to be in below average condition which suggested the average appreciation rate is too high. An income approach was performed to test the value and supported the lower revised value of $413,000. Recommendation: Motion to accept the Assessor's recommendation to reduce the assessed valuation from $425,000 to $413,000. e) Denny Walsh, 5701 Shingle Creek Parkway (PID # 02-118-21-23-0016) Assessor's Comments: The property was inspected after receiving a call from the owner. Income and expense information representative of the property was used to test the assessed value. The assessed value was found to be supported using an income approach. The owner declined to provide a recent appraisal of the property. The owner does not agree with this valuation and wishes to go to the County Board. Recommendation: Motion to recommend no change to the assessed valuation of $1,453,000. (This action enables the property owner the option of appealing the valuation to the County Board The following the written appeal was inadvertently over looked and not placed on the April 17 agenda: Attached is a copy of an email dated April 14, 2017 confirming an adjustment to the assessed valuation for the industrial property at 3800 50th Ave. N. 1) Kirt Woodhouse, 3800 50th Ave. N. (PID # 10-118-21-24-0002) Assessor's Comment: The property was originally adjusted upwards by the overall average industrial appreciation rate of 8%. Upon inspection, the improvement was found to suffer functional problems making the property below average in terms of desirability. An income approach was performed to test the value which supports a 4% increase from 2016 valuation. Recommendation: Motion to accept the Assessor's recommendation to reduce the assessed valuation from $4,259,000 to $4,069,000. g)Brooklyn Hotel Partners, LLC, 6300 Earle Brown Drive (PID # 35-118-21-43- 0018 Assessor's Comments: Recent hotel sales revealed that the area has experienced a 40% increase in valuations. The Assessor was contacted by Scott Rumin, representing Brooklyn Hotel Partners, LLC., and acknowledged that the 2016 valuation of $8,277,000 was low; but the increase to $11,898,000 was felt to be too high. No additional information supporting the appeal was available at the time this report Recommendation: Motion to recommend no change to the assessed valuation of $11,898,000. (This action enables the property owner the option of appealing the valuation to the County Board h)Konstantin Ginzburg, 5724 Logan Ave. N. (PID # 02-118-21-14-0105) Assessor's Comments: In reviewing the valuation changes approved by the Board at the April 17th meeting, the Assessor identified an error in how valuation for 5724 Logan Ave was calculated and is requesting the Board's reconsideration to correct the 2017 assessed valuation to $82,000. Attached is the property data sheet which references this twin home, built in 1981, to be in original condition and shows deferred maintenance with worn flooring, old siding, rood and windows. This additional deprecation resulted in the valuation change from $107,000 to $82,000 which is consistent in value to the basically identical unit at5728 Logan Ave which was recommended to be reduced to $80,000. Recommendation: Motion to accept the Assessor's recommendation to reduce the assessed valuation from $107,000 to $82,000. Agenda Item # 6 - Adjournment Recommendation: Motion to adjourn the 2017 Local Board of Appeal and Equalization Reconvene Meeting. DEPARTMENT OF REVENUE Local Board of Appeal and Equalization Certification Form for 2017 The Local Board of Appeal and Equalization (LBAE) must complete and sign this form for each meeting of the local board. Since all local boards are required to comply with the training and quorum requirements, this form must be completed even if no appeals are heard.
