CALL TO ORDER The Brooklyn Center City Council met as the Board of Appeal and Equalization and the meeting was called to order by Mayor Tim Willson at 7:00 p.m. 2. ROLL CALL Mayor Willson and Councilmembers Marquita Butler, April Graves, Kris Lawrence -Anderson, and Dan Ryan were present. Also present were City Manager Curt Boganey, Deputy City Manager Reggie Edwards, Business and Development Director Gary Eitel, and Deputy City Clerk Rozlyn Tousignant. Others present from Hennepin County were Robert Winge, Residential Appraiser Manager; Joshua Whitney, Appraiser; and Brett Hall, Commercial Appraiser. 3. LOCAL BOARD OF APPEAL AND EQUALIZATION (LBAE) CERTIFICATION FORM The Local Board of Appeal and Equalization Certification form was signed by the Board Members present. 4. QUESTIONS REGARDING THE LOCAL BOARD OF APPEAL AND EQUALIZATION DUTIES A PowerPoint Presentation on the 2016-2017 Assessment Year was provided by Hennepin County Appraiser Joshua Whitney. There were no questions regarding the Local Board of Appeal and Equalization duties. 5. APPEARANCES BY TAXPAYERS WITH APPOINTMENTS There were no taxpayers with appointments scheduled for this meeting. 6. APPEARANCES BY TAXPAYERS WITHOUT AN APPOINTMENT Timothy Moriarty, 800 58th Ave N. addressed the Board to inquire about the valuation of his property increasing by $17,000. 04/17/17 -1- Mayor Willson addressed Mr. Moriarty regarding the increase in the housing market. Councilmember Ryan illustrated the market rates of Brooklyn Center to the Metro area and the bounce back following the housing crash. Mr. Moriarty said he would think it over whether he would appeal his property valuation. Susan Brown Whistler, 6527 Drew Ave. N. addressed the Board to appeal the valuation of her home noting that there is a disparity between the Assessor's valuation of her home and a market analysis of her home. There was a brief discussion on the process of appealing a property value at the Local Board of Review, a property owner's right to continue an appeal process to the County Board, and clarification that the appeal relates to property valuation and the relationship of property valuation to next year's real estate taxes. The appeal was referred to the Assessor to schedule an interior inspection, with a written report and recommendation to be considered at the May 1, 2017, Board of Appeal and Equalization Reconvene meeting. 7. CONSIDERATION OF WRITTEN APPEALS The following written appeals were presented by the Assessor. The Assessors have met with each of the following appellants after a physical review of the property and market comparable; the following recommendations have been provided for the Board's consideration. a) D G Sannes & D K Swanson 7006 Willow Lane N. PID # 25-119-21-44-0005 Assessor's recommendation: A value reduction from $439,000 to $393,000. b) Konstantin Ginzburg 5724 Logan Ave. N. PID # 02-118-21-14-0105 Assessor's recommendation: A value reduction from $107,000 to $91,000. c) Konstantin Ginzburg 5728 Logan Ave. N. PID # 02-118-21-14-0104 Assessor's recommendation: A value reduction from $101,000 to $80,000. d) Madeline Rose Nolan 5508 Morgan Ave N. PID # 02-118-21-42-0116 Assessor's recommendation: A value reduction from $171,000 to $159,000. There was a motion by Councilmember Ryan, seconded by Councilmember Graves to accept the Assessor's recommendations for written appeals 7a -7d. 04/17/17 -2- Motion passed unanimously. There was consensus to accept the following written appeals and refer them to the Assessor for review and written recommendation to be considered at the May 1, 2017, Board of Appeal and Equalization Reconvene meeting. e) Amy Juntunen, 4907 Wingard Place (PID # 28-119-21-42-0032) f) Diana O'Connor, 711 69th Ave. N. (PID # 36-119-21-21-0119) g) Denny Walsh, 5701 Shingle Creek Parkway (PID # 02-118-21-23-0016) h) Tony Yang, 5660 Lilac Drive N (PID # 02-118-21-42-0032) i) Brooklyn Hotel Partners, LLC, 6300 Earle Brown Drive (PID # 35-118-21-43- 0018) 8. SET DATE OF LOCAL BOARD OF APPEAL AND EQUALIZATION RECONVENE MEETING There was a motion by Councilmember Ryan, seconded by Councilmember Lawrence -Anderson to set May 1, 2017, 6:00 p.m. for the Local Board of Appeal and Equalization Reconvene meeting. Motion passed unanimously. 9. RECESS There was a motion by Councilmember Ryan, seconded by Councilmember Lawrence -Anderson to recess the Local Board of Appeal and Equalization at 7:30 p.m. to May 1, 2017, 6:00 p.m. Motion passed unanimously. 04/17/17 -3- STATE OF MINNESOTA) COUNTY OF HENNEPIN) ss. Certification of Minutes CITY OF BROOKLYN CENTER) The undersigned, being the duly qualified and appointed City Clerk of the City of Brooklyn Center, Minnesota, certifies: 1. That attached hereto is a full, true, and complete transcript of the minutes of the Board of Appeal and Equalization of the City of Brooklyn Center held on April 17, 2017. 2. That said meeting was held pursuant to due call and notice thereof and was duly held at Brooklyn Center City Hall. 3. That the City Council adopted said minutes at its May 8, 2017, Regular Session.
