APRIL 24, 2017

CALL TO ORDER
The Brooklyn Center City Council met in Study/Work Session called to order by Mayor Tim
Willson at 6:00 p.m.
ROLL CALL
Mayor Tim Willson and Councilmembers April Graves, Kris Lawrence -Anderson, and Dan
Ryan were present. Councilmember Marquita Butler was absent and excused. Also present were
City Manager Curt Boganey, Deputy City Manager Reggie Edwards, Public Works Director/City
Engineer Steve Lillehaug, Director of Business and Development Gary Eitel, Deputy Director of
Building and Community Standards Jesse Anderson, City Attorney Troy Gilchrist, and Michaela
Kujawa-Daniels, TimeSaver Off Site Secretarial, Inc.
CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS
None at this time.
MISCELLANEOUS
City Manager Curt Boganey stated per consensus from the City Council at the last meeting, he
has prepared a draft letter for State Legislators regarding the City Council's opposition to any
legislation (HF 600/SF 580) that interferes with or preempts local governments' authority to
enact ordinances related to minimum wage or any other benefit, term of employment, working
condition, or attendance or leave policy that exceeds state or federal law. He stated if the City
Council is ready to move forward with this item, he suggests adding it to the regular agenda for
review and adoption this evening.
Mayor Willson stated he is good with adding this to the agenda and moving forward with it.
Councilmembers Ryan and Lawrence -Anderson agreed.
Councilmember Ryan stated he thinks it is inappropriate for the State to take control of these
local issues; the City should maintain control of their local issues.
It was the consensus of the City Council to add this item to the Regular Agenda this evening as
Item IOc.

DISCUSSION OF WORK SESSION AGENDA ITEMS AS TIME PERMITS
WATER TOWER NO.3 PAINTING PROJECT — MR. LILLEHAUG
Mr. Boganey introduced this item to the City Council. He stated if they would like to move
forward with this project, before having a logo chosen, he suggests painting the water tower off-
white. He stated choosing off-white will make it easier to add a logo later on.
Mayor Willson stated he is fine with painting the water tower off-white. He stated with the cost
to add the logo being $10,000, he wonders if they should have the current logo painted on it for
now and once a new logo is decided upon they can update it then. He stated his concern is it
could be awhile before there is a consensus on which logo to use and doesn't want the water
tower to be left plain for a long period of time. He noted they started the rebranding process in
October 2016, and they still have no consensus on a logo.
Councilmember Ryan stated like Maplewood has done, they could paint the tower and only put
the name of the City on it to save money for now.
Mayor Willson asked Mr. Boganey if they could have the City name put on the water tower now,
positioning it in a way that allows for the addition of the tagline later. Mr. Boganey deferred to
Deputy City Manager Reggie Edwards, who stated he believes they could do that and he will
confirm with the company doing the project. He noted that it would also depend on which tagline
they choose and what amount of space is needed to accommodate it.
Public Works Director/City Engineer Steve Lillehaug stated they don't need a logo or tagline at
this time, painting of the water tower won't happen until June, and the lettering will be the last
thing they put on it. He stated he recommends choosing the color now and then wait to see if
they come to a conclusion before the end of June, when they will need to make a decision to put
a new logo on it, leave it blank, put the old logo on it, or delay the project a while. He stated
delaying the project would likely add only $5,000 to the overall cost. He noted the only decision
the City Council needs to make this evening is what they would like the base color of the water
tower to be. Mayor Willson asked when the other two water towers are set to be updated and
painted. Mr. Lillehaug stated the next water tower is set to be done in 2018 and last one in 2020.
Mayor Willson stated having all the water towers with different logos on them is confusing. Mr.
Boganey stated all things with the current logo will be phased out over time and updated at
different times. He stated things like letterhead and business cards won't be thrown away, they
will continue to use the ones they have and will update them with the new logo once they need to
reorder. He noted that is typical in a rebranding process.
Councilmember Ryan asked about the pricing for the project. Mr. Lillehaug stated $30,000 is the
contract pricing which allows them to use up to three colors on the water tower without
additional costs. Councilmember Graves asked if the pricing varies between colors. Mr.
Lillehaug stated off-white may be slightly cheaper than the rest of the colors, but in general he
doesn't believe there is a cost difference.

Mayor Willson stated he is fine with painting it off-white for now so it doesn't conflict with any
logo choices down the line. Councilmember Ryan agreed.
It was the majority consensus of the City Council to direct staff to have water tower no. 3 painted
off-white.
BRANDING & IDENTITY CAMPAIGN — MR. EDWARDS
Deputy City Manager Reggie Edwards provided a presentation and background on this item. He
stated he is going to give the Councilmembers a response clicker which they will use to rank,
each item on the slides. Mr. Boganey stated the hope is to narrow down the list to one or two
things the City really wants the world to know about them. He stated the top ranked items will be
given to the graphic designers and they will have some ideas to work with.
Mr. Edwards provided response clickers to the Councilmembers and asked them to rank the
following items:
a. Location & Proximity
b. Diversity
c. Park Systems, Trails & Sidewalks
d. Quiet & Peaceful
Councilmember Graves asked if affordability would be coming up later in items for them to
rank. Mr. Edwards stated, it was not included but should be. Mr. Boganey stated he will add this
item and the Council can revisit this item in the Work Session later this evening.
Discussion of this item continued and reached conclusion at the April 24, 2017, Work Session.
ADJOURNMENT
Councilmember Ryan moved and Councilmember Graves seconded to close the Study/Work
Session at 6:40 p.m.
Motion passed unanimously.

The undersigned, being the duly qualified and appointed City Clerk of the City of Brooklyn
Center, Minnesota, certifies:
1. That attached hereto is a full, true, and complete transcript of the minutes of a
Study/Work Session of the City Council of the City of Brooklyn Center held on April 24,
2017.
2. That said meeting was held pursuant to due call and notice thereof and was duly held at
Brooklyn Center City Hall.
3. That the City Council adopted said minutes at its May 8, 2017, Regular Session.
