This trail project will be a parallel project occurring concurrently with the mill and overlay project. The proposed improvements for the 57th Avenue Regional Trail project include the conversion of the existing sidewalk to a 10- foot regional trail along the south side of 57th Avenue/County Road 57 from Logan Avenue to the Regional Mississippi River. The proposed assessments for the three roadways were calculated in accordance with the City’s Special Assessment Policy. Assessment Rate for Mill and Overlay Rehabilitation Projects: 2017 Assessment Rates for R1 properties: $1,401 Per Property 2017 Assessment Rates for R3 properties: based on front foot basis, divided by total number of units 2017 Assessment Rates for R4/R5/I/C properties: based on acreage with a “A” zone rate and a “B” zone rate 2017 Interest Rate: 3.5% 1.Pay in full - No interest between May 23 & Sept. 30, 2017 2.Pay in full from Oct. 1 to Nov. 22, 2017 with interest from Oct. 1 3.Pay in installments with property taxes over a 10-year period starting in 2018 Partial prepayments cannot be accepted If approved a follow up letter will be sent Estimated Payment Amount Note: These are only preliminary estimated amounts – these amounts will change dependent on when interest starts accruing. Approximate monthly payment ranges from $12 - $17. Preliminary Project Schedule Neighborhood Informational Meeting April 12, 2017 Council Receives Feasibility Report April 24, 2017 Conduct Public Hearing / Order Plans May 22, 2017 Approve Plans/Advertise for Bids June 12, 2017 Accept Bids/Award Project July 24, 2017 Begin Construction August 2017 Substantial Completion October 2017 Staff Recommendations: - Authorize Projects - Certify Special Assessments May 22, 2017 City of Brooklyn Center 57th Avenue Street Improvements and 2017 Pavement, Traffic Signal System and Trail Rehabilitation Improvements (69th Avenue and France Avenue) Logo and Tagline Options Logo Development Approach Council Work Session •It is recommended that the City Council consider the logo options and taglines developed for the Brooklyn Center Branding & Identity Campaign. •It is recommended that the Council consider establishing consensus on the selection of a City log and tagline. •In October, 2016 the City entered into an agreement with Vitalink Inc. to execute the City’s Branding & Identity Campaign. •In October, November and December 2016, Vitalink Inc. conducted a City Identity Survey and Focus group. •One Monday, January 23rd, the Council heard an update on the Branding & Identity Campaign from representatives of Vitalink, Inc. • On February 27th, the Council received a presentation by the Morris and Leatherman Company on the 2017 City Survey. During the presentation Mr. Peter Leatherman presented a graph depicting responses of residents of what they “liked most” about the City (see attachment for the complete list). •Vitalink, Inc. developed five logo and three message options, which were reviewed by the Council on January 23rd and February 13th. On February 13th, the Council narrowed the five logo options down to three for public review. At that time the Council directed staff to conduct a public review of the three logo and message options. •On April 10th, staff presented the results of the public review of the logo and message options per the direction of the Council. During the meeting Council directed staff to work with Vitalink in develop new logo options for consideration. •On April 24th and May 1st the Council listened to the presentation on and discussed the top themes and taglines for purposes of ranking and guiding the development of additional city logo options by Vitalink Inc. The Council ranked and reached consensus on the “themes” and “taglines”, which are as follows: •The City is a complex and dynamic first-ring suburban city with a high desire to project •The City is a very diverse city •The City desires to make known the physical assets and skilled human resource •The City desires to develop, execute, and coordinate the promotion of the City’s brand and image •The City desires to compete nationally and internationally LOGO SELECTION •To communicate location/proximity and/or affordable housing/living. •The two logos include some people in addition to the houses and directional approach. •The logos designed with some pop, adjusted to fit the messaging and added more pop/color. 1 2 3 4 6 5 7 8 TAGLINE SELECTION •Based on voter input “At the Center.” •Logos seldom stand alone •If keeping the existing tagline “A Great Place to Start, Great Place to Stay”, it is recommended to consider going with “A Great Place to Start” •Open Ended / Build Around •Stronger Focus Group Message of Affordable and Proximity (Start) •Strong Focus Group Message for Change •Is there a consensus of the Council regarding a City logo? •Is there a consensus of the Council regarding a City tagline?
