BOARD OF APPEAL AND EQUALIZATION RECONVENE
MAY 1, 2017

1.CALL TO ORDER
The Brooklyn Center City Council reconvened the Local Board of Appeal and Equalization and
the meeting was called to order by Mayor Willson at 6:00 p.m.
2.ROLL CALL
Mayor Willson and Councilmembers Marquita Butler, April Graves, Kris Lawrence-Anderson,
and Dan Ryan were present. Also present were City Manager Curt Boganey, Deputy City
Manager Reggie Edwards, Business and Development Director Gary Eitel and Deputy City
Clerk Rozlyn Tousignant.
Others present from Hennepin County were Robert Winge, Residential Appraiser Manager;
Joshua Whitney, Appraiser; and Brett Hall, Commercial Appraiser.
3.LOCAL BOARD OF APPEAL AND EQUALIZATION (LBAE)
CERTIFICATION FORM
The Local Board of Appeal and Equalization Certification form was signed by all Board
Members present.
4.ASSESSOR'S REPORT ON APPEALS PRESENTED AT THE APRIL 17TH
BOARD MEETING
Hennepin County Appraiser Robert Winge discussed that following the April 17, 2017, Local
Board of Appeal and Equalization meeting, staff from the Hennepin County Assessor's Office
met with each of the following appellants and arrived upon recommendations after a physical
review of the properties, along with a review of market comparables. Each of the following
appellants has agreed with the Assessor's recommendations:

Assessor's recommendation: A value reduction from $172,000 to $124,000.
Member Ryan moved and Member Graves seconded a motion to accept the Assessor's
recommendation to reduce the assessed valuation from $172,000 to $124,000. Motion passed
unanimously.

5. ASSESSOR'S REPORT ON WRITTEN APPEALS
The Assessors have met with each of the following appellants after a physical review of the
property and market comparable; the following recommendations have been provided for the
Board's consideration.

Assessor's recommendation: A value reduction from $245,000 to $230,000.
Member Graves moved and Member Lawrence-Anderson seconded a motion to accept the
Assessor's recommendation to reduce the assessed valuation from $245,000 to $230,000.
Motion passed unanimously.

Assessor's recommendation: A reduction in value from $141,000 to $123,000.
Member Ryan moved and Member Graves seconded a motion to accept the Assessor's
recommendation to reduce the assessed valuation from $141,000 to $123,000. Motion passed
unanimously.

Assessor's recommendation: A reduction in value from $264,000 to $254,000.
Member Lawrence-Anderson moved and Member Ryan seconded a motion to accept the
Assessor's recommendation to reduce the assessed valuation from $264,000 to $254,000.
Motion passed unanimously.

Member Ryan moved and Member Graves seconded a motion to accept the Assessor's
recommendation to reduce the assessed valuation from $425,000 to $413,000. Motion passed
unanimously.

Assessor's recommendation: No change to the assessed valuation of $1,453,000.
Member Butler moved and Member Graves seconded a motion to accept the Assessor's
recommendation of no change to the assessed valuation of $1,453,000. Motion passed
unanimously.

Member Butler moved and Member Ryan seconded a motion to accept the Assessor's

passed unanimously.

Member Lawrence-Anderson moved and Member Graves seconded a motion to accept the
Assessor's recommendation of no change to the assessed valuation of $11,898,000. Motion
passed unanimously.

Assessor's recommendation: A reduction in value from $107,000 to $82,000.
Member Ryan moved and Member Graves seconded a motion to accept the Assessor's
recommendation to reduce the assessed valuation from $107,000 to $82,000. Motion passed
unanimously.
6. ADJOURN
There was a motion by Councilmember Graves and seconded by Councilmember Butler, to
adjourn the Local Board of Appeal and Equalization at 6:20 p.m.
Motion passed unanimously.

The undersigned, being the duly qualified and appointed City Clerk of the City of Brooklyn
Center, Minnesota, certifies:
1.That attached hereto is a full, true, and complete transcript of the minutes of the Board of
Appeal and Equalization Reconvene of the City of Brooklyn Center held on May 1, 2017.
2.That said meeting was held pursuant to due call and notice thereof and was duly held at
Brooklyn Center City Hall.
3. That the City Council adopted said minutes at its May 22, 2017, Regular Session.
