HomeMy WebLinkAbout1997-053 CCRMember I<A)een L&rmDd j introduced the following resolution and moved its adoption: RESOLUTION NO. q 7-53 RESOLUTION CALLING FOR A PUBLIC HEARING BY THE CITY ON MODIFICATIONS OF THE TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 3 WHEREAS, the Economic Development Authority in and for the City of Brooklyn Center ("Authority") administers Housing Development and Redevelopment Project No. 1 and Tax Increment Financing District No. 3 ("TIF District") within the Housing Development and Redevelopment Project No. 1, pursuant to Minnesota Statutes, Sections 469.090 to 469.1081 and Sections 469.174 to 469.179 (collectively, the "Acts"); and WHEREAS, due to significant property value changes within the TIF District, the City Council has determined to consider modifications to the Tax Increment Financing Plan ("TIF Plan") for the TIF District and to hold a public hearing thereon in accordance with the Minnesota Statutes, Section 469.175. NOW, THEREFORE, BE IT RESOLVED by the City Council (the "Council") of the City of Brooklyn Center, Minnesota, (the "City") as follows: 1. Public Hearing. This Council shall meet on Monday, April 28, 1997, at 7 p.m. or as soon thereafter as the matter may be heard to hold a public hearing on the proposed modifications of the TIF Plan, all pursuant to and in accordance with Minnesota Statutes, Sections 469.174 to 469.179, inclusive, as amended, in an effort to encourage the development and redevelopment of certain designated areas within the City; and 2. Notice of Hearing; Filing of Program. The City Manager is authorized and directed to engage the services of legal and financial firms to review and advise on the modified plan, to prepare the modifications to the TIF Plan and to forward the documents to the appropriate taxing jurisdictions, including Hennepin County and Independent School District Nos. 11, 279, 281, and 286. The City Clerk is authorized and directed to cause notice of the hearing, together with an appropriate map as required by law, to be published in the official newspaper of the City not later than ten days prior to April 28, 1997, and to place a copy of the proposed modifications to the TIF Plan on file in the City Clerk's Office at City Hall and to make such copy available for inspection by the public.
