CALL TO ORDER
The Brooklyn Center City Council/Economic Development Authority (EDA) met in Work
Session called to order by Mayor/President Pro Tem Dan Ryan at 7:42 p.m.
ROLL CALL
Mayor/President Pro Tem Dan Ryan and Councilmembers/Commissioners Marquita Butler,
April Graves, and Kris Lawrence -Anderson were present. Mayor/President Tim Willson was
absent and excused. Also present were City Manager Curt Boganey, Deputy City Manager
Reggie Edwards, City Attorney Troy Gilchrist, and Michaela Kujawa-Daniels, TimeSaver Off
Site Secretarial, Inc.
COMMUNITY DIALOGUE — DEPUTY CITY MANAGER
Deputy City Manager Reggie Edwards provided background and stated the purpose of this item.
He proposed a few dates and times for having the town hall/community dialogue meeting for the
City Councilmembers/Commissioners to choose to move forward with getting it scheduled. He
stated it will be held in Constitution Hall or Cohen Hall depending on the amount of people
attending. He stated the purpose of the forum is for residences to voice their thoughts and ideas.
Councilmember/Commissioner Graves stated she would like to know more about the wall of
issues and journaling. Mr. Edwards stated it is a way to get people thinking and it's a way to
capture their thoughts. He stated it will be like putting white paper on the walls and they can
come in and write an idea or thought about their concerns on it. He stated journaling is just a way
for people to get their thoughts flowing. Councilmember/Commissioner Graves asked who might
be the facilitator. Mr. Edwards stated they don't have anyone in mind yet.
Councilmember/Commissioner Graves stated the Youth Council does an excellent job and they
would bring the youth perspective to the meeting.
Councilmember/Commissioner Butler stated she likes the wall of issues and has done it at her
work place in the past. She stated using post it notes is a good way of doing that. She asked if
City officials will be there to help answer specific questions, like ones about the water, and how
they plan to invite community members to the event. She noted she is out of town for a family
reunion and could only attend on Tuesday if they use the dates provided by Mr. Edwards.

Mayor/President Pro Tem Ryan stated it is a perpetual issue where people are asking why they
aren't getting answers right away, so having someone there to help answer the questions from
residents would be a good idea so they can get answers right then. He stated his recent
experience with Congressman Keith Ellison has been great, he thinks it's important to have a
good moderator and lay out the rules to be respectful and keep a good tone for the meeting. He
stated he has an issue with July 27, and noted Councilmember/Commissioner Graves is also
supposed to be at an event on that date.
Mr. Boganey stated having staffing present is okay, but he stated it will be difficult to know
which staff would be the most appropriate. He stated maybe for the first one they limit staff to
Mr. Edwards, himself, and the Communication Coordinator. He noted they may not be able to
answer all the questions but they will be able to give general answers and assure people they will
get a quick response for them.
Mayor/President Pro Tem Ryan stated Mr. Boganey has a good point, and stated if Mr. Boganey
can be there that will be helpful and they will be confident in the fact they will receive a timely
response. Mr. Boganey stated the first session will be a learning experience and then they will
know how to proceed in the future sessions.
Councilmember/Commissioner Lawrence -Anderson stated she agrees they need to be respectful
of staff time, and having follow up for answers would be sufficient. She stated maybe they could
have the sessions over 2-3 weeks breaking the ideas up to make sure not to lose the population to
vacation times. Mr. Edwards stated she has a good point.
Mayor/President Pro Tem Ryan stated after the meetings it will be up to the City Council/EDA
to determine which issues are the most widely concerned issues to act on. He stated he is pleased
to move forward with these sessions.
Councilmember/Commissioner Butler asked how they will be reaching out to the community.
She stated using Facebook Friends page, the City website, and the sign scroll would be great
ways to get the information out in the community. Mr. Edwards stated the Sun -Post Newspaper
and reaching out to organizational leaders as well would be good ways to reach people.
Mr. Edwards stated it is important to remember this is a process and we will need to be
consistent and follow through and make sure everyone has an opportunity to come and voice
their thoughts. Mr. Boganey stated he likes the idea Councilmember/Commissioner Lawrence -
Anderson expressed about having the sessions spread out a few weeks. Mr. Boganey stated the
dates are July 25, August 5, and August 22' which they will plan to hold the sessions on and they
will keep the times previously identified.

Anderson seconded adjournment of the City Council/Economic Development Authority Work
Session at 8:16 p.m.

The undersigned, being the duly qualified and appointed City Clerk of the City of Brooklyn
Center, Minnesota, certifies:
1. That attached hereto is a full, true, and complete transcript of the minutes of a Work
Session of the City Council of the City of Brooklyn Center held on June 26, 2017.
2. That said meeting was held pursuant to due call and notice thereof and was duly held at
Brooklyn Center City Hall.
3. That the City Council adopted said minutes at its July 10, 2017, Regular Session.
