HomeMy WebLinkAbout2017 04-20 CHCMBrooklyn Center Charter Commission Meeting Minutes April 20, 2017 Called to order by Chair Mark Goodell at 6:31 p.m. Chair Goodell asked for introductions since there were many new Commissioners. Roll Call: Chair Mark Goodell called the roll. Present: • Mawuli Blabuh • Donald Bumgarner • Gail Ebert • Kathryn Ellgren • Michael Elliott • Mark Goodell • Charlene Johnson • Robert Marvin (arrived at 6:36 p.m.) • Mary O’Connor • Beverly Rieschl • Abraham Rizvi • Judy Thorbus (arrived at 6:45 p.m.) • Susan Warner • Mark Yelich Absent and Excused: • Stanley Leino Present were Mark Goodell, Donald Bumgarner, Mary O’Connor, Beverly Rieschl, Mawuli Blabuh, Gail Ebert, Kathryn Ellgren, Michael Elliott, Charlene Johnson, Abraham Rizvi, Susan Warner, and Mark Yelich. Robert Marvin arrived at 6:36 p.m. Judy Thorbus arrived at 6:43 p.m. Stan Leino was absent and excused. Adoption of Agenda: The agenda was adopted as amended by adding an addition to Old Business with a motion by Mark Yelich and a second by Robert Marvin. Motion passed. Consideration of Minutes: The January 19, 2017, minutes were adopted with a motion by Robert Marvin and a second by Gail Ebert. Motion passed. Old Business: a. Joint Commission Meeting Recap: Robert Marvin represented the Charter Commission at the Joint City Council/Commission meeting on April 5, 2017. He received information from Mayor Tim Willson and City Manager Curt Boganey that to follow the Open Charter Commission -2- 04/20/2017 Meeting Law our members can't email to more than 8 of our members or lobby individually more than 8 of our members. Mark Yelich said one way communication is OK but we should not ask for responses to emails. Chair Goodell will get further clarification on this issue. b. Review feedback from City staff and City Attorney on Commission inquiry regarding legal research about voter assistance during elections: Chair Mark Goodell wrote to City Manager Curt Boganey and City Attorney Troy Gilchrist about elections. He got no information in the answers. The Commissioners discussed the issue. Chair Goodell made a motion and it was seconded by Gail Ebert to ask the City and County why "agent of candidate" is not in the Brooklyn Center Election Handbook. The motion passed. c. Election of Vice-Chair: Don Bumgarner nominated Robert Marvin and it was seconded by Charlene Johnson. Gail Ebert nominated Mark Yelich and it was seconded by Judy Thorbus. Paper ballots were handed out. Mark Yelich won the election. Judy Thorbus reported that she asked the City Clerk for the audit of the Charter Commission. Chair Goodell received the audit from the City Clerk but forgot to bring it. The meeting adjourned at 7:44 p.m. with a motion by Abraham Rizvi and a second by Gail Ebert. Motion passed.
