HomeMy WebLinkAbout2017 07-10 EDAM Regular Session07/10/17 -1- MINUTES OF THE PROCEEDINGS OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JULY 10, 2017 CITY HALL – COUNCIL CHAMBERS 1. CALL TO ORDER The Brooklyn Center Economic Development Authority (EDA) met in Regular Session called to order by President Tim Willson at 7:28 p.m. 2. ROLL CALL President Tim Willson and Commissioners Marquita Butler, April Graves, Kris Lawrence- Anderson, and Dan Ryan. Also present were Executive Director Curt Boganey, Deputy City Manager Reggie Edwards, Director of Business and Development Gary Eitel, Police Chief Tim Gannon, City Attorney Troy Gilchrist, and Carla Wirth, TimeSaver Off Site Secretarial, Inc. 3. APPROVAL OF AGENDA AND CONSENT AGENDA Commissioner Graves moved and Commissioner Ryan seconded to approve the Agenda and Consent Agenda, and the following item was approved: 3a. APPROVAL OF MINUTES 1. May 22, 2017 – Regular Session Motion passed unanimously. 4. COMMISSION CONSIDERATION ITEMS 4a. RESOLUTION NO. 2017-07 APPROVING A FIRST AMENDMENT TO THE CONTRACT FOR DEVELOPMENT FOR THE PROPERTY LOCATED AT 6250 EARLE BROWN DRIVE Director of Business and Development Gary Eitel introduced the item, discussed the history, and stated the purpose of the proposed resolution to amend the Contract for Development for the property at 6250 Earle Brown Drive to revise the commencement date for construction to start from December 15, 2016, until November 15, 2017, and substantial completion no later than October 30, 2018. Mr. Eitel stated this amendment was drafted by the City Attorney and already approved by Harshal Patel, owner and developer of the Fairfield Inn and Suites Hotel. 07/10/17 -2- Executive Director Curt Boganey clarified the amendment changes the start date but the date of completion is the same as in the original agreement. Mr. Eitel explained it is a 9- to 10-month process to construct this hotel. Commissioner Ryan moved and Commissioner Lawrence-Anderson seconded to adopt RESOLUTION NO. 2017-07 Approving a First Amendment to the Contract for Development for the Property Located at 6250 Earle Brown Drive. Commissioner Ryan stated he is pleased to see this project is moving forward. Motion passed unanimously. Top Golf Timing Update President Willson stated he has been asked about the timing for when Regal goes out of operation and Top Golf moves forward with construction. Mr. Eitel stated there was a conference call this morning with Top Golf regarding the process to put together the final plat. They anticipate closing on September 14, 2017, and demolition to start on September 15, 2017. Mr. Boganey cautioned that every date is fluid. 5. ADJOURNMENT Commissioner Graves moved and Commissioner Ryan seconded adjournment of the Economic Development Authority meeting at 7:37 p.m. Motion passed unanimously.
