moved its adoption:
RESOLUTION NO. 2017-136
RESOLUTION AUTHORIZING ADVANCE FROM THE MUNICIPAL STATE
AID (MSA) STREET FUND TO SUPPLEMENT STATE AID
CONSTRUCTION ACCOUNT FUNDS
WHEREAS, the City of Brooklyn Center is planning to implement Municipal
State Aid Street Project(s) in 2017 which will require State Aid funds in excess of those available
in its State Aid Construction Account; and
WHEREAS, said municipality is prepared to proceed with the construction of said
project(s) through the use of an advance from the Municipal State Aid Street Fund to supplement
the available funds in their State Aid Construction Account ; and
WHEREAS, the advance is based on the following determination of estimated
expenditures:
Account Balance as of 8/31/17 $101,224
Less estimated disbursements:
Project: 109-101-005 63 Ave (2,583,849)
Project: 109-102-002 Wangstad (465,487)
Project: 106-121-066 Freeway Blvd (258,524)
Project: Evergreen Park Area (680,000)
Project: 57th Ave Pavement Rehab (330,000)
Project: 69th Ave Mill & Overlay (640,000)
Project: France Ave Mill and Overlay (230.000)
Project: Traffic Signal 69th and France (155,000)
Total Estimated Disbursements (5,342,860)
Amount in excess of account balance (5,241,636)
Advance requested (maximum)$4,000,000
and
WHEREAS, repayment of the funds so advanced will be made in accordance
with the provisions of Minnesota Statutes 162.14, Subd. 6 and Minnesota Rules, Chapter
8820.1500, Subp. 10b; and
WHEREAS, the Municipality acknowledges advance funds are released on a
first-come-first-serve basis and this resolution does not guarantee the availability of funds.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center, Minnesota, that That the Commissioner of Transportation be and is hereby
requested to approve this advance for financing approved Municipal State Aid Street Project(s)
of the Municipality of City of Brooklyn Center in an amount up to $4,000,000. 1 hereby
RESOLUTION NO. 2017-136
authorize repayments from subsequent accruals to the Municipal State Aid Street Construction
Account of said Municipality from future year allocations until fully repaid.

The motion for the adoption of the foregoing resolution was duly seconded by member
Dan Ryan
and upon vote being taken thereon, the following voted in favor thereof:
Tim Willson, Marguita Butler, April Graves, and Dan Ryan
and the following voted against the same: none
whereupon said resolution was declared duly passed and adopted.
