Chairperson's Explanation The Planning Commission is an advisory body. One of the Commission's functions is to hold public hearings. In the matters concerned in these hearings, the Commission makes recommendations to the City Council. The City Council makes all final decisions in these matters. 6. Planning Items a) HOM Furniture Inc. / Gatlin Development Planning App. No. 2017-007 Property Address: 2501 County Rd. 10 (former Kohl’s) PUBLIC HEARING Consideration of a revision to the PUD Amendment No. 8 to the 2011 Shingle Creek Crossing Planned Unit Development to include the storm water management improvements of a bio-infiltration pond and to provide HOM Furniture, Inc., the flexibility to use alternate development concepts in the future marketing and development of the two commercial pad sites identified in PUD No.8 for varying building sizes for commercial retail, restaurant, and office uses with the provision that they meet the PUD’s parking standards. Requested Planning Commission Action: • Direct Staff to present Updated Planning Report; • Motion to Re-Open Public Hearing; take public input; • Commission discuss requested item with City Staff and Applicant; and • Motion to adopt Planning Commission Resolution No. 2017- PLANNING COMMISSION AGENDA CITY OF BROOKLYN CENTER SEPTEMBER 14, 2017 b) Brooklyn Center Economic Development Authority Planning Application No. 2017-006 Property Address: 5301 James Avenue North 5301 James Avenue North was a foreclosed home in a blighted condition that was acquired by the Economic Development Authority (EDA) of Brooklyn Center in 2009 through the City’s Remove & Rebuild Program. This 50 foot wide corner lot is now being considered for sale for the construction of a new owner occupied single family dwelling that requires a 5 foot variance from the 15 foot corner street setback. Requested Planning Commission Action; • Direct Staff to present Planning Report; • Motion to Open Public Hearing; take public input; • Commission discuss requested item with City Staff and Applicant; and • Motion to adopt Planning Commission Resolutions No. 2017- 7. Adjournment PC Minutes 08-17-17 -1- DRAFT MINUTES OF THE PROCEEDINGS OF THE PLANNING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA AUGUST 17, 2017 1. CALL TO ORDER The Planning Commission meeting was called to order by Chair Christensen at 7:02 p.m. 2. ROLL CALL Chair Randall Christensen, Commissioners Alexander Koenig, Jack MacMillan, Stephen Schonning, Rochelle Sweeney, Susan Tade and Abraham Rizvi were present. Also present were Director of Business & Development Gary Eitel, and Interim Planning Assistant Angel Smith. 3. APPROVAL OF AGENDA There was a motion by Commissioner Koenig, seconded by Commissioner MacMillan, to approve the Planning Commission Meeting Agenda. The motion passed unanimously. 4. APPROVAL OF MINUTES – JULY 27, 2017 There was a motion by Commissioner Rizvi, seconded by Commissioner Schonning, to approve the minutes of the July 27 , 2017, meeting as submitted. PLANNING APPLICATION ITEMS None at this time. 7. DISCUSSION ITEMS a) 2018-2020 Strategic Plan (Targeted Redevelopment) Mr. Eitel provided a brief overview of the development of the City Council’s strategic plan for 2018-2020 which includes six strategic priorities: Enhanced Community Image; Resident Economic Stability; Inclusive Community Engagement; Targeted Redevelopment; Safe, Secure, PC Minutes 08-17-17 -2- DRAFT Stable Community; and Key Transportation Investments. The strategic priority that Planning is most directly involved with is Targeted Redevelopment which includes three redevelopment areas: • The Opportunity Site Redevelopment is inviting, attractive, and vibrant. o The target is a redevelopment of a variety of housing conforming to the City’s vision. • The 57th & Logan Avenue Site Redevelopment is inviting, attractive, and mixed-use site. o The target is a redevelopment of 20,000-square feet of retail and 50 residential units by 2020. • The former Jerry’s Food Site (4acres) is redeveloped. o The target is a redevelopment conforming to the City’s vision for this area. The strategic planning also included Strategic Initiatives for each of the targeted redevelopment sites and the preparation of action plans. The action plans for Target Redevelopment include the development of Economic Principal Plan and Master Development Plan for each site. b) Comprehensive Planning • Update of the Socio-Economic Conditions Mr. Eitel noted that the data included in the Socio-Economic Conditions will be used to update the City’s demographics and household information and that the consultant is working on updating the Plan’s mapping and background information. The update will utilize the results of the recent Citizen’s survey and it is the City’s intention to work on a strategy to provide an ongoing outreach program to communicate with residents. 8. OTHER BUSINESS 8a) Update on the Planning Application for the August 31st Agenda 8a1) Regal Retail Shops – 615 66th Avenue - PUD Amendment 8b) Update on Planning Applications for the September 14th Agenda 8b1) HOM Furniture PUD Amendment 8b2) Establishing front yard setback for 5301 James Avenue North Chair Christensen inquired about the City’s Sign Ordinance and regulations relating to business portions, such as sandwich boards to advertise specials. Mr. Eitel stated they are working on a business inventory within the City’s community and neighborhood centers that will include photographs of existing building signage and free standing signs. The review of this inventory would also provide an opportunity for the Commission to review how the City’s sign standards could be used to promote business opportunities for existing and new businesses. The Emergency Community Help Organization (ECHO) provides emergency food assistance for people in Blue Earth County and North Mankato. ECHO began in 1981 in a church basement and was intended for short-term food assistance to people in the Mankato area. Since then, ECHO has relocated several times to larger facilities to ac- commodate the growing need for food assistance. Today, ECHO distributes 130,000 pounds of food to about 1,700 households every month! Over the past eight years, the conference food/fund drive has raised $7,000 in support of needy individuals and families. This year, the Chapter has set a goal to raise $1,500 for families in need. Please consider showing your support by donating to this wonderful cause! 96% of the money donated to ECHO is used to purchase and distribute food for local residents, and your contribution can be a part of this! In support of this effort, APA MN will be holding a prize raffle for those who donate. The raffle will take place Thursday evening after the key- note speaker.  Raffle tickets will be available throughout the conference. APA MN, ECHO, and hungry families thank you for your donations!
