IJfs1IJhkUah1l Commissioner Graves moved and Commissioner Lawrence-Anderson seconded to adjourn the Housing and Redevelopment Authority meeting at 7:31 p.m. Motion passed unanimously. 12/05/16 -2- DRAFT S S 0 DATE: September 25, 2017 TO: Curt Boganey, City Manage FROM: Nathan Reinhardt, Finance Director SUBJECT: HRA Preliminary 2018 Property Tax Levy and Budget Recommendation: It is recommended that the Housing Redevelopment Authority consider approval of two resolutions setting the 2018 preliminary property tax levy and budget. Background: The HRA property tax is calculated by determining 0.0185% of the taxable market value of the City. This calculation is the maximum established under Minnesota Statutes 469.033. For 2018, the proposed levy of $345,978 is a $16,899 (5.14%) increase over the 2017 amount. The increase is a result of the increase in total taxable market value of the City. All proceeds from this property tax levy are transferred to the Economic Development Authority of the City of Brooklyn Center. Budget Issues: The proposed 2018 HRA levy will provide funding for housing and economic activities within the City of Brooklyn Center. Strategic Priorities: Targeted Redevelopment Mission: Ensuring an attractive, clean, safe, inclusive conununity that enhances the quality of life for all people and preserves the public trust Commissioner introduced the following resolution and moved its adoption: HRA RESOLUTION NO.__________ RESOLUTION ADOPTING THE PROPOSED BUDGET AND ESTABLISHING A PRELIMINARY PROPERTY TAX LEVY PAYABLE IN 2018 FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN CENTER, MINNESOTA WHEREAS, the Housing and Redevelopment Authority of Brooklyn Center, Minnesota pursuant to the provisions of Minnesota Statutes Chapter 469.033 has the power to levy and collect taxes WHEREAS, Minnesota Statutes require that the preliminary property tax levy be provided to the Hennepin County Auditor no later than September 30, 2017 for taxes payable in calendar year 2018; and NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of Brooklyn Center, Minnesota that a special tax is hereby levied on all taxable real and personal property within the City of Brooklyn Center at the rate of 0.0185% of the total market value of real and personal property situated within the corporate limits of the City of Brooklyn Center that is not exempted by law. BE IT FURTHER RESOLVED that the property tax levied under this resolution be used for the operations and activities of the Housing and Redevelopment Authority of Brooklyn Center, Minnesota pursuant to Minnesota Statutes Chapter 469.001 to 469.047. Commissioner introduced the following resolution and moved its adoption: HRA RESOLUTION NO RESOLUTION APPROVING THE PRELIMINARY BUDGET FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN CENTER, MINNESOTA PURSUANT TO MINNESOTA STATUTES CHAPTER 469 WHEREAS, the Housing and Redevelopment Authority of Brooklyn Center, Minnesota has considered the preliminary budget for Fiscal Year 2018. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of Brooklyn Center, Minnesota that revenues and appropriations for the Housing and Redevelopment Authority are hereby adopted as follows: Housing and Redevelopment Authority Revenues Property Taxes $ 345,978 Total Housing and Redevelopment Authority S 345.978 Appropriations Transfer to EDA Fund $ 345,978 Total Housing and Redevelopment Authority $ 345.978 September 25, 2017 Date Chair The motion for the adoption of the foregoing resolution was duly seconded by Commissioner and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted.
