CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND STATE OF MINNESOTA
REGULAR SESSION
September 19, 2017
COUNCIL COMMISSION ROOM
CALL TO ORDER
The Brooklyn Center Housing Commission was called to order by Vice Chairperson Pagnac at 7:07
p.m.

Also present was Staff Liaison Jesse Anderson and Council Liaison Kris Lawrence-Anderson.
APPROVAL OF AGENDA
There was a motion by Commissioner Amdahl and seconded by Commissioner Nelson to
approve the agenda as amended. The motion passed.
APPROVAL OF MINUTES –
There was a motion by Commissioner Amdahl and seconded by Commissioner Nelson to
approve the minutes of the Housing Commission meeting on April 18, 2017. The motion
passed.
NEW NEIGHBOR PROGRAM UPDATE -
The winter and spring list was completed in August. Approximately 266 were delivered. There are
about 137 new owners from June through August. The commission will plan for October 7, 2017
10am to 2pm and October 21, 2017. City Staff will provide the list and assembled bags.
NEW NEIGHBOR BUSINESS PROMO POLICY-
Staff Liaison Anderson provided an update from the discussion at the Council meeting where the
Business Promo Policy was approved by council.
Commissioner Pagnac suggested it be advertised put on the city website.
Commissioner Johnson: We should go to BCBA to solicited companies to participate.

Council Liaison Lawrence-Anderson: The BCBA meetings are on the 4th Thursday.
Staff Liaison Anderson: Would you like staff to create a form to solicit for coupons?
Commissioner Amdahl: We should consider the October BCBA meeting so that a form can be
provided.
COUNCIL LIAISON REPORT
Council Liaison Lawrence-Anderson provided and updated. Council approved preliminary levy for
2018. It can still be reduce but not increased. The levy is set for 5.4% increase. Market value are up
and most individual property owners will not see an increase. The median home is valued at
$167,000. Top Golf has been a popular discussion. Top Golf will bring 400 jobs with a wide range
in pay scale and many of those jobs have a competitive pay. This will be a destination venue and
will bring people from all over Minnesota.
Council Approved self-storage at 57th and Logan. It is a good location with easy access to the
highway.
Commissioner Johnson: How was Earl Brown Days?
Council Liaison Lawrence-Anderson: It went well, however the lion’s revenue is down.
Council Liaison Lawrence-Anderson: Council is looking at an ordinance for pan handling.
Commissioner Johnson: What about a solicitation license?
Council Liaison Lawrence-Anderson: It is being looked at; however it would include Girls Scouts,
Boy Scouts, lemonade stands, etc.
Commissioner Pagnac: Panhandling is everywhere; it’s not just a Brooklyn Center problem.
Council Liaison Anderson: The Council is considering signage that would be educational relating
donating. Also, the Council is looking at a program with CEAP and Luther that would offer jobs to
panhandlers. However, some may choose not to work.

There was no other business addressed by the Commission.
ADJOURNMENT
There was a motion by Commissioner Johnson and seconded by Commissioner Amdahl to
adjourn the meeting. The motion passed. The Brooklyn Center Housing Commission adjourned
at 7:57 p.m.

Partner with us in our New Neighborhood Bag welcoming initiative.
This program welcomes new neighbors to the City of Brooklyn Center. The Brooklyn Center
Housing Commission fills and delivers bags with community information, and coupons, to
help engage and welcome our new residents. We hope to encourage residents in Brooklyn
Center to eat and shop in the City. There is no cost to you to participate and there is no
deadline to join. Join anytime!
Coupon Policy
Open to any business or service
provider in Brooklyn Center (or who
provides that service in Brooklyn Center),
subject to the following terms:
1. Coupon must be for a completely
free item or service. There cannot
be strings attached, no purchase
or contract for service required for
a resident to obtain the free item.
For example, “Come in for a free
pizza at Business X, no purchase
necessary” would be acceptable; an
offer that would NOT be acceptable
would be “Buy one entrée, get one
free.” Coupon may specify, “One
free item per household” or other
quantity limits as business deems
appropriate.
2. Coupons cannot have an expiration
date.
3. No other forms of advertisement or
independent marketing materials
will be accepted for the New Neighbor-
hood Bags.
Size and Design
We will design, print, and distrib-
ute the coupon for you. Coupons
will be an uniform size (4.25”x
5.5”) and printed on cardstock.
