HomeMy WebLinkAbout2017 10-17 PRM MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION OCTOBER 17, 2017 COMMUNITY ROOM #221, COMMUNITY CENTER CALL TO ORDER Chair Sorenson called the meeting to order at 7:00 pm. ROLL CALL Chair Sorenson and Commissioners Bonovsky, Dalton, Ebert, Shinnick, Thorbus and Witalka were present. Also present was City Council Liaison April Graves, resident Barb Jensen and Community Activities, Recreation & Services Director Jim Glasoe. APPROVAL OF AGENDA Chair Sorenson asked if there were any additions or changes to the proposed agenda. By consensus, the agenda was approved as presented. APPROVAL OF MINUTES – September 19, 2017 There was a motion by Commissioner Witalka, seconded by Commissioner Ebert to approve the minutes of the September 19, 2017 meeting of the Park & Recreation Commission as presented. The motion passed unanimously. COUNCIL LIAISON REPORT Councilmember Graves reported the City Council had completed the last of their budget study session’s, with the review of the Enterprise & Utility budgets. Councilmember Graves noted an increase in liquor sales as a result of Sunday sales and modest improvement with Centerbrook golf course operations. Councilmember Graves shared that she had met with the Brooklyns Youth Council to discuss ways to include youth voice in the decision making process. Councilmember Graves also reported progress on the Highway 252 corridor study, including a grant application for federal funding. DOG PARK- Discussion CARS Director Glasoe noted there had been conversations regarding this issue at previous meetings and was looking for Commission direction on potentially adding this issue to a future agenda. Mr. Glasoe noted the Commission had discussed the topic in 2003 and again in 2005. CARS Director Glasoe also passed out a map of the existing dog park facilities adjacent to Brooklyn Center. The Commission discussed potential sites for a dog park, park amenity expectations and potential costs. After discussion, there was no consensus to add this to a future agenda. PARKS RECYCLING Commissioner Dalton noted her intent with this item was to encourage the placement of additional recycling containers in the parks. Commissioner Dalton noted the response from Parks & Streets Maintenance Supervisor Todd Berg was sufficient, but added that securing the containers was critical. The Commission then discussed Mr. Berg’s intent to purchase a trash hauling truck and the efficiencies that would be created. After some conversation, Commissioner Dalton made a motion, seconded by Commissioner Shinnick to support the purchase of the new truck. The motion passes unanimously. 2018-2032 PARKS CAPITAL IMPROVEMENTS PLAN CARS Director Glasoe noted this item had been on the September agenda and that he would be looking for a specific recommendation on the parks CIP plan at tonight’s meeting. After some discussion, there was a motion by Commissioner Witalka, seconded by Commissioner Dalton to recommend the City Council approve the proposed 2018-2032 parks portion of the Capital Improvements Plan as written. The motion passed unanimously. THREE RIVERS PARK DISTRICT- FITNESS PLAY POD CARS Director Glasoe reported that, as requested, he had conversations with representatives from National Fitness Court regarding the Commissions questions concerning cold weather installations and equipment replacement costs. Mr. Glasoe noted the group had responded that they had no current cold weather installations, as the “pilot” project was just installed in late 2015 and that equipment replacements should be minimal, as there are very few moving parts. CARS Director Glasoe added the National Fitness staff indicated their largest maintenance expense had been pressure washing the court surface. Mr. Glasoe added that, if the Commission was not in favor of the Fitness Court option, Three Rivers Park District would still be moving forward with their planned “play node” installation adjacent to the Shingle Creek Trail in the area of Centennial Park. After some conversation, Commissioner Bonovsky made a motion, seconded by Commissioner Thorbus to direct Three Rivers Park District to move forward with their original “play node” installation. The motion passes unanimously. SET NEXT MEETING DATE By consensus, the next meeting of the Park and Recreation Commission was set for November 21, 2017 at 7:00 p.m. MEETING ADJOURNED A motion was made by Commissioner Shinnick, seconded by Commissioner Thorbus to adjourn the meeting at 7:51 p.m. The motion passed unanimously.
