Approval of Agenda and Consent Agenda —The following items are considered to be routine by the Housing and Redevelopment Authority (HRA) and will be enacted by one motion. There will be no separate discussion of these items unless a Commissioner so requests, in which event the item will be removed from the consent agenda and considered at the end of Commission Consideration Items. a. Adjournment MINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEP1N AND THE STATE OF MINNESOTA SPECIAL SESSION SEPTEMBER 25, 2017 CITY HALL - COUNCIL CHAMBERS The Brooklyn Center Housing and Redevelopment Authority (HRA) met in Special Session called to order by Chair Tim Willson at 8:13 p.m. Chair Tim Willson and Commissioners Marquita Butler, April Graves, Kris Lawrence-Anderson, and Dan Ryan. Also present were Executive Director Curt Boganey, Deputy City Manager Reggie Edwards, Finance Director Nate Reinhardt, Director of Business and Development Gary Eitel, City Attorney Troy Gilchrist, and Carla Wirth, TimeSaver Off Site Secretarial, Inc. EI)'Ak!(I i(I)EILI)1IIflDIt1.'dI [I)I Ik!4I _ti airnu ii Executive Director/City Manager Curt Boganey introduced the item, discussed the history, and stated the purpose of the proposed resolution. He explained the HRA property tax is calculated by determining 0.0185% of the taxable market value of the City, which is the maximum calculation established under Minnesota Statutes 469.033. He noted for 2018, the proposed HRA levy of $345,978 is a $16,899 (5.14%) increase over the 2017 levy. This increase is the result of the increase in total taxable market value of the City. It was noted that all proceeds from this property tax levy are transferred to the City of Brooklyn Center Economic Development Authority (EDA). 09/25/17 -1 DRAFT r. HRA RESOLUTION NO. 2017-01 ADOPTING THE PROPOSED BUDGET AND ESTABLISHING A PRELIMINARY PROPERTY TAX LEVY PAYABLE IN 2018 FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN CENTER, MINNESOTA Commissioner Lawrence-Anderson moved and Commissioner Graves seconded adoption of HRA RESOLUTION NO. 2017-01 Adopting the Proposed Budget and Establishing a Preliminary Property Tax Levy Payable in 2018 for the Housing and Redevelopment Authority of Brooklyn Center, Minnesota. Motion passed unanimously. C HRA RESOLUTION NO. 2017-02 APPROVING THE PRELIMINART BUDGET FOR THE HOUSING AND REDEVELOPMENT AUTHORIT OF BROOKLYN CENTER, MINNESOTA, PURSUANT TO MINNESOT STATUTES CHAPTER 469 11 Executive Director/City Manager Curt Boganey introduced the item and explained the HRA funds raised are transferred to the EDA. Commissioner Ryan moved and Commissioner Graves seconded adoption of HRA RESOLUTION NO. 2017-02 Approving the Preliminary Budget for the Housing and Redevelopment Authority of Brooklyn Center, Minnesota, Pursuant to Minnesota Statutes Chapter 469. Motion passed unanimously. £ IMI1SJ aiu aii Commissioner Graves moved and Commissioner Butler seconded adjournment of the Housing and Redevelopment Authority meeting at 8:17 p.m. Motion passed unanimously. 09/25/17 -2- DRAFT Commissioner introduced the following resolution and moved its adoption: HRA RESOLUTION NO RESOLUTION ESTABLISHING A PROPERTY TAX LEVY FOR THE PURPOSE OF DEFRAYING THE COST OF OPERATION, PROVIDING INFORMATIONAL SERVICES AND RELOCATION ASSISTANCE PURSUANT TO THE PROVISIONS OF MINNESOTA STATUTES CHAPTER 469.033 FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN CENTER, MINNESOTA, FOR FISCAL YEAR 2018 WHEREAS, Minnesota Statutes require that the final property tax levy be provided to the Hennepin County Auditor no later than December 30, 2017 for taxes payable in calendar year 2018; and WHEREAS, the Housing and Redevelopment Authority of Brooklyn Center, Minnesota pursuant to the provisions of Minnesota Statutes 469.033, Subdivision 6, must certify a final property tax levy resolution to the City Council of the City of Brooklyn Center. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of Brooklyn Center, Minnesota that a special tax is hereby levied on all taxable real and personal property within the City of Brooklyn Center at the rate of 0.0185% of the total market value of real and personal property situated within the corporate limits of the City of Brooklyn Center that is not exempted by law. BE IT FURTHER RESOLVED that the property tax levied under this resolution be used for the operations and activities of the Housing and Redevelopment Authority of Brooklyn Center, Minnesota pursuant to Minnesota Statutes Chapter 469.001 to 469.047. December 4, 2017 Date Chair The motion for the adoption of the foregoing resolution was duly seconded by member and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted. Commissioner introduced the following resolution and moved its adoption: HRA RESOLUTION NO.__________ RESOLUTION APPROVING THE FINAL BUDGET FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN CENTER, MINNESOTA PURSUANT TO MINNESOTA STATUTES CHAPTER 469 WHEREAS, the Housing and Redevelopment Authority of Brooklyn Center, Minnesota has considered the final budget for Fiscal Year 2018. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of Brooklyn Center, Minnesota that revenues and appropriations for the Housing and Redevelopment Authority are hereby adopted as follows: Housing and Redevelopment Authority Revenues Property Taxes $ 345,978 Total Housing and Redevelopment Authority $ 345.978 Appropriations Transfer to EDA Fund $ 345,978 Total Housing and Redevelopment Authority $ 345,978 December 4, 2017 Date Chair The motion for the adoption of the foregoing resolution was duly seconded by member and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted.
