MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION
FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE
STATE OF MINNESOTA
REGULAR SESSION
NOVEMBER 21, 2017
COMMUNITY ROOM #221, COMMUNITY CENTER
CALL TO ORDER
Chair Sorenson called the meeting to order at 7:00 pm.
ROLL CALL
Chair Sorenson and Commissioners Bonovsky, Dalton, Shinnick and Witalka were present.
Commissioners Ebert and Thorbus were absent and excused. Also present was City Council
Liaison April Graves, resident Barb Jensen and Community Activities, Recreation & Services
Director Jim Glasoe.
APPROVAL OF AGENDA
Chair Sorenson asked that an item titled “Ordinance Notification” be added under new business
and an item relating to “Dog Park” be added under old business.
Chair Sorenson also asked that time be added for Ms. Jensen to address the Commission under
Old Business.
By consensus, the agenda was approved as amended.
APPROVAL OF MINUTES – October 17, 2017
There was a motion by Commissioner Witalka, seconded by Commissioner Bonovsky to approve
the minutes of the October 17th meeting of the Park & Recreation Commission as presented. The
motion passed unanimously.
COUNCIL LIAISON REPORT
Councilmember Graves reported that building plans had been submitted for a Domino’s Pizza
located in the Shingle Creek Crossing development, that our BC Liquor stores had raised a total
of $1,095 for CEAP during their food drives in July and October, Commander Flesland and
Chief Gannon attended a dialogue called “Being Black and Blue” at the University of Minnesota,
noting the discussion included a number of African American criminal justice partners and
focused on the challenges police officers of color and specifically black officers have when
policing.
Councilmember Graves continued, reporting Water Tower #3 was being disinfected and starting
to fill today, adding a bacteria test would be taken on Monday and if it passes, the tower will be
put back into service.
Councilmember Graves reported the city’s consultant for the Comprehensive Plan update will be
at the Holly Sunday event gathering input and noted the preliminary tax levy had been set at
5.63% for 2018.
Commissioner Witalka asked about the proposed Ordinance change regarding liquor licensing.
Councilmember Graves responded the Ordinance had been streamlined, removing requirement’s
for square footage, seating and food to liquor ratios. Councilmember Graves noted the revised
language/requirements were more consistent with neighboring communities.
PARK INFORMATION SIGNS UPDATE
Cars Director Glasoe noted this item was a request from Streets & Parks Supervisor Todd Berg
for the Commission to consider any needed language changes to the parks signs, as the signs
need to be redone as a result of the recent rebranding/logo initiative.
Commissioners provided updated language suggestions to CARS Director Glasoe, who will share the
information with Mr. Berg.
SKATING RINKS 2017/18
CARS Director Glasoe provided the Commission with proposed skating rink information for the
2017/18 season and rink usage numbers for the 2016/17 season. Mr. Glasoe noted the relative
lack of use, but indicated weather was a significant factor.
The Commission discussed the skating rink usage and options. After some additional discussion,
the Commission consensus was to move forward with the plan presented, but to monitor usage
and make changes as needed.
2017 HOLLY SUNDAY
Cars Director Glasoe reported the annual Holly Sunday special event day was upcoming on
Sunday, December 3rd from 1:30-5:00 pm. Mr. Glasoe provided an update of anticipated
activities and encouraged everyone to attend.
ORDINANCE PUBLISHING
Chair Sorenson indicated he had a conversation with the Chair of the Planning Commission
regarding some of the ordinance revisions that had been made by each Commission in the past
couple of years, noting that each of the Commissions was unaware of the changes.
Chair Sorenson suggested the SunPost newspaper or City Newsletter could be used to promote
the changes and/or current Ordinances.
After some discussion, CARS Director Glasoe indicated he would speak with the City Clerk and
Communications Coordinator about ways to publicize the ordinances.
RESIDENT BARB JENSEN- COMMUNITY GARDENS
Resident Barb Jensen addressed the Commission regarding Community Gardens and encouraged
the Commission to look for ways to add additional gardening opportunities, by adding additional
gardens or by partnering with other interested organizations. Ms. Jensen provided some
examples of community gardening program in neighboring communities.
After some discussion, Commission consensus was to look for ways to seek out and support new
opportunities in 2018 and to add this item to a 2018 agenda.
THREE RIVERS PARK DISTRICT- FITNESS PLAY NODES
CARS Director Glasoe reported that, per the Commission motion passed at the October meeting,
he had directed Three Rivers Park District to move forward with their original “fitness equipment
nodes” installation. Mr. Glasoe noted the installation would not be completed until spring 2018,
because of the weather.
HALLOWEEN PARTY UPDATE
CARS Director Glasoe reported the annual Halloween Party had been held on Friday, October
27th and noted it was very successful, with over 225 costumed kids attending.
Mr. Glasoe noted the event needed to be moved indoors due to the weather. Commissioner
Dalton reported the addition of activity booths from area businesses was very positive and
encouraged the city to consider having business involvement with other city sponsored special
events.
DOG PARK
Chair Sorenson asked that this item be held over to a future meeting, as the person wishing to
speak to the item was not in attendance.
SET NEXT MEETING DATE
By consensus, the next meeting of the Park and Recreation Commission was set for January 16,
2018 at 7:00 p.m.
MEETING ADJOURNED
A motion was made by Commissioner Shinnick, seconded by Commissioner Dalton to adjourn
the meeting at 7:59 p.m. The motion passed unanimously.
