HomeMy WebLinkAbout2018 02-20 PRM MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION FEBRUARY 20, 2018 COMMUNITY ROOM #221, COMMUNITY CENTER CALL TO ORDER Chair Sorenson called the meeting to order at 7:00 pm. ROLL CALL Chair Sorenson and Commissioners Bonovsky, Dalton, Ebert, Shinnick, Thorbus and Witalka were present. Also present was Community Activities, Recreation & Services Director Jim Glasoe. APPROVAL OF AGENDA Chair Sorenson asked if there were any additions or changes to the proposed agenda. Commissioner Shinnick moved the approval of the agenda as presented. The motion was seconded by Commissioner Ebert and passed unanimously. APPROVAL OF MINUTES – January 16, 2018 There was a motion by Commissioner Shinnick, seconded by Commissioner Ebert to approve the minutes of the January 16, 2018 meeting of the Park & Recreation Commission as presented. The motion passed unanimously. COUNCIL LIAISON REPORT Councilmember Graves was not in attendance due to separate City Council meeting commitment. THREE RIVERS PARK DISTRICT- REGIONAL PARK CONCEPT CARS Director Glasoe presented a rendering of a conceptual Regional Park boundary that included areas in Brooklyn Center, Crystal and Robbinsdale. Mr. Glasoe noted Three Rivers Park District was looking for a stronger presence in the first ring suburbs and was floating this idea to gauge interest. Commissioners asked questions about boundaries, what amenities might be included and ownership details. CARS Director Glasoe responded that is was too early in the process to be able to answer any of those questions and added that his intent was just to “take their temperature” about having a larger discussion. After additional discussion, Commission consensus was that, although they had many unanswered questions, they were supportive of having conversations about a Regional Park concept. EARLE BROWN DAYS-PLANNED 2018 ACTIVITIES CARS Director Glasoe presented the results of citizen input process regarding the annual Earle Brown Days Celebration. Mr. Glasoe noted that 120+ surveys had been received and that a separate community dialogue session had been held on the issue at the Community Center. CARS Director Glasoe indicated that the top vote getters for activities included; music/entertainment, food, vendors, parade, fireworks and family activities. Mr. Glasoe then reviewed the proposed schedule of activities for 2018. Commissioners discussed the activities and voiced support for the proposed new Friday night general calendar of events. COMMUNITY GARDENS CARS Director Glasoe noted this item had been placed on the agenda as a result of a resident’s presentation at the October 2017 meeting. Mr. Glasoe noted that the city historically has had an adequate supply of community garden plots to meet demand, but noted he would report back to the Commission if that demand increased. DOG PARK Chair Sorenson requested that Commissioners continue to identify potential sites and asked that this item be placed on the April or May 2018 agenda. MISSISSIPPI GATEWAY REGIONAL PARK CARS Director Glasoe reported the City Council had approved a Resolution of Support for the Mississippi Gateway Regional Park project. OTHER Chair Sorenson asked that Commissioners send a short bio to CARS Director Glasoe so that it could be included as part of the All Commission meeting in early April. Chair Sorenson and Commissioner Ebert reported they would be absent from the March meeting. SET NEXT MEETING DATE By consensus, the next meeting of the Park and Recreation Commission was set for March 20, 2018 at 7:00 p.m. MEETING ADJOURNED A motion was made by Commissioner Shinnick, seconded by Commissioner Thorbus to adjourn the meeting at 7:46 p.m. The motion passed unanimously.
