CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority (HRA) met in Special Session called to order by Chair Tim Willson at 8:13 p.m. 2. ROLL CALL Chair Tim Willson and Commissioners Marquita Butler, April Graves, Kris Lawrence-Anderson, and Dan Ryan. Also present were Executive Director Curt Boganey, Deputy City Manager Reggie Edwards, Finance Director Nate Reinhardt, Director of Business and Development Gary Eitel, City Attorney Troy Gilchrist, and Carla Wirth, TimeSaver Off Site Secretarial, Inc. 3. APPROVAL OF AGENDA AND CONSENT AGENDA Commissioner Ryan moved and Commissioner Butler seconded approval of the Agenda and Consent Agenda, and the following item was approved: 3a. APPROVAL OF MINUTES 1. September 12, 2016 – Special Session 2. December 5, 2016 – Special Session Motion passed unanimously. 4. COMMISSION CONSIDERATION ITEMS 4a. PRELIMINARY 2018 LEVY AND BUDGET Executive Director/City Manager Curt Boganey introduced the item, discussed the history, and stated the purpose of the proposed resolution. He explained the HRA property tax is calculated by determining 0.0185% of the taxable market value of the City, which is the maximum calculation established under Minnesota Statutes 469.033. He noted for 2018, the proposed HRA levy of $345,978 is a $16,899 (5.14%) increase over the 2017 levy. This increase is the result of the increase in total taxable market value of the City. It was noted that all proceeds from this property tax levy are transferred to the City of Brooklyn Center Economic Development Authority (EDA). 09/25/17 -2- 1. HRA RESOLUTION NO. 2017-01 ADOPTING THE PROPOSED BUDGET AND ESTABLISHING A PRELIMINARY PROPERTY TAX LEVY PAYABLE IN 2018 FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN CENTER, MINNESOTA Commissioner Lawrence-Anderson moved and Commissioner Graves seconded adoption of HRA RESOLUTION NO. 2017-01 Adopting the Proposed Budget and Establishing a Preliminary Property Tax Levy Payable in 2018 for the Housing and Redevelopment Authority of Brooklyn Center, Minnesota. Motion passed unanimously. 2. HRA RESOLUTION NO. 2017-02 APPROVING THE PRELIMINARY BUDGET FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN CENTER, MINNESOTA, PURSUANT TO MINNESOTA STATUTES CHAPTER 469 Executive Director/City Manager Curt Boganey introduced the item and explained the HRA funds raised are transferred to the EDA. Commissioner Ryan moved and Commissioner Graves seconded adoption of HRA RESOLUTION NO. 2017-02 Approving the Preliminary Budget for the Housing and Redevelopment Authority of Brooklyn Center, Minnesota, Pursuant to Minnesota Statutes Chapter 469. Motion passed unanimously. 5. ADJOURNMENT Commissioner Graves moved and Commissioner Butler seconded adjournment of the Housing and Redevelopment Authority meeting at 8:17 p.m. Motion passed unanimously. 09/25/17 -3- STATE OF MINNESOTA) COUNTY OF HENNEPIN) ss. That attached hereto is a full, true, and complete transcript of the minutes of a Special Session of the Housing and Redevelopment Authority (HRA) of the City of Brooklyn Center held on September 25, 2017. 2. That said meeting was held pursuant to due call and notice thereof and was duly held at Brooklyn Center City Hall. 3.
